SUBJECT: SALARY ADJUSTMENT - DON HAYES
DATE: JULY 3, 1985
Please be advised that the City Council has approved the attached
reorganization plan proposed by Jim Bell. As a result, Don Hayes'
salary is to be increased to $9.60/hour effective July 1, 1985.

SUBJECT: PARK AND RECREATION ORGANIZATION/FILLING VACANT POSITION
DATE: JUNE 28, 1985
We need to go to the Council and request to fill the vacant Park and
Recreation position. The position should be filled by August 10, 1985
or soon thereafter. This would be in time to help get the ice out and
do the necessary maintenance for the winter season.
The organization has to be changed in order to better accomplish the
goals we have set for the department. (See organization chart.) I
would like to have a new position of Facilities Maintenance Manager,
created to replace Recreation Technician III. (See job description.)
The new position would be in charge of the arena, pool and senior center
maintenance only. The present Recreation Technician II would change
to Park/Equipment Maintenance Manager. (See job description.) This
position would be in charge of park and equipment maintenance.
The Facilities Maintenance Manager would be paid within a range of $9.00/hr
to $10. 10/hr. The Park/Equipment Maintenance Manager would be paid within
a range of $8.50/hr to $9.60/hr. If we pay the maximum hourly rate we
will still be within the 1984 Budget.
The Park/Equipment Maintenance position would be filled by Don Hayes
at an increase in pay to $9.60/hr. The Facilities Maintenance position
would need to be advertised to be filled with a hiring date of August 10 - 15,
1985. Therefore, I request we advertise in the newspaper for applicants
to be completed no later than July 19, 1985.

POSITION DESCRIPTION
POSITION: Park/Equipment Maintenance Manager
PURPOSE AND SCOPE: Performs routine and major maintenance on Parks and
Equipment, Supervises Maintenance operation of Parks,
Trails and Equipment.
RELATIONSHIPS: Reports to: Park and Recreation Director
Supervises: Part Time Park Maintenance Workers
SPECIFIC RESPONSIBILITIES:
1. Operates mobile equipment in the year round
maintenance of Park Grounds and Facilities;
including mowers, fertilizer and weed control
equipment, snow removal and ice treatment equip-
ment, tree servicing equipment and trucks.
2. Supervises and participates in the routine clean-
ing of park buildings and playground areas.
3. Performs maintenance work on fixed park facilities/
equipment and mobile equipment to execute routine
services, make repairs as necessary and keeps
maintenance records.
4. Assists in the repair of Arena and Pool facilities
whenever necessary.
5. In the absence of the Park and Recreation_Director,
manages the routine operation of the parks,
including supervision of staff, scheduling and
meeting the public.

PURPOSE AND SCOPE: Performs routine and major maintenance on Recreational
Facilities (i.e. Arena, Pool and Senior Center),
Supervises maintenance operation of the facilities
during their seasons.
RELATIONSHIPS: Reports to: Park and Recreation Director
Supervises: Part Time arena and pool maintenance
workers

SPECIFIC RESPONSIBILITIES:
1. Operates and maintains the arena and pool equipment,
both fixed and mobile.
2. Supervises and participates in the off-season
maintenance of the arena and pool building and
facilities.
3. Keeps equipment maintenance records.
4. Assists in the repair of parks, facilities and
equipment whenever necessary.
5. In the absence of the Park and Recreation Director
manages the routine operation of the pool and
arena, including supervision of part time staff,
accounting for money and meeting the public.
