This report provides a detailed cost estimate of the work being considered and a plan of the area in which improvements will be constructed. The project costs contained herein will be funded through assessments, stormwater management fees, water main development fees and other potential sources. City Engineer cc: file Wayne Henneke TJK TJK/mh INTRODUCTION The Farmington City Council has ordered this report to determine the feasibility of extending municipal utilities and constructing a City collector street to service the proposed Middle School construction in the North One Half of the Northwest One Quarter of Section 31, Township 114, Range 19. This report was ordered as a result of a petition submitted to the City of Farmington by Independent School District 192. ISD 192 is concurrently preparing plans for the construction of the Middle School. The School District is planning to begin construction of the project in the Summer of 1991, with a projected school opening in the Fall of 1992. The project as outlined in this report will also have a positive effect on the feasibility of extending sanitary sewer service to the Pine Knoll vicinity. The City Council may want to consider ordering a new feasibility study for sewer and street improvements in the Pine Knoll vicinity. A feasibility study was done by this Department in 1988 and it can be updated upon request. DISCUSSION OF IMPROVEMENTS Sanitary Sewer In the City Comprehensive Plan, the proposed sanitary sewer trunk to service the Middle School site would require a 30" size as outlined in this study. Figure No. 1 indicates the proposed alignment for sanitary sewer trunk as shown in the City's current Comprehensive Plan. Segment "A" would service the Middle School site. The 1988 Feasibility Study included a project cost of $557,300.00 for this 30" sanitary sewer. Upon review of the Comprehensive Plan, it was City staff's recommendation to consider an alternative trunk sanitary sewer system. This recommendation will provide a more feasible alternative for serving the Middle School site and the Pine Knoll vicinity. Figure No. 2 outlines the revised sanitary sewer to service the Middle School site is a 12" trunk line connecting to the MWCC's 42" interceptor sewer. This is a variation from the original Comprehensive Plan which will allow the City to provide sanitary sewer service to the Middle School site and Pine Knoll vicinity in a more cost effective manner. It would be a financial burden to the community to fund the installation of a 30" pipe at this time, as compared to the alternative of utilizing a 12" pipe to service the Middle School which is in the City Municipal Urban Service Area (MUSA) . In addition, staff discussion with the Metropolitan Council has indicated that the MUSA could be expanded to service existing developments such as the Pine Knoll vicinity, if the City requests it. The proposed 12" sanitary sewer will connect to the 42" MWCC interceptor near the east edge of Pine Street. The sewer will be 16-18 feet deep. A sewer metering station, similar to the one installed near Linden Street in 1991 will be installed to monitor the system. Note that a future 8" sanitary sewer is indicated on Pine Street to service the local residences and future development in the northeast corner of TH 50 and CSAH 31. The sanitary sewer will head north on an alignment that will bring it past the west side of the proposed Middle School. An 8" sanitary service line will be stubbed out for the school. At a minimum, the sanitary sewer trunk could end at the new City collector street. Cost estimates for extending the 12" sanitary sewer trunk to CASH 31 and an 8" sewer to the east edge of the school plat are included. The City Council should give direction to staff as to whether or not sanitary sewer should be constructed on the centerline of the new road, or wait until further development occurs north of the school. If the Council wishes, they can order the feasibility study for servicing the Pine Knoll area. Water Main Construction The City's Comprehensive Water Main Distribution Plan has proposed an 18" water main trunk on the alignment of the proposed City collector just north of the Middle School site. Figure No. 3 is a copy of the City's Trunk Water System. The current plan is to place an 18" main on the new City collector street just north of the Middle School. In addition, an 8" water main loop will be installed around the building. Fire hydrants will be placed at a 400' spacing on all water main construction. The School District has requested that an 8" fire sprinkler line be stubbed out to the new building. A 3" domestic use service line will also be placed for the building. No service lines are planned for potential residential development north of the school because the City does not know what the layout of lots would be. Stub outs for future residential development will be placed in appropriate locations for future street intersections. (Approximately 800 foot spacing.) In addition, it is