This program honors outstanding urban forestry programs. The deadline for application is December 31, 1990. In order to complete the application, the City Council must approve a Comprehensive City Tree Ordinance. The proposed revisions to the current City tree ordinance are attached for your review and comment. Selected communities receive a Tree City USA flag, plaque and signs to place at City entrances. These items help promote good public relations during the annual Arbor Day ceremony and proclamation which is promoted by the National Arbor Day Foundation. I recommend that the Council approve the Comprehensive Tree Ordinance and approve the submittal of the Tree City USA application. /*.t.',,04,11/%01 Thomas J. Each year, sections' of the City's treeless boulevards are replanted utilizing a $3,000 - $10,000 budget per year since 1986. This enables the City to replant 75 to 100 boulevard trees each year. The Public Works Department annually inventories the City boulevards to identify all trees that need trimming/removal due to hollow branches and/or disease. The trees that are a potential liability in a heavy wind storm are trimmed or removed. This expense is funded by $3,000 budgeted annually for the removal of diseased shade trees. TREE GIVEAWAYS The City of Farmington maintains a tree nursery at the old waste water treatment site. This nursery enables the City to purchase inexpensive seedlings and utilize them in the City's reforestation plan on a yearly basis as they matuer to a hardy size for transplanting. This enables the City to replace trees more cost effectively. A great number of the early plantings at the City's nursery were soft maples, which are not desirable as boulevard trees. Therefore, a tree giveaway program was started in 1987. Since then the City has given away almost 100 trees to residents for planting on private property. The trees averaged 1i" to 2" in diameter and 8-10 feet in height. Attached is a map which indicates where boulevard tree plantings have occurred since 1986. ' 1 MEMO TO: MAYOR AND COUNCIL SUBJECT: FIRE CHIEF'S WAGES DATE: DECEMBER 13, 1990 The Fire Chief is presently paid a flat retainer of $162.25 per month. As noted during the budget hearings, the duties and responsibilities for the position have increased tremendously during the past several years. While the salary has been adjusted, I do not believe the salary has kept pace with the time required to do the job adequately. Even with the addition of a- part time Fire Marshal, it is felt that the time requirements for the position will be a minimum of 15 hours per week. This translates to approximately $2.50 per hour. While I believe there is a certain amount of "volunteerism" associated with the position, and that the Chief generally accepts the position as a service to the Department, it is felt that the position should receive more than minimal compensation. Therefore, I am recommending that the Chief's wages be increased to $300 per month. Further, I would recommend that this matter be reviewed each December by the Administrator and a report issued regarding the position's activity and time require- ments of the position. The current rates have been in place for two years without increase . According to Mr . Marek recent increases in overhead such as taxes, insurance and fuel expenses , as well as employee wages must be passed along. I feel the increases are reasonable and justifiable. I feel it is important to note that there are no changes in rates charged to the City of Farmington. I feel it is also important to note that Marek ' s have ful- filled every aspect of their contractual obligations including the response time of twenty minutes or less. I am very pleased with the performance of Marek ' s Towing and would endorse these rate increases as requested. If you have any comments or questions , feel free to contact me at your convenience. Russ has successfully completed his 6 month probationary period. It is my recommendation that he be given permanent full time status at this time. Russ has been an asset to the Public Works Department while assisting on the many improvement projects undertaken by the City this year. I am looking forward to working with Russ on all future projects. Russ has shown that he has the knowledge and experience necessary to perform the duties of Assistant Engineer for Farmington.
