MEMO TO: MAYOR AND COUNCILMEMBERS
SUBJECT: 1983/84 SCDBG POLICY CLARIFICATION
DATE: MARCH 28, 1985
Attached, please find a copy of a memo from Dave Schaeffer of the
Dakota County HRA requesting an interest rate adjustment on loans
granted prior to the Council decision to reduce the interest rates.
As you may recall the interest rate was reduced from 7% to 3% to
attract additional applicants. Since only 3 loans were granted at
the 7% rate, it appears more equitable to adjust their rates
accordingly. Also, the net cost to the program would be negligible.
Therefore, I would recommend that the City Council reduce the interest
rate on the three 7% loans to 3%.

SUBJECT: HOME REHABILITATION INTEREST RATE ADJUSTMENT
DATE: March 22, 1985
I would like to request City of Farmington's approval to allow an interest rate
reduction from 7% to 3% on home improvement loans previously made to three
Farmington residents as part of the CDBG Neighborhood Improvement Project.
These three loans were closed prior to the September 4, 1984 City Council
meeting which approved reduction of the interest rate for moderate income owners
to 3%. The lower interest rate for these three owners would go into effect as
of the September 4 approval date.
