NOW THEREFORE, BE IT RESOLVED that said donations are hereby accepted. This resolution adopted by recorded vote of the Farmington City Council in open session on the 18th day of September, 1989. r September 7, 1989 Memo To: Mayor and Council Subject: Fire Department Tanker Donations On July 17, 1989, I along with the Fire Department Truck Committee requested approval from Council to purchase the new tanker as approved in the 1989 Capital Outlay budget. The low bid, from LuVerne Fire Apparatus totaled $93, 677. 00. The budgeted amount as approved totaled $75,000.00 leaving us with a shortage of $18, 677.00. The Fire Department assured the Council the shortage would be covered and no additional city dollars would be required. As of today's date, we have received the following donated commitments to cover the shortage: American Legion Post 1982 - $5,000.00 V.F.W. Post 7662 - 5, 000.00 Eagles Club - 8, 677.00 In addition, the Eagles donated an additional $6, 323.00 specifically towards the purchase of specified equipment for the new tanker truck. The total amount donated by the Eagles organization was $15, 000.00. The specified equipment monies will have to be assigned to the Capital Outlay portion of the budget and labeled for this purpose. The research/purchase of equipment may not be completed in 1989. The remainder of the purchases will have to be carried over into the 1990 budget year. I will be recognizing the total $25, 000. 00 donation with individual letters of appreciation to each organization. MEMO TO: MAYOR AND COUNCIL SUBJECT: ELM STREET PARKING DATE: SEPTEMBER 14, 1989 I discussed the Elm Street parking situation with Hardee's owner Stan Schultz. Mr. Schultz indicated that truck drivers were an important part of his business and there had to be space provided for the trucks to park. Mr. Schultz was agreeable to trucks parking across from Hardees on the CMC property and that he would install signage directing trucks to park on that property if he could obtain a lease. I discussed the matter with Austin Products owner Ralph Day, who indicated that truck drivers are presently parking on the property and that it would be workable to use the property for parking, if No Parking signs were placed on the east side of his property. It should be noted that it is anticipated that the HRA will purchase the CMC property this month. HRA Director Jerry Henricks has informed me that the HRA has tentatively agreed to lease the property to Farmington Ford with a term of 3-4 years. Mr. Henricks informed me that he would take a lease request by the City or Hardees to the HRA for its consideration. If the HRA does not agree to a lease, it appears there are few options for truck parking available other than on Elm Street. Regarding Tom Thumb, I have inspected the area with Police Chief Siebenaler and I do not feel that any changes need to be made in this area. While trucks do occasionally park in front of residences, unlike the situation at Hardees, it is only for a very short period of time. I have placed a number of calls to the owner of Tom Thumb, but have not received an answer yet. I will forward his response after I discuss the matter with him. /41777479. In particular , I asked that they watch during rush hour traffic and heavy parking times . At our regular department meeting this morning we discussed this situation . The officers stated they could see no over all problems but that there are two areas that stand out on a short term basis . First , it was noted that in the 300 block of Elm Street , there is an ocassional problem with boulevard parking by the Ford dealership and by Thelen 's Cabinets . As noted these are ocassional violations and are dealt with by either written warning or citation as dictated by the severity of the violation. Second , it was noted that on Sundays mornings and Wednesday evenings there are a large number of cars parked on the street in the 100 block of Elm Street . These vehicles are a result of church services held at those times . According to the officers these cars are parking legally and do not pose a threat to safety. As construction and/or traffic conjestion build , the existing situation may change in the future . But for now, from the perspective of the police department , Elm Street is appropriately marked for parking restrictions . If you have any questions , feel free to contact me . Daniel M. It is my understanding that one option will be of a more "general" nature, and the other will be "specific" as noted by Financial Consultant Jerry Shannon at the last meeting. Mr. Shannon strongly recommended that Mr. Kirby draft the resolution and the form of the question because he would be the person rendering the opinion as to City compliance with State statutes. There are two items which should be noted by the Council. First, the impact on City taxes did not include annual operating costs, such as insurance, utilities, maintenance, and so on. It is estimated, however, that these costs should be largely offset by annual rental payments presently being paid by the City. For example: Utilities $11,000 Insurance 2,000 Repair and Maintenance 2,500 Custodial 5,000 Total Overhead and Maint. $20,500 General Fund Share 5,535 