The subject property is the vacant lot addressed as 315 Elm Street. Planning Division Review Applicant: Grand Projects, Inc. P.O. Site Aerial Location of Property: 315 Elm Street(vacant lot adjacent to the west of EZ Auto) Legal Description: The East 45 feet of Lot 10, Block 26 TOWN OF FARMINGTON and the West 30 feet of Lot 11, Block 26 TOWN OF FARMINGTON Surrounding Land Uses: Residential to the North and Northeast, Commercial to the Southeast, West and South. Existing Zoning of the Parcel: B-2(Downtown Business) Comprehensive Plan Guidance: Commercial Current& Proposed Land Use: The current parcel of land is vacant. The applicant is proposing the construction of a 8,120 square foot commercial building and parking lot. DISCUSSION Section 10-6-23(E)of the City Code requires that"Major Projects" be reviewed by the Planning Commission . Under Section 10-6-23(E) subd. 1,projects need to be reviewed by the Planning Commission when construction of new structures with site improvements are proposed for undeveloped land. As part of the site plan review process the Commission reviews general site design, including setbacks, access,parking, landscaping, and other potential impacts to surrounding properties. Site Plan The applicant is proposing the construction of an approximately 8,120 square foot commercial building and parking lot on the vacant property addressed as 315 Elm Street. The proposed building would become the home of the Farmington Gymnastics Center. The proposed use(gymnastics center)is classified as a commercial recreational use and is a permitted use in the B-2(Downtown Business)zoning district. As shown in the attached floor plan(sheet Al), the building will largely have an open floor plan with bathrooms, an entryway, storage and janitorial areas and stairwell comprising the northern 14 feet of the proposed building. A second story mezzanine(sheet A2)is also proposed within this northern portion of the building. The mezzanine area will consist of a balcony, training area, office and bathroom. The exterior building material will consist of stucco,which is an approved material within the Downtown Commercial District. The height of the proposed building will be just over 25 feet. The B-2 zone allows for a maximum building height of 45 feet. The subject property is zoned B-2(Downtown Business)and requires the following minimum building setbacks: • Front yard: 0 feet • Side yard: 0 feet • Rear yard: 0 feet The building setbacks proposed are as follows: • Front: 2 feet • Side(adjacent to EZ Auto): 5 feet • Side(adjacent to proposed parking lot):0 feet • Rear: 52 feet The B-2 zoning district allows for 100 percent lot coverage for structures. The proposed lot coverage (building only)would be 63.8%. As previously mentioned, this site is located within the B-2 zoning district and is therefore exempt from the city's off-street parking requirements. The applicant is proposing to construct a new paved parking area to the north of the proposed building. The parking lot would consist of 9 stalls and would be accessed from the alley to the north. The parking lot is required to have a 10 foot nonpaved area between the edge of the parking lot and the eastern lot line as outlined in Section 10-6-10(D)6(b)of the city code. The site plan currently shows a 5 foot setback. The site plan should be revised to reflect this requirement. The alley as part of both the gymnastics center and the commercial daycare projects will be entirely paved from 3rd Street to 4th Street. A complete landscape plan has not been submitted. A condition of approval of the site plan should be that the applicant submit a landscape plan in accordance with Section 10-6-10(C) of the city code. The attached site plan does show the proposed location of shrubs and trees, however, details on types, sizes and quantity of the landscape material must be provided. ACTION REQUESTED City staff recommends approval of the Farmington Gymnastics site plan subject to the following: 1. A sign permit application shall be required for any signage to be placed on site. 2. The applicant shall obtain all necessary building permits that maybe required for the establishment of the proposed use. 3. Submission and approval of a complete landscape plan as outlined in Section 10-6-10(C). 4. Revising the setback of the parking lot to meet the 10 foot nonpaved area requirement between the parking lot and the eastern property line. 5. Contingent upon engineering comments.
