REFERENCE MATERIALS/RESPONSIBILITY: Recommendation - Larry Thompson REFERRED TO: (NAME) DEPARTMENT: Larry Thompson Administration John Manke Code Enforcement Stan Whittingham Police Wayne Henneke Finance SIGNATOR 1/17 : MEMO TO: MAYOR AND COUNCILMEMBERS SUBJECT: MILEAGE REIMBURSEMENT/USE OF CITY VEHICLE - BUILDING INSPECTOR DATE: JANUARY 2, 1985 Presently the Building Inspector is given a $45/month mileage allowance for use of his personal vehicle. This rate was set when the Building Inspector worked one day per week. With the addition of Empire and Marshan Townships and increased building activity within the City, it is anti- cipated that the Building Inspector's mileage will increase dramatically. The 1985 Budget had allocated an increase to $105/month for Building Inspector's mileage. Based upon further discussions with the Building Inspector, it is felt that a rate of $125/month would be a more reasonable figure. Attached you will find a recommendation from the Police Chief to convert the 1981 squad to a Building Inspector's vehicle. The $1,260 allocated for Building Inspector's mileage could be reallocated as follows: Insurance $300 Gas 560 Repair & Maint. 400 TOTAL 1,260 The Building Inspector would take the vehicle to and from work, so the vehicle would not require storage space. It would be my recommendation to convert the 1981 squad to building in- spector's use, and to monitor the use and costs during 1985. i (l Larr� hompson City Administrator LT/mh cc: Stan Whittingham John Manke file MEMO TO : Larry Thompson, City Administrator SUBJECT : Building Inspector ' s Vehicle DATE: January 2 , 1985 As of January 1 , 1985 , the building inspector ' s position is a full-time salaried position with the City of Farmington . Under this full-time position, the building inspector will be doing building inspections for the City of Farmington as well as contracted building inspections for the Townships of Empire and Marshan in Dakota County. The $45 . per month vehicle reimbursement to a part-time building inspector was originally set in 1980 and covered a four hour work week . Since 1980 , in which approximately $5700 . in permit fees were brought into the city, that figure has risen to approximately $40, 000 . in permit fees . In 1980 , twelve square miles were -serviced by the building inspector and under the present agreement with the Townships , this area has expanded to eighty-two square miles . At a $45 . per month reimbursement and based on approxiamtely 6, 000 miles per year driving inspection time , the $45 . per month reim- bursement would not cover expenses , let alone the routine mainten- ance , oil changes , tires , insurance and depreciation costs on the inspector ' s personal vehicle , which is used for inspections . On January 1 , 1985, Federal Law was changed regarding reimbursement to employees of companies who use their own personal or company vehicle in their normal course of work . The law change basically requires the individual to keep a day to day log book regarding their activities in the course of their work. The police department will have a vehicle available sometime around January 5 , 1985 , which after all the equipment was removed could be used as a building inspector' s vehicle. Since the vehicle has already been paid for there would be no expense to the City other than approximately $300. per year for insurance , $500. for gas and oil expenses and maintenance as required . Memo to : Larry Thompson January 2, 1985 Page 2 The vehicle, if assigned to the building inspector, would be the property of the City, and because it would be used in the course of normal city business , building inspector would not be required to keep "a mileage log" only a normal gas maintenance log, which is kept by most city vehicles at this time . The Building Inspector and Chief of Police would recommend to the City Council that they consider approving the 1981 Ford vehicle to be used by the building inspection services .
