SUBJECT: PARKING LOT FEASIBILITY STUDY
DATE: APRIL 2, 1991
At the April 1, 1991 City Council meeting the parking lot feasibility study
for the old railroad property was referred to the HRA for consideration.
Enclosed is the feasibility study for your review.
The Council did not take a position as to the accepting or rejecting the
parking lot plans, however, the Council requested the HRA review the study
along with the planning commission.
This study and the parking lot design should be reviewed as to whether or
not the HRA feels this parking lot design meets the needs of the downtown
business area. The parking lot design should be viewed in conjunction with
the parking lot design illustrated by the Milo Thompson study. After such
review of the two plans, the HRA could determine which parking lot design
may meet the needs of the area.
Secondly, the HRA, if they concur with the proposed parking lot design, should
determine at what level their financial participation should be in the
parking lot construction.
However, if the HRA should determine to remain with the Milo Thompson parking
design as previously suggested by Mr. Meyer, the cost of such a design
should be determined by a feasibility study by the City Engineer. This
feasibility study cost should be funded by the HRA. The HRA's desire to
examine the construction costs for the Milo Thompson parking design should
be conveyed to the City Council.
Once the City and HRA determine which parking design to be used and the costs
associated with the design, then the two entities can determine how the costs
will be paid for.

SUBJECT: PROPOSED PARKING LOT

At the March 6, 1991 HRA meeting the board reviewed the City Council's proposed
parking lot plans for the property located north of Oak Street, west of Second
Street, south of Elm Street and east of the Soo Line railroad tracks. The HRA
wishes to participate in financing the feasibility study determining the costs
of improvements for the proposal. The HRA's level of financial participation
would be 50% of the cost of the feasibility study,not to exceed $250.00 with the
City providing the balance of the cost .of the feasibility study. If this arrange-
ment is agreeable with the City Council, the HRA would request the feasibility
study.
Although the HRA feels it is necessary to proceed with the feasibility study,
determining the cost of the improvements, the final decision as to financial
participation by the HRA in the proposed parking lot plan, has not been deter-
mined. It was the consensus of the board that the City Council and the board
should jointly examine this project when the feasibility study has been completed.

SUBJECT: 2ND STREET PARKING LOT IMPROVEMENT - PROJECT NO. 89-18
DATE: MARCH 28, 1991
Transmitted herewith is the feasibility report for, the Second Street Parking Lot
Improvement Project. The project consists of constructing a municipal parking
lot on land owned by the HRA between Second Street and the railroad tracks, south
of TH 50.
This report provides a detailed cost estimate of the work being considered,
proposed assessments and a plan of the area.
I would be pleased to present this report at the April 1, 1991 City Council meeting.

INTRODUCTION AND DISCUSSION
The City Council has requested this report to determine the feasibility of constructing
a new municipal parking lot on land owned by the Farmington Housing and Redevelopment
Authority. The proposed parking lot is bound by Second Street, Oak Street, Soo Line
Railroad Tracks and TH 50. This study is based upon a preliminary sketch prepared
by the City Planner and approved by the City Council and HRA. A plan view of the
parking lot is included in the Appendix of this Report.
The proposed parking lot will be designed for a 7 ton design capacity. The surface
of the lot will consist of 3" of bituminous surfacing on 8" of Class 5 aggregate
base on 2 feet of sand subgrade treatment. The lot will be drained utilizing B618
concrete curb and gutter with a minimum slope of 0.4%, and a 12" storm sewer system
which will connect to the 60" trunk storm sewer on the west side of the railroad tracks.
The lot design allows for 30 off street parking spaces (parallel and angle) and 8
parking spaces on Second Street. The existing bituminous path adjacent to TH 50 will
be replaced with concrete walk to allow for the installation of a handicap ramp. The
entire area surrounding the parking lot will be topsoiled and sodded. Additional
landscaping will include the planting of 22 (2" caliper) trees. Additional security
lights will be provided.
The parking lot is designed for one way traffic. It will be necessary to provide
signs and painted arrows to indicate this traffic pattern to the public. The City
Council has indicated that the use of this parking lot will be limited to certain
times of the day. Signs indicating this are included in the estimate.
PROJECT COST
Project costs for this improvement are outlined in this section. The itemized cost
estimates are provided. They include a 5% contingency and 20% for legal, engineering
and administrative costs for the project. The unit prices indicated are as provided
for the 1991 construction season.