recommended that the City loop the water main from the building site. Three alternatives for looping have been identified: 1) loop to intersection of TH 50 and CSAH 31; 2) loop along railroad tracks to Elm Park development with connections to Elm, Main and Pine Streets; 3) loop to T.H. 3 as shown on the trunk water system. Alternate No. 1 would consist of an 8 or 12 inch water main (depending on what type of development is planned at CSAH 31 and TH 50) that would start at the southwest corner of the school loop, proceed south to Pine Street, then it would head westerly along Pine Street and TH 50 to the intersection with CSAR 31. This loop would provide services to Rambling River Park, residences along Pine Street and future development in the northeast quadrant of TH 50 and CSAR 31 intersection. Alternate No. 2 would consist of an 18" water main extending to the railroad tracks, and a 12" water main would be placed along the west side of the railroad, southerly to the vicinity of Elm Park. This water main would be connected to existing mains on Pine Street, Main Street and Elm Street. In addition, a loop around the Elm Park development would connect the system to First Street. This loop would provide adequate water supply to the Elm Park Development and other proposed development in the vicinity. It is anticipated that Elm Park will require a large sprinkling system and the existing City mains may not have the required capacity (3000 gpm ±) to provide the proper level of fire protection. This is the recommended loop because it provides benefit to the Middle School, Elm Park, adjacent business and future development, as well as providing benefit to all residents connected to the City mains in the original City. The benefits provided by this loop are improved water quality, and adequate water supply for fire protection. Alternate No. 3 would consist of an 18" water main along the alignment of the proposed City collector street to T.H. 3 with a 12" water main trunk on T.H. 3. This is the recommended loop in the City's Comprehensive Water Plan. This loop should be constructed in the future. The land between the railroad and T.H. 3 is currently located in Empire Township. If this parcel is annexed into the City as proposed, this trunk loop would be constructed as development occurs. Street Construction In order to provide public access to the proposed Middle School, a City collector street has been proposed along the north side of the school. A 100 foot right of way for this road will be dedicated to the public through the school's platting of the Middle School site. This new road is included in the City's Future Arterial Street Plan (Figure No. 4) . It will eventually link CSAH 31 to TH 3 at County Road 66. This project will construct the segment from CSAH 31 to the east edge of the school plat. A right turn lane for north bound traffic on CSAH 31 and a bypass lane for south bound traffic on CSAR 31 are included in the proposal. Figure No. 5 is a typical plan of an intersection such as this. The typical section for this collector street will be constructed to the minimum City standards for a 9 ton street; 44' wide (back of curb to back of curb) with concrete curb and gutter on both sides. The pavement will consist of 4" asphalt on 12 inches of Class 5 aggregate base on 2 feet of select granular fill with natural sand and gravel subbase. Concrete boulevard walks are planned on both sides of the street. Several segments of storm sewer trunk and ditching systems will be incorporated into the street design. Special consideration is being given to the access on this street. The City's intent is to post a 40 mph speed limit on the road. A 50 mph design speed will be utilized for the geometric design. In addition, the City will be limiting the number of accesses to this collector street to ensure maximum capacity and reduced restrictions on traffic flow at intersections. The school site is being restricted to 3 entrances near the building site. The ideal spacing of these entrances is 800 feet. Figure No. 6 is a typical intersection design for the school entrances. Note that it is assumed that right turns will be utilizing the right lane and that a fifth lane is being provided in the center of the road to accommodate left hand turns. The entire roadway will be signed in accordance with the Minnesota Uniform Traffic Control Manual. Storm Water Management Figure No. 7 is a copy of the City's Storm Water Management Plan in the vicinity of the proposed Middle School. The City will be developing Pond VP-9 as part of this proposal. The School District has purchased the wetlands that constitute Pond VP-9. Through the platting process, the School District will be required to dedicate a minimum of 12 acres for the pond. This dedication will place the ponding area under City ownership. The School District will receive a credit on their storm water management fee equal to the value of the pond dedication. A 12" outfall from Pond VP-9 is required as part of the trunk