CONSENT AGENDA MOTION by Simmons, second by Cordes to approve the Consent Agenda as follows: a) Received Monthly Financial Statements b) Approved Meeting Minutes (July 26, 2018, Regular Meeting) APIF, MOTION CARRIED. 7. PUBLIC HEARINGS 8. DISCUSSION ITEMS a) Downtown Facade Improvement Grant Program Application 306,308,312 Oak Street The applicant, Mr. Craig Holford, is asking for the maximum grant amount of $10,000. The total project cost estimate is $32,844. The improvements consist of replacing the awnings and repair or replace the brick and mortar joints. This grant amount would put us over the allocated grant funding by $2,000. MOTION by Jolley, second by Simmons to approve the downtown facade improvement grant application and contract for 306, 308, 312 Oak Street, including an additional $2,000 in grant funding. APIF, MOTION CARRIED. b) Downtown Facade Improvement Grant Program Application 400 Third Street and 311 Oak Street The applicant, Mr. Paul Often, is asking for a grant amount of$3,891.74. The total project cost estimate is $7,783.48. The improvements consist of cleaning and sealing the awnings and repair and paint the exterior. Approval of this EDA Minutes(Regular) September 27,2018 Page 2 application would require an additional $3,891.74 in grant funding. Any additional grant funding would come from the EDA fund balance. MOTION by Jolley, second by Cordes to approve the downtown façade improvement grant application and contract for 400 Third Street and 311 Oak Street, including an additional $3,891.74 in grant funding. APIF, MOTION CARRIED. c) Highway 3 Corridor Plan Proposal Recommendation The review committee received five proposals and selected WSB &Associates for a project amount of$39,995. The CDA approved Farmington's Redevelopment Incentive Grant application for $15,000 which will be matched by CDBG funds of$15,000. The additional funds needed for the plan are $9,995 and will come from the EDA's fund balance. Once the EDA recommends approval of the agreement, it will go to the City Council for approval at their October 1, 2018, City Council meeting. There will be public engagement and meetings with the Planning Commission throughout the process. MOTION by Simmons, second by Jolley to recommend the City Council enter into a contract for services with WSB &Associations in the amount of$39,995. APIF, MOTION CARRIED. 9. DIRECTOR'S REPORT a) September Director's Report A ribbon cutting was held today for Kindred Chiropractic. There was also a good turnout for a ribbon cutting for Sweet Kneads by Farmington Bakery. There have been some meetings with HKGi on the Rambling River Center plaza project to determine final costs and a phasing strategy. This will be discussed at the October 8, 2018, City Council work session. Mayor Larson gave a presentation at KW South of the River Real Estate Summit to 200 real estate professionals. Updating the 2016—2018 EDA Strategic Plan will start in October for the 2019— 2021 plan. A three to four hour work session will be planned with a facilitator or it could be broken down into two sessions. Members preferred to do it in one session. Staff will contact members to determine a date. This would be in addition to the regular October EDA meeting. 10. Mr. Paul Otten is requesting an amendment to the grant amount due to additional work that needed to be done. The original project cost was $7,783.48, and the approved grant amount was $3,891.74. Due to the additional work, the project cost is now$8,079.72. This would make the grant amount$4,039.86, an additional$148.12. This would mean committing an additional$148.12 in grant funding. Accepted Signature Date City of Farmington Downtown Façade Improvement Program Grant Agreement This agreement is made and entered into this 25th day of October,2018 by and between Paul Often(applicant), Often Law(business name) at 1809 Sunrise Court,Burnsville,MN 55306 (address) (hereinafter referred to as"Grantee")and the City of Farmington Economic Development Authority(EDA), a public body corporate and politic,having its principal offices at 430 Third Street,Farmington,Minnesota(hereinafter referred to as"Grantor"). WHEREAS,the Grantor has established a Downtown Facade Improvement Program funded by the EDA to assist businesses in the downtown commercial district,as designated on the zoning map,with building façade improvements; and WHEREAS,the Grantee has applied for Downtown Facade Improvement Program funds for façade improvements at 400 Third Street and 311 Oak Street(address); and WHEREAS,the Grantor has reviewed the Grantee's application and determined that the proposed improvement project meets the requirements of the Downtown Façade Improvement Program. NOW THEREFORE,in consideration of the grant,the parties agree as follows: 1. The Grantor agrees to provide a maximum of$4,039.86 in EDA funds to the Grantee for façade improvements. 2. The Grantee agrees to use the proceeds of the grant solely for facade improvements with a minimum project cost of$8,079.72 and an estimated project cost of 8,079.72. 3. The project shall be completed in a timely manner and all grant funds must be used within six months from the date of the Grant Agreement. The agreement may be extended once,with the length of the extension to be determined on a case-by-case basis. 4. Grant funds will be paid on a reimbursement basis only after all improvements have been completed according to the authorized scope of work and have been accepted by the Grantor. 5. The Grant Agreement will be terminated 90 days from the date of the agreement if construction work has not yet begun. 6. The Grantee shall defend,indemnify, and hold harmless the officers and employees of the Grantor from all liability and claims for damages arising from bodily injury,death, property damage, sickness,disease,or loss and expense resulting from or alleged to result from Grantee's operations under this agreement. Generally, our process will hit on these main points: • Identify and explore the most important economic development issues facing Farmington over the next 3-5 years. • Determine the EDA role(s) in addressing these issues. • Consider how these issues relate to the goals of the EDA. • Seek agreement on prioritizing the issues. • Consider how the issues fit with ongoing economic development functions of the City. • Identify EDA actions to address the issues. They are located at 19685 Pilot Knob Road, Suite 200 (Fairview Clinic building). As part of the city's economic development and communications strategy, the city hosts ribbon cuttings for new and expanding businesses, or for special occasions. Make sure you follow Farmington on Facebook, Twitter, Instagram, and NextDoor to help us promote these local business celebrations. Highway 3 Corridor Plan Staff met with the team from WSB on Monday October 22nd to kick off this project. An update can be provided at the EDA meeting. Minnesota Manufacturing Week Minnesota Manufacturing Week was October 1-7 as proclaimed by Governor Dayton. I have attached a graphic that outlines some of the benefits manufacturing provides to our community and the state. Per DEED's press release: Governor Mark Dayton has proclaimed Oct. 1-7, 2018 Minnesota Manufacturing Week. During the week—and throughout the month—manufacturers throughout the state open their doors to students and the public for tours and talks. The economic impact manufacturing has on the economy is hard to overstate: Manufacturing represents one in nine jobs, many well paying; supports a payroll of$21 billion; and contributed over$49 billion to the state's economy. 2016-2018 Strategic Plan for Economic Development Our workshop to update the Strategic Plan for Economic Development is scheduled for November 29th starting at 4:00 p.m. Dinner will be provided.
