Attached is a copy of the grading plan and permit application submitted by Wangerin, Inc. . Also attached is a location map. The borrow pit location is on property owned by Mr. Bernard Murphy in the SWi of Section 25. It is estimated that 40,000 cubic yards will be removed from the borrow pit and hauled, via Easter Avenue and TH 50, to the Middle School site in the SEi of Section 30. This material will complete the grading at the Middle School site. The Council will be asked to approve the permit. City Code (Section 3-221 gener.a.U7r requires that a Public Hearing be held prior to the issuance of the Mineral Extraction Permits. It is recommended that the City consider scheduling the hearing for 7:15 P.M. on Monday, October 7th. Becuase of the permit's impact on the Middle School project, the Council may want to consider waiving the public hearing requirement because Mr. Murphy owns all of the land within 700 feet of the borrow site. The code also allows waiving of the permit when the mineral extraction is an essential part of a building permit. The Middle School building permit has been issued. The contractor will be required to maintain Easter Avenue (including dust control) during and after the completion of the project. All costs of keeping Easter Avenue in good condition will be the responsibility of the contractor. All cut slopes shall be 3:1 or flatter to allow the property owner to utilize the property after the borrow pit is closed, topsoil is spread and the site revegetated. The contractor is required to install environmental control measures such as silt fences and sedimentation ponds as directed by the City Engineer. "Truck Hauling" signs will be required at TH 50 and Easter Avenue and at the Middle School site. The contractor is required to furnish a bond to ensure compliance with this permit. The City Council can recognize its development agreement and bonding requirements for the Middle School for the purposes of this permit. The contractor must also file a Certificate of Insurance with the City. The 1991 fee for this permit is $100.00. This borrow pit shall be officially closed by the contractor upon completion of the Middle School grading. I hereby recommend that the City approve this permit. Thom J. R80-91 RECOMMENDING IMPROVEMENT TO CSAR 74 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Farmington, Minnesota, was held in the Civic Center of said City on the 3rd day of September, 1991 at 7:00 P.M. The following members were present: Kuchera, Orr, Galler, Derington, Mayer. The following members were absent: None. Member Orr introduced and Member Mayer seconded the following resolution: WHEREAS, Dakota County has prepared a 5 year Capital Improvement Plan (CIP) and dis- tributed it to cities for comment; and WHEREAS, City staff has reviewed such CIP and submitted its recommendations for City Council consideration; and WHEREAS, the Farmington City Council has submitted Resolution No. R63-91 recommending that the improvement of CSAH 74 from the railroad crossing to TH 3 be moved up to 1992 or 1993; and WHEREAS, the Farmington City Council reaffirms to the Dakota County Board the importance of this improvement which became more apparent with parking and traffic problems during the Dakota County Fair. NOW, THEREFORE, BE IT RESOLVED that the improvement be considered for the construction year 1992. BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the Dakota County Board for its consideration. Also included is a contour map and 2 sketches of the inplace roadway and topography. Dakota County has included CSAH 74 in its 1994 Capital Improvements Program. The County is proposing a 36 ' wide roadway with curb and gutter. The profile grade of CSAH 74 is relatively flat and would not change much. Parking would be prohibited along CSAH 74 . The City of Farmington and Dakota County would also like a rubberized crossing as part of the improvement to CSAH 74 . Part Time Policy Attached is a part time salary survey of Farmington and surrounding communities and a copy of Apple Valley's part time policy (Attachment I) . It is the recommendation that the Council conceptually approve the "Apple Valley" policy and direct the Compensation Committee to prepare a policy based on this policy. Shift Differential Pay Per recommendation of the Department Heads and as discussed by the Compensation Committee, it is tecommended that the City not implement shift ifferential pay at this time. 5 Pay Line/COLA Attached is a report from the Finance Dir- . . --d August 29, 1991 (Attachment II) and September 9, 1991 (Attachment III old Sheet- The Salary Committe recommends Council adopt SVY91 as the 1992 pay line an. increase the salaries by 3% COLA, and adopt the attached 1992 salaries (Gold Sheets). Some items to note: A. Per policy, the following position will be given 1/2 COLA (1.5%) because they fall over the midpoint: Parkkeeper Maintenance Worker I Sanitation Worker (Paul Speiker) . This adjustment will bring the positions within approximately 1/2% of midpoint. B. The increase represents an average increase of 4.3% over 1991 salaries. C. The proposed increase will exceed the salary contingency by $1,428. Step Increases It is recommended that step increases bringing an employee to midpoint be given on the employee's anniversary date rather than with normal salary adjustments on January 1st. The State has discontinued conducting the MDES study every year. it will be conducted every other year with the 1992 study being the next one. Therefore, there is not a 1991 MDES study. To update the 1990 MDES salaries used in the current pay scale, SVY901 on the orange sheets, two scenarios were used. The first scenario assumed a 4% salary increase for 1991 and the second scenario assumed a 6.6% salary increase which is the average increase of the Stanton salaries of positions used in the compensation study. Two pay scales were constructed, one for each scenario. The pay scale representing a 4% increase of MDES salaries is SVY91 copied on the green pages and the pay scale representing a 6.6% of MDES salaries is SVY91S copied on the pink pages. The first page of the analysis shows a comparison of 1991 salaries by employee compared to the 1992 base, using both SVY91 and SVY91S. The pay scale using SVY91 was used to generate the proposed 1992 salary report which is copied on the blue sheets. The proposed 1992 salary report assumes a 37. cost of living increase on top of the base adjustment. It also estimates the cost of benefits by benefit type. The second to the last blue page shows that using SVY91 plus a 3% increase places the budget in a $2,979 deficit position. This difference is insignificant to the point of, if one employee elects to have single medical coverage as opposed to paying for family coverage, the City's share would be reduced more than enough to make up the deficit. The public hearing for the adoption of the budget has been certified to the County as being December 2, 1991 and if the hearing is continued, December 16, 1991 . Dakota County is currently using the proposed tax levies to develop parcel specific proposed property tax notices. Staff is still working on the C.I .P. and debt service analysis. Budget workshops will be scheduled during October and November to finalize the 1992 Budget to the point of being ready for the public hearings. it is recommended to briefly discuss and set a tentative schedule for the buaget workshops at the September 16, 1991 Council Meeting.
