Trunk Hwy 36 St. Paul, MN 55113 Dear Mr. Rosene, Please be advised that the Council has accepted your proposed Public Works Building Needs Study as outlined in your November 18, 1988 letter, with the clarification that Point #8 be clarified to state review size of present "General Services" building and comment. . . . Also, the Council would like the study completed by February 6, 1989 regular meeting. It would be appreciated if you would contact me as soon as possible so that we can set up a meeting with staff and begin working on the project. Engineers & Architects November 18, 1988 NOV 2 11988 Mr. Larry Thompson, Administrator City of Farmington 325 Oak Street Farmington, MN 55024 Re: Public Works Building Study Farmington, MN File No. 141 Dear Larry, In accordance with your request, we have prepared the following work plan for a study of the Farmington Public Works Building needs. It is proposed that the study will be provided at our standard hourly rates and would cover the following items: 1. Meet with City Staff to develop list of spaces and equipment for their building. Obtain a list of all trucks, graders and other equipment with dimensions, weights and special requirements. 2. Document the site conditions and prepare graphic site analysis. 3. Analyze and document the building code and zoning criteria. 4. Summarize all information listed above into a project program listing all requirements that a building design must meet in order to be successful for the City of Farmington. 5. Prepare a rough draft of floor plan and image study based on the design criteria in the project program. 6. Finalize schematic floor plan and image study based on review with City Staff and Council. 7. Make "hardware studies" comparing various methods and materials of con- struction. At a minimum, compare "pole type" construction with masonry construction. Review size of presentisaserrWbuilding and comment on its suitability for public works purposes. (No detailed analysis of the condition of the building nor layouts are expected to be made.) 9. Prepare preliminary cost estimates for the building design generated in step 6 in each of two contrasting construction systems. 10. Compare advantages and disadvantages of each construction system relative to the estimated construction costs. 11. Summarize the design process and the conclusions drawn from step 10 in written and graphic form in a bound report. Illustrations will include a floor plan, cross-section and image study of the proposed building. 12. It is estimated that a budget of $3,500.00 to $4,000.00 will be required to properly cover the items listed above. Please advise if the above outline properly covers the study which you had in mind. Rosene RWR:li Page 2. 25 MEMO TO: MAYOR AND COUNCIL SUBJECT: PROPOSED BUILDING NEEDS STUDY DATE: NOVEMBER 30, 1988 Per Council directive, staff has obtained a building needs study proposal from the consulting engineer. As you will note, the proposal quotes a price range of $3,500 to $4,000. As you may recall, the Council set aside $4,000 for such a study. I would like to add language stating that the consultant will compare new construction versus existing buildings in town.