Present Rental Costs [6,420] Net Savings (Cost) $ 885 The second item is that the City is still considering construction of a Resource Recovery facility. As you may recall, the Space Needs Study included space for solid waste vehicles as an alternate. If the Resource Recovery Facility is con- structed, that portion of the building would not have to be constructed, and therefore, the savings could be escrowed to repay the bonds which would reduce the City's tax levy. Finally, if the referendum is to be successful, I feel it is imperative that the Council establish a citizens committee to help convey the need for the facility to the public. I would recommend the Council establish such a committee, and each member supply a list of individuals who could be contacted to serve on the committee. At the time it was anticipated that the revised rates would be implemented on the October 1, 1989 billing. Upon approval, staff sent out a notice to all commercial accounts notifying them of the changes and seeking input. (See attached.) Solid Waste Coordinator Williamson discussed the special needs of the commercial accounts and noted the following. 1. Most commercial accounts are extremely interested in recycling to reduce their rates, but because of the specialized equipment required, the City is not in a position to collect apartments or commercial accounts. It should be noted that residential recycling requirements are relatively homogenous and do not require special tipping equipment because the amount of recyclables at each stop can be dumped by hand. Also, a major component of commercial recyclables is cardboard. While there are private markets available for cardboard, the County facility does not presently accept cardboard. Also, cardboard requires some type of bailing equipment. Bob Williamson is presently working on a plan for commercial/multi-family collection which will be submitted in the near future. 2. The biggest problem noted by commercial accounts is security. Mr. Williamson recently rode with the commercial collection crew and noted several stops where illegal dumping occurs. The practice obviously adds a significant increase in fees to these stops since we are going to a volume based system. In order to address this issue, staff is presently working on the following: A. Security Devices - Staff is comparing the cost of retrofitting existing dumpsters with the acquisition of new dumpsters that are compatible with the automated loading system. It appears that either system is feasible, with the new dumpster acquisition being cheaper due to labor savings and cost of the dumpster. B. Enforcement - Staff will become more agressive in prosecuting persons dumping their residential garbage at commercial accounts. This will require the cooperation of the owners, Police Department and City Attorney. Because of the abovementioned concerns, I would recommend that the Council delay implementing the new commercial rates until January 1, 1990. I have instructed Bob Williamson to place the abovementioned plan as a top priority. The restructuring is in response to escalating disposal costs, and State and County mandates. The following is a summary of these changes. RISING LANDFILL COSTS FORCING INCREASED CUSTOMER FEES Since 1984, landfill costs have increased from $4.50/ton to $45.00/ton - an increase of 1000%! Since disposal costs have changed from a relatively insignificant part of the operating costs to the major cost, the Farmington Mayor and Council have decided to change from a flat rate to a volume based system. (i.e. , You will be billed according to the amount of refuse you place for collection.) While this change will not affect some collection fees (in fact some may go down) others will see significant increases. RECYCLING In order to reduce the volume of refuse going to landfills, the State has mandated cities begin recycling programs. The City has begun a residential curbside recycling program, but because of the diversity of waste produced by businesses, the City is presently gathering information regarding the amount, types, special needs, etc of businesses before beginning a commercial recycling program. Since the City is switching to a volume based system, and the City does not charge for recyclable collections, it is in your interest to reduce the volume of your garbage by recycling. Attached is the proposed change in your billing based on your current service. Please note that your bill is based on the volume of your container times the number of pickups per week. Wit 55024 • (612) 463-7111 WHAT YOU CAN DO FIRST, review your present collection needs. Is a 1i yard dumpster necessary, or could you get by with one or two 90 gallon containers? Do you need two, three, or more pickups per week? Remember, the smaller the container and/or the fewer pickups per week, the smaller your bill. SECOND, look for materials which can be separated and recycled. Presently the City collects newspaper, glass and beverage cans, and will be collecting tin cans and office paper in the near future. Again, the more recyclables removed from your garbage, the smaller your bill. In the near future you will be contacted to set up an in-person survey of your solid waste needs.
