Recently, it was .,brought tb -my' attention that Enron Gas Company
will be replacing several,•..,.-of their 'older` vehicles with new
vehicles. As understood, tnron Gas has considered donating the
used units on written request. 1
I had the opportunity to view the 1983 Chevrolet 4 x 4 pickup which
is scheduled fortreplacement. Presently,- the fire department is
utilizing a 1975 Ford F250 4 'x 4 pickup with a high pressure pump
slide-in unit as our primary responding grass fire unit. This unit
has had rough use and has logged many hours of service in the past
15 years. The exterior (body' of thistinit has been reconditioned
once due to rusting and general we4.ar. ,.,.
The Farmington Fire Department provides fire protection to a total
of 88 square miles. The majority,-,of -this area is rural and a large
amount of this area is undeveloped. Our responses to grass fires
becomes very demanding during dry periods of the year.
Our existing 1975 Ford is in need of replacement and will have to
be addressed in the near future during the budget process. Your
consideration in donating the 1983 Chevrolet would be deeply
appreciated.

RESOLUTION NO. R14-91
— - ACCEPTING DONATION OF A 1983 CHEVROLET 4%4 PICKUP TO THE FIRE DEPARTMENT
FROM NORTHERN NATURAL GAS
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Farmington, Minnesota, was held in the Civic Center of said City
on the 19th day of February, 1991 at 7:00 P.M.
The following members were present: Kuchera, Galler, Derington, Orr.
The following members were absent: Mayer.
Member Orr introduced and Member Derington seconded the following resolution:
WHEREAS, Northern Natural Gas Company - Farmington Branch, has offered to donate
a 1983 Chevrolet 4x4 Pickup to the Farmington Fire Department to be utilized as a
backup grass fire truck; and
WHEREAS, it is in the best interest of the City to accept said donation.
NOW THEREFORE, BE IT RESOLVED that said donation is hereby accepted.
This resolution adopted by recorded vote of the Farmington City Council in open
session on the 19th day of February, 1991.

EXPLANATION: The City has received notice of the 1989 Municipal
State Aids apportionment. A 5 Year Capital Improvement Plan for construction
of MSA streets must be adopted. It is estimated that the City will receive
$1.5 million over the next 5 years.

MEMO TO: MAYOR AND COUNCIL
SUBJECT: MSA - 5 YEAR CIP
DATE: FEBRUARY 3, 1989
MnDOT requires each city receiving Municipal State Aid Funding to submit .a
5 year CIP which has been approved by the city council. This CIP must include
sufficient street improvement projects to utilize all MSA funding during the
5 year CIP. A memo was distributed on January 25, 1989 outlining the available
funding. I had hoped to receive some input prior to the February 6, 1989
meeting.
This memo will outline a number of projects which should be considered for
the 1989-1993 CIP. The Council will be asked to establish priorities at the
February 6th meeting. I will prepare detailed cost estimates and complete
the 5 year CIP after receiving Council direction. The finalized CIP will
be brought to the Council for their approval at a later meeting. The following
table outlines a number of MSA projects, preliminary construction estimates
and tentative time schedules. (See attached map.)

The Dakota County 5 Year CIP for 1989-1993 is currently being finalized. A
public hearing will be held on February 28, 1989. The proposed City projects
on 195th Street will be affected by the County's CIP. Currently, the County
has the extension of 195th Street from Akin Road to T.H. 3 scheduled for 1993
because of my input in 1988. I have discussed the 195th Street project with

County staff indicating my recommendations for construction on 195th Street
in 1990 and 1991. Their staff was receptive to my proposals and they
recommend that I submit a letter outlining the City's plans prior to the
February 28th public hearing. A Council resolution supporting my letter
would carry more weight with the County Board.
The City has the funding available for the 195th Street projects and this
construction would benefit existing developments (Fair Hills, Akin Road
Elementary School) and proposed development (Akin Park Estates Phase II and
III) and provide access to the Farmington Preserve which is being proposed
by the Parks and Recreation Department. In addition, the City should make
the County aware of our intentions at the proposed Middle School site so
that the project can be included in future CIP's.
The City must submit our Council approved 5 Year CIP to MnDOT as soon as
possible. MnDOT has indicated that they may delay disbursement of MSA
Construction Funds until the CIP's are submitted.

SUBJECT: MSA 5 YEAR CIP
DATE: FEBRUARY 17, 1989
I have prepared the City's Five Year Capital Improvement Plan for 1989 - 1993
as directed by the Council at the last meeting. The MSA CIP has been distri-
buted with your agenda packets. The CIP outlines improvements on First Street,
Walnut Street, 195th Street and Essex Avenue. Note that I'm showing a phasing
in on Essex Avenue at this time. Staff is currently reviewing the Essex Avenue
proposal with Dakota County staff in hopes of a major joint project to complete
the entire project in the 1990's.
I recommend that the Council approve the MSA 5 Year CIP (1989 - 1993) at this
time. This will allow me to forward the CIP to MnDOT and ensure that no 1989
MSA funds are withheld. In approving the 1989-1993 CIP, the only projects
that become locked in are the ones planned for 1989. All other projects are
subject to Council approval in subsequent years. This will allow the City to
proceed with the plans for 1989 while pursuing the joint projects with Dakota
County.