storm sewer system. This outlet will be connected to a trunk storm sewer system which will convey the runoff from most of the proposed City street and developed school site. Pipe sizes on the trunk system will vary from 21" to 48" in size as shown on Figure No. 7. Note that a ditch through the City parkland will be required at the outlet of this storm sewer system. This ditch will drain to the existing culvert under the bike trail. In addition, the City will have to develop a storm sewer trunk system along the west side of the railroad tracks. The Comprehensive Plan indicates the need for a 42" storm sewer. It is recommended to improve a ditch along the railroad in lieu of the 48" pipe. This ditch will drain to an existing culvert under the bike trail system near the railroad bridge on the Vermillion River. A 36" storm sewer trunk will be required from this proposed ditch to the low point at the end of the proposed plat. The City will have to secure the necessary easements for these improvements. Also, an 18" storm sewer will be placed in the existing ditch on the east side of CSAH 31 at the intersection with the new City street. This storm sewer will collect the runoff from the new street via catch basins, and direct the flow south to Pond VP-9. The City of Farmington will be collecting storm water management fees from the development of the Middle School. These fees will fund all trunk storm sewer improvements. All lateral storm sewer improvements will be assessed to the benefitted properties. It is the City's intent to direct all storm water runoff in the vicinity to Pond VP-9 into the existing wetland area. The City's Storm Water Managment Plan is intended to preserve wetland areas. Minimal construction will be done in the wetland areas by DNR permit. No excavation of the ponding area is required at this time. The City's Comprehensive Storm Water Management Plan is based upon aerial photography and 2 foot contours which have been used to size the ponding areas. The existing wetlands and some portions of the lowlands adjacent to the wetlands provide sufficient storage capacity without excavation. It is also the City's intent to preserve the wetland by keeping storm sewer outlets at the normal ground water elevation noted on the plan. The City will consider this ponding area as a natural and aesthetically pleasing environment in which little or no maintenance activities (such as mowing of vegetation) will occur. The only maintenance required will be a periodic cleaning of inlet/outlet structures. PROJECT COSTS The project costs for these utility and street improvements are outlined in this section. The itemized cost estimates are provided in the appendix and they include a 5% contingency and 15% for legal, engineering and administration of the project. The indicated unit prices are as projected for the 1991 construction season (ENR 4765 MPLS). No costs have been included for easement acquisition. This detailed preparation of an assessment roll has not been done to date. It is recommended that the City Administrator prepare a preliminary assessment prior to a public hearing on the project. Funding for the project can come from many sources such as: assessments, subdivision fees, surface water management fees, water main trunk area charges, and so on. CONCLUSIONS AND RECOMMENDATIONS The project as reviewed herein is feasible as it relates to general engineering principles and construction procedures. Based upon information contained in this report, it is recommended that: 1. This report be adopted by the City of Farmington as a guide for the construction of streets, sanitary sewer, water main and storm water management systems to service the proposed Middle School site and surrounding area. 2. The sanitary sewer to service the Middle School site and the Pine Knoll vicinity be constructed as outlined in this report. It is also recommended that the City's Comprehensive Sewer Plan be revised to reflect the utilization of the 24" trunk sewer to serve the northwest portion of the City in the near future. 3. The City Council consider ordering a revised feasibility report for the installation of sanitary sewer and street reconstruction in the Pine Knoll vicinity. The changes in the City's Comprehensive Sanitary Sewer Plan as outlined in this report will have a significant impact in reducing the costs for installing sanitary sewer in the Pine Knoll area due to the elimination of the 30" sewer. 4. The City Council should direct the City Administrator to prepare a preliminary assessment roll for a public hearing. A public hearing should be held to determine further action to be taken. The affected property owners in the sewer service area and water main service areas must be notified for public hearing purposes. In addition, all property owners adjacent to the proposed street improvements must be notified for public hearing purposes. 5. The City conduct a legal and fiscal review of the proposed improvement project prior to setting a public hearing. 6.
