The Council should consider preparing plans for abatement. REFERENCE MATERIAL/RESPONSIBILITY: Update - Larry Thompson REFERRED TO: (NAME) DEPARTMENT: Larry Thompson Administration Tom Kaldunski Engineering Jerry Henricks HRA Jim Bell Parks and Recreation SIGMA MEMO TO: MAYOR AND COUNCIL SUBJECT: PROJECT 90-1 SOIL CONTAMINATION DATE: MARCH 15, 1990 As noted previously, preliminary borings in the storm sewer project area indicated some soil contamination. Because the borings do not indicate the level of ground water contamination, it is necessary to obtain additional sampling and testing in order to obtain a permit and have a contingency plan approved by the MPCA. I have obtained an estimate from Delta Environmental to sample and test the suspect areas and develop a course of action. The cost would be $2,750 to $3,900. Because of the importance of the timing of the project, I felt it was important that the con- sultant begin, so I have authorized the testing to begin. Delta has been used by the HRA in other projects and their services have been excellent. The following is a summary of what the prospects of this project should be. After the testing is completed, Delta, City Staff and the MPCA will meet to develop a plan of action which will require approval by the MPCA. This phase will cost additional money. I cannot get an estimate because it cannot be determined how complicated the plans and project will be until the tests have been completed. Once the plan is approved, the City can commence with the storm sewer project and clean up. The final phase will be the clean up, where the City will also incur expenses. I've contacted the MPCA, which indicated because of the City's limited time frame, it will place this item as a priority. The City can reasonably expect to obtain a minimum of 90% reimbursement for all expenses, including testing, from the State Petro Fund. MPCA staff cannot commit at this time, until it reviews the tests. The MPCA is questioning whether or not the HRA's purchase of the land under 2nd Street makes the City a responsible party because of its ties to the HRA. The MPCA indicated that it would consult with the Attorney General on the matter. If it is determined the City is an "innocent" party, the City will receive 100% reimbursement. The Council will be kept updated on this matter. The Public Works Department would be able to fulfill the City's end of the deal. Division St. and TH 3 in Farmington Dear Mr. Kaldunsky: In response to a complaint from a local resident and also to your recent phone conversation with Richard Arras of our office, I am enclosing a plan showing our recommendations for prohibiting parking on T.H. 50 in the area noted above. The curb areas shown in yellow indicate curb to be painted yellow; however, most of the area shown between 2nd Street and 4th Street is already painted yellow. As agreed, the city will paint and maintain the indicated areas of yellow curb. Also, as agreed, Mn/DOT will install the necessary signs, to be maintained thereafter by the city. The HRA has reviewed this matter and inspected the building and are very interested in acquiring the property if an agreement can be reached with the City and/or School District regarding its use. I feel this is a unique opportunity for the City/HRA in that it is very rare to have an office building that is in reasonably good shape become available next to your City Hall at a reasonable price. Dan Siebenaler will present a plan on a possible use for the building. I would . recommend that the Council direct staff to determine the School District's intentions and begin estimating costs for improvements and the cost of a lease/purchase arrangement with the HRA. LarThom on y P City Administrator cc: Department Heads Jerry Henricks file MEMO TO: HRA MEMBERS SUBJECT: CENTEL BUILDING DATE: MARCH 5, 1990 As you may be aware, Centel has vacated its office building north of City Hall. Centel has approached the City regarding the possible purchase of the building. An opening sale price of $150,000 has been quoted. Included is a rough sketch of the building's design. Staff has inspected the building and has found it to be in reasonably good condition. Certain modifications would have to be made depending on the use. Staff has reviewed its own space needs and has made the following observations. 1. The garage space could be put to immediate use by the City. 2. The basement could be used immediately for storage of City records. 3. While City office needs are presently being met at City Hall, the following factors should be considered: a. The City presently does not have a conference room. Most staff meetings must be held in the Council Chambers. If there is a meeting conflict, the meetings must be held in the Engineering Department which can be disruptive to Engineering staff. b. The City has only one room where the Council, boards, commissions or other large gatherings can meet. This presents a problem when two or more of these meetings are scheduled. c. While present office needs are being met, any additional staff will cause a space problem. As the City grows, additional staff will be needed. d. The Liquor Store is outgrowing its space and is looking into the possibility of acquiring the house to the north for possible construction of a new liquor store. In order to meet the office needs of the City well into the future, the City could lease space in the building with an option to buy. Also, the School District has expressed an interest in leasing the main floor for 3 years. Dr. Ruberto has been invited to meet with the HRA to discuss the School District's needs. It should be noted that all of the potential uses are speculative and no formal presentations have been made to the Council. It is known that the School District's space crunch is extremely critical. The HRA should consider the possible acquisition of the building with possible lease arrangements and give staff direction as to how they should proceed. While the City does not have sufficient funds to acquire the property at this time, it may have the funds available in the future through a lease/purchase agreement. It should be noted that the HRA does not have any project plans for this area but this would1.fall under the "removal of slums, blight" category. Finally, while the price has been quoted as $ 50,000 it is felt that it could be acquired for much less.