The Council is currently reviewing the City's assessment policy. I am unable to
determine how this project will be financed and whether or not an assessment is
going to be made toward the City's downtown area. It is also possible that the
City and HRA will fund the project totally. Funding must be determined by the
City Council.
CONCLUSIONS AND RECOMMENDATIONS
The project as reviewed herein is feasible as it relates to general engineering
principles and construction procedures. Based on information contained in this
report, it is recommended that:
1. This report be adopted by the City of Farmington as a guide for construction
of a municipal parking lot adjacent to Second Street.
2. The City conduct a legal and fiscal review of the proposed proejct prior to
any public hearings.
3. A public hearing be held to determine further action to be taken. The property
owners benefitted by the parking lot should be notified for hearing purposes, if
assessments are made.
4. The following schedule should be implemented for the project:

Authorize Advertisement for Bids May 20, 1991
* Bid Date June 7, 1991

SUBJECT: DISPOSAL OF CITY PROPERTY
DATE: MARCH 27, 1991
The City had a number of old dumpsters stored in the yard by the City Shop. These
items were taking up space and the department does not have space to spare. There-
fore, I have directed the crews to dispose of these dumpsters at a local scrap iron
dealer.
These dumpsters were in poor condition with rusted out bottoms and tops, bent by
accidents, and so on. In other words, they were of no value. In addition, some
miscellaneous scrap was also hauled out. The City received $30.00 for this scrap
iron.
I am requesting City Council approval for the disposal of these items, after the
fact, because I was not aware of the new policy requiring prior Council approval.

SUBJECT: DUMPSTER DAMAGE
DATE: MARCH 21, 1991
This memo is to inform you that I have become aware of an accident that occurred
approximately 3 to 4 months ago. This accident occurred at Sanford Hospital when
a food vendor (possible American Fruit Company) backed into the City's 3 cubic
yard dumpster.
The dumpster is unusable and you should submit an insurance claim for the complete
replacement of this dumpster. As far as I know, no accident form was filed and I
will be asking the Police Department to investigate.
Also attached is a copy of a work order directing the disposal of junked dumpsters
to a scrap iron dealer.
Please let me know when the insurance claim is settled so I can replace the dumpster.

UTILITY SERVICES
AGREEMENT, dated the 2nd day of April, 1991 by and between the City of
Farmington, a Minnesota municipal corporation (City) , the Farmington Water Board
(Water Board) and James C. Elvestad , Owner.
1. Request for Water and Sewer Service
The owner has requested that water and sewer service be extended to the property
described as follows:
Lot 4 and South 60 feet of Lot 3, Block 6, Town of Farmington
2. Conditions of Approval
The Farmington Water Board and City have agreed to install water and sewer
service to said property, upon the Owner paying a fee of $ 7,033.80 and
complying with the terms and conditions of this agreement. The fee shall be
assessed against the property over a 10 year period with 8% interest on the
unpaid balance. The assessment shall be deemed adopted on the date this agreement
is signed by the City. The assessment may be prepaid at any time. The Owner
waives any and all procedural and substantive objections to the assessments
including any claim that the assessments exceed the benefit to the property. The
Owner waives any appeal rights otherwise available pursuant to MSA 429.081.
The Owner agrees to pay in full any remaining outstanding balance of such assess-
ment before sale or transfer of the property.
3. Easements
The Owner ensures that there is adequate public utility easement available to
install the water and sewer service from City mains to the property line. The
Owner agrees to secure any such required easements for the City before installation
of the sewer and water services.
4. Ownership of Improvements
Upon completion of the work and construction required by the agreement, the im-
provement lying within public easements shall become City property without further
action or notice. The City will restore the lawn to the conditions existing
prior to improvement.
5. Miscellaneous
A. This agreement shall be binding upon the parties, their heirs, successors
or assigns, as the case may be.
B. If any portion, section, subsection, sentence, clause, paragraph or phrase
of this agreement is for any reason held invalid, such decision shall not
affect the validity of the remaining portion of this agreement.
C. The action or inaction of the City shall not constitute a waiver or. amendment
to the provisions of this agreement. To be binding, amendments or waivers
shall be in writing, signed by the parties and approved by written resolution
of the City Council. The City's failure to promptly take legal action to
enforce this Agreement shall not be a waiver or release.

Re: Sewer and Water Service to 509 1st St.
Dear Mr. Elvestad,
This letter is in response to your request concerning municipal utility service
to the vacant lot at 509 1st Street (Lot 4 and one half of Lot 3, Block 6, Town
of Farmington) . I have reviewed City records and conducted a field investigation
to determine if utility services exist. This search found no record of existing
service lines. Based upon this review, I must assume that no assessments have
been paid. Please provide assessment information if you are aware of it. I must
follow established policies that require the following fees be paid prior to any
service line installation. These fees will bring the service line to the property
line. You will have to complete the services on private property.

The surface water management fee will be determined upon submittal of a detailed site
plan. It must also be noted that your property is in the City's TIF District and the
proposal should be reviewed by the HRA.
In addition, it was indicated to me that you might be interested in providing an
easement to Mr. Hunter, owner of Lot 2, Block 6 to provide sewer and water service
to his property. The same fees will be charged for service to Mr. Hunter's lot as
outlined for your lot at 509 1st Street because no services currently exist. Note
that if both are done at the same time there is a possibility of sharing the street
breaking cost.

Upon receipt of these fees, the City will proceed to extend the services to the
property line. It should be noted that City ordinances require that you connect
to the service lines within one year of availability if a building exists on the
property.
