EXPLANATION: The City is receiving 100 elm trees for planting
on the boulevards.

SUBJECT: BOULEVARD TREES
DATE: OCTOBER 12, 1990
The City has received a shipment of 100 elm trees from the Elm Tree Institute for
planting on City boulevards. My original intention was to randomly plant these
trees to add to the variety of trees the City is planting in its reforestation pro-
gram. The Elm Tree Institute is promoting the replanting of elm trees by providing
these trees. They are 5-7 feet tall and warranted against Dutch Elm disease for 10
years. I have also arranged to receive some assistance from the local Boy Scout
troops in planting the trees. (It helps the Scouts earn merit badges.) Attached
is a map indicating where previous reforestation programs have taken place. I
would like some Council direction on target areas for planting the elm trees.
As I reviewed the reforestation budget for 1990, I have determined that there are no
funds left in 1990 to purchase boulevard trees for planting along 1st and Walnut
Streets in the construction area. The 1990 funds were utilized to purchase and plant
trees along 4th, Division and Elm Streets this Spring. It has always been the Council's
wish to plant boulevard trees in conjunction with street improvement projects. The
options available would include:
a. planting the elm trees delivered this Fall;
b. wait until Spring of 1991 to plant boulevard trees; or
c. restore the $3000 cut from the 1990 Reforestation Budget.
I would like to receive Council direction on the planting of boulevard trees along
First and Walnut Streets. It should be noted that these streets have received some
trees in recent years and only smaller gaps in boulevard trees exist.
