During the testing process for the position of police chief, I was asked if I would consider hiring from police part-time staff or test from the outside. I answered that we had no one currently on our part-time staff licensed or eligible, so I would test outside. I was questioned further about the procedure if a part-time officer was eligible, and I responded that we have had very good luck with those officers promoted from part-time and that if possible I would continue this practice. In subsequent council meetings I have noted an apparent policy of granting job preference to part-time of former part-time employees. When a new officer is hired that person is required to successfully complete a Field Training Program of 14 weeks. Due to our size we are capable of putting only one trainee through the program at a time. This means a 3 month delay between hiring and returning to our original compliment of officers. It also means a 6 month delay in adding an additional officer to our street-ready force. There are two alternatives available for replacement of personnel. I can make a recommendation of one individual for hiring by the city council or the city can undertake a testing process to establish an eligibility list. In the first option an officer can be appointed relatively quickly (approximately 30 days) . In the second option a testing process could take up to 3 months with an additional delay of up to 30 days (notification of severance to former employer) . If we look at these two hiring options along with time required for training we can see the following results. Mayor and Council October 12, 1988 Page 2 Option 1. One month selection and hiring Three months of training First officer street ready by mid-February. Bringing compliment back to full original strength at that time. Option 2. Four months selection and hiring Three months training First officer street ready by May 15, 1989 to bring department staff back to original strength. In each of these options add 3 months to have the seventh officer street ready. (e. g. Seventh officer street ready in May or August. ) Based on the fact that the Farmington Police Department has been operating with manpower shortage for 6 1/2 months, I feel it is important to rebuild to our original strength as quickly as possible. I believe that it is imperative that we add an experienced officer to fill that position. I would recommend that the city council authorize me to make arrangements for the physical and psychological examination of Steven Cesarek and upon satisfactory completion, to offer him the position of police patrol officer with the City of Farmington. Mr. Cesarek began his police career in Farmington as a part-time officer. He left as a member in good standing to accept a position with the Houston Police Department. He has served there for the past 6 1/2 years. He has expressed interest in returning to the Minnesota Law Enforcement community as shown by his successful completion of reciprocity testing in 1987. He has expressed a long term desire to return to Farminton. In 1987 when he was considered as one of two finalists to fill the vacancy created when Officer Burns left our employment. At that time Officer Ted Dau was re-hired by the city. I have known Mr. Cesarek for 8 1/2 years. I have monitored his progress in, and devotion to his law enforcement career. I feel he would be a valuable asset for our department. Based on council action of October 11 , 1988, I would also like to begin a selection process for the seventh position. Since we have no other viable candidates from our part-time organization, I would propose the implementation of a testing procedure. A combination of these two hiring procedures would allow us to return to full strength more rapidly and to add the seventh officer coverage by May of 1989, in time for the very active summer months. . / \ . /.
