SUBJECT: SPACE NEEDS STUDY
DATE: SEPTEMBER 29, 1988
Per Council directive, staff has researched the completion of a needs study.
Because of the present demand on staff time, plus the lack of expertise relating
to needs studies, I feel that the City should seek outside help in completing
the study. I have contacted Bob Rosene of the City's consulting engineering firm,
and he indicated that the study could be completed between $3,500 and $4,500.
The study would research City space needs, provide basic floor plans and estimate
costs. While there may be some opposition to the cost, I feel it is important
that the City retain expert advice so that the building may be designed at a
minimum cost. One of the major concerns expressed by the Council when discussing
the matter was that the City was not purchasing or constructing a building which
exceeds City needs. It should be noted that the Consulting Engineer has an
architect and civil engineer on staff.
I would recommend that the City allocate funds for the study from contingency
and direct me to develop a work plan for Council approval.
