PROPOSAL A
Under this proposal the existing 113 db siren would be mounted
at 195th Street and County Road 31 . A power source is avail-
able along 195th just west of County Road 31 .
Note this site may be located either on the school property or
immediately adjacent to it for similar cost and area coverage .
This siren would provide double coverage for a major portion of
both Fairhills and Akin Park Estates and the northern tip of
Pine Knolls .
In order to provide coverage to the remaining portion of Pine
Knolls an additional 2001 DC 127 db siren would be installed
along the right-of-way in the area of Easter Ave . at the
northern edge of the Northern Natural Gas property.
The water tower site and the town proper site would remain the
same .
The cost of this proposal would be * • *
* Price quotation was not available from Dakota Electric as
of Friday noon, at time of distribution of this memo. I hope
to have a firm price by December 19 , 1988 , meeting. A rough
estimate is available from the installation contractor, but
for sake of accuracy I will wait for the Dakota Electric price.

PROPOSAL B
In this proposal we maintain the water tower site and the
town proper site with 2001 DC 127 db sirens .
In addition the city would add a third 2001 DC siren at the
original 203rd Street and County Road 31 site.
These three sirens would provide coverage to the major popu-
lation areas of Farmington.
The cost of this proposal would be approximately $33 , 000 . 00 .
Note : This proposal was originally proposed using 3 new
Thunderbeam Sirens with optional accessory packages . Cost
per site , $14 , 000 . plus power source. Total estimate cost ,
$45 , 000 .

Under this plan we provide civil defense coverage to the
major population areas of Farmington for today and the
immediate future.
Total cost of this system is less than $24 , 000 .00 ( 1989
Dollars ) .

PROPOSAL D
This is the Farmington Civil Defense System as perceived in a
10 year plan.
Setting aside $2 , 500 . per year (allowing for inflation ) over
a 10 year period we will be able to erect a siren in the vicinity
of Duo Plastics and the proposed junction of County Road 31 along
Hwy 50. This would cover the Industrial Park area as well as any
development along the new County Road 31 . This siren would be
proposed for 1994.
By continued budgeting of $2 , 500 . per year , we will be able to
erect another tower at 200th Street and Flagstaff Ave . in 1999 .
This siren would intersect with the other siren zones and would
cover nearly all of the area surrounding Flagstaff Ave .
Total cost of this complete system would be an estimated $50 , 000 .
These costs would have been defrayed over a 13 year period .
For comparsion purposes the cost in 1989 dollars of this complete
system would be $47 , 000 .

SUBJECT : Warning Sirens
DATE : October 11 , 1988
As a part of the Police Department Capital Improvement budget
for 1988 the city council authorized an expenditure of
$15 ,000 . 00 for Civil Defense Warning Sirens .
I have examined the service areas and have found three large
areas of concern . The old town proper , the central district
along County Road 31 and the developed area north of 195th
Street .
I am proposing a 2 stage project to establish siren coverage
for all three of these areas .
I have solicited bids for a 1988 project to include the
following :
Placement of a 127 decibel , rotating siren at the water tower
site . This unit would be a new Federal 2001 DC.
Re-location of the existing Federal 113 decibel SD 10 siren
from it ' s current location (north end of alley between 4th
and 5th Streets and Walnut and Maple Streets ) to a new location
at 203rd Street and County Road 31 .
Each of these sirens would be equipped with a radio control
activation system . This system would be housed at and acti-
vated by the Lakeville Police Department .
Note : Current policy dictates that due to prevailing
weather patterns , Civil Defense Warning Sirens are
activated in Farmington at the same time as they are
in Lakeville.
I have included the two bids received from area distributors
of Federal Siren equipment.
As you can see Zumbro Radio and Warning Systems has submitted
a bid for $13 ,894. 00 for completion of the project as outlined .
Nelson Radio Communications has submitted a bid of $14 ,080.00
for completion of the project as outlined .

At this point I would request authorization to accept the bid
from Zumbro Radio and Warning Systems and begin work on the
project.
It should be noted that an additional charge of $100 . 00 can be
anticipated for actual installation of the radio control equip-
ment in the radio console of the Lakeville Police Department.
The service contract for Lakeville' s radio console is held by
Gen-Com .
The total price of the first phase of development would be
$13 , 994.00 .

SUBJECT : Civil Defense Siren Location
DATE : December 1 , 1988
On Friday, November 25 , 1988 , installation of a Civil Defense
Siren was completed along Akin Road in the vicinity of 19920
Akin Road. I have received second hand information of a complaint
regarding the final site . Since that final site is not at the
specific location indicated in my original memo, I feel an
explanation is in order for the change.
As stated in my original memo, I recommended positioning the
siren at 203rd Street and Akin Road. This recommendation was
based on coverage for the Pine Knoll Addition and Akin Road
Elementary, an available 120 volt power supply, and concurrence
of the contractor.
Before the project got underway a reassessment of the siren ' s
power was done and it was found that , in order to effectively
reach the elementary school , the siren should be moved slightly
north of the original site.
As the project was begun an error was discovered by the sub-
contracted installer. What was originally described to be a
120 volt system was actually a 240 volt system requiring a larger
power source. A 240 volt power source was found to be available
in the vicinity of 19920 Akin Roai1 Since this location was con-
sistent with supplying better coverage to the elementary school,
I authorized installation at that location .
I do not feel this a substantial change in the intent of the
Civil Defense System . And since the siren is activated for only
one minute on the first Wednesday of the month, I do not feel that
change has created a substantial hardship for anyone.
I have not received any first hand information or complaints
regarding this installation, however, if there has been a sub-
stantial hardship created , I apologize. I also offer my apology
to the City Administrator and City Council for failing to consult
on this project change.

Re: 1989 General Engineering Rates
Dear Sir:
A review of our costs of doing business indicates that the constantly increas-
ing operating costs and wages make it essential that we revise our rates at
this time in order to maintain our high level of service to our clients.
Though our costs have risen considerably higher during 1988, we have held the
increase in our rates to be less than 5X.
Our general engineering revised hourly rates for next year are enclosed here-
with. These rates are to become effective on January 1, 1989. This informa-
tion is provided at this time so that it is available for review prior to the
beginning of the new year.
We have all appreciated our long and pleasant relationship with the City and
staff and are looking forward to continuing to serve you in 1989. If you have
any questions on these rates or on our service to the City, please call.
