I will be reviewing the need for the signs and asking the Council to decide whether they should remain in place or not. REFERENCE MATERIAL/RESPONSIBILITY: Memo - Tom Kaldunski REFERRED TO: (NAME) DEPARTMENT: Larry Thompson Administration Tom Kaldunski Public Works/Engineering SI MEMO TO: MAYOR AND COUNCIL SUBJECT: SIGNS ON WALNUT STREET DATE: NOVEMBER 29,1990 The City has recently completed the street reconstruction project on Walnut Street. Upon completion, all pre-existing signs were reinstalled. This included a "No Trucks" sign. I have received comments from City residents concerning this sign. Some individuals want the sign to remain in place as in the past, others have stated that the sign should be removed because the street has been built to handle truck traffic. I am requesting Council directive on the sign. The sign was originally installed when the Erickson's store was constructed. It was prompted by citizen complaints of truck traffic being generated and the poor condition of the street. The new street has been constructed to a MnDOT 9 ton design utilizing MSA funds. The 9 ton design is equal to many State highways and it is adequate to handle the heavy commercial truck traffic. The street is also wide enough to handle trucks. Attached is a copy of the City MSA street system and a map indicating future arterial streets. One of the major functions of the MSA system is to provide adequate streets to handle anticipated residential and commercial traffic. In addition, much of the funding for MSA projects comes from gas tax dollars- It is my recommendation that the City remove the "No Trucks" sign on Walnut Street between 2nd and 3rd Street because the new street was reconstructed to handle this type of traffic. 4...C14 14111 Thoma Kaldunski City Engineer cc: file . . . i ! This program will consist of manhole rehabilitation and sewer cleaning and televising. I have not received the contractor's proposals at this time, therefore, it may be necessary to delay action until the December 17th meeting. I am hoping to submit the manhole rehabilitation proposal on Monday at the Council meeting as a con- tinuation of the past program. Attached is a map indicating where televising has been done in the past. The new proposal will include cleaning and televising of those areas which have not been done in recent years. This information will be utilized to prepare an engineering study to be sent to the MPCA for the Construction Grants and Loans Program to rehabilitate the older clay sewers in the City in order to reduce our I/I problem. A, ' __ I + ti A, ---L-1� _ a, MEMO TO: MAYOR AND COUNCIL SUBJECT: 1990 SEWER REHABILITATION PROGRAM DATE: DECEMBER 3, 1990 The 1990 sewer budget includes $30,000 for sewer rehabilitation. I am proposing to continue rehabing manholes as proposed by Techniflow Corporation in the amount of $12,970.00. Techniflow has done all past manhole rehabilitation programs for the City from 1986 to the present. The following outlines the proposed work: 1. Apply IET protective coating to Sunnyside lift station to prevent corrosion. $ 2,135.00 2. New concrete liner on walls and chimney seal on manhole at Elm and 2nd Street. 2,590.00 3. Seal top of manhole on Elm Street, west of 6th Street with IET sealant and chimney seal. 680.00 4. New concrete liner on walls and chimney seal on manhole at 6th and Elm Streets. 1,515.00 5. New concrete floor, chimney seal and new watertight casting and lid on manhole at 4th and Elm Streets. 2,705.00 6. New concrete liner on walls, chimney seal and new watertight casting and lid on manhole at 3rd and Elm Street. 3,345.00 Total $ 12,970.00 In addition to the manhole work, I am proposing to hire Visu-Sewer to begin cleaning the debris that has been deposited in the sanitary sewers over many years. Visu-Sewer has submitted a quote to do this work for $0.57/lf. The target area will be those sewers in the older portion of town (see map attached to previous memo) that have not been televised to date. These areas are being targeted for the major I/I rehabilita- tion that will be funded through the MPCA Revolving Loan Program. This sewer cleaning will cost $9,700 for 17,000 lf of sanitary sewer (approximately 38 blocks) . Since the sewer cleaning is being targeted in areas that have not been televised, it is also my recommendation that these sewer mains be televised immediately following the cleaning to complete the televising of all the older clay sewers in the City. This televising is estimated to cost $0.43/1f for a total of $7,310.00 for 17,000 lf of sanitary sewers (approximately 38 blocks) . Completion of this work will allow the Engineering Department to complete an in depth study of the condition of the old clay sanitary sewer mains in the original town. This study will be a part of the Step I - Facilities Plan which the City is preparing to send to the MPCA for funding through the Revolving Loan Program. I hereby request Council authorization to do the following work utilizing the $30,000 in the 1990 Budget for sewer rehabilitation' df 1. Manhole Rehabilitation by Techniflow $ 12, 970.00 2.
