EMO TO : Mayor and Council THRU : Larry Thompson , City Administrator SUBJECT: Proposed Use of Fire Hall DATE : August 13 , 1985 • BACKGROUND Per the council ' s request , this writer has talked with Park and Recreation Director Jim Bell , Liquor Store Manager Paul Asher , and Acting Street Superintendent Jerry Bauer regarding proposed use of the fire hall building located at 325 Oak Street. The following is a history, discussion and options for its use. HISTORY In the early 50 ' s the fire department had a three stall fire hall located where the current city hall building is now. The fire department had about 25 volunteer fire personnel at the time . The police department had a small office and lock-up in back of, which is now McVicker ' s TV. The department had one squad and two full time personnel . The street department had an old quonset hut type building located in back of White ' s Funeral Home. The building was big enough to house the garbage truck and the dump truck . The road grader and other equipment sat outside . In the early 1960 ' s the city built the building which now houses the street department on First Street . An addition was added in the early 70 ' s to that building to house more equipment. In the early 80 ' s the city leased a building at Second and Oak to house both equipment for the fire and street departments . In the mid 60 ' s , the swimming pool was built at its present location and in the late 60 ' s the current city hall , police and fire depart- ments were built . In the early 70 ' s , the arena was built and the liquor store was remodeled to go into strictly the off-sale business only . In the mid 70 ' s the park and recreation department was established . In the mid 80 ' s the city has built a new fire hall , purchased a Senior Citizens Center and has rented one of the Marschall garages for the park and recreation, police department , fire department and liquor store use . This brief history has been prepared for reference purposes . To ; Mayor and Council August 13 , 1985 Page 2 DISCUSSION Currently the street department has its building on First Street and the rented building at 2nd and Oak Streets . In 1984 , the police department , fire department, liquor store and park and recreation department leased a building on 6th Street , which was formally owned by Lawrence Marschall and is now owned by Marschall Bus Lines, Inc . Jim Bell states that if the park and recreation , liquor store and police department moved into the old fire hall , that there would not be enough room to house all the equipment. Jim feels that when the fire department moves into its new station and takes out 4783 to the new station , that he would have enough room in the Marschall building to house all of his equipment. Jerry Bauer, Acting Street Superintendent, stated that he would prefer to keep the rental building at 2nd and Oak for convenience purposes . The items that Jerry is storing in that building at this time could be stored in the area now occupied by the police depart- ment in the Marschall garage. Paul Asher, Liquor Store Manager states that he could use space in the old fire hall to store bulk quantities of beer , especially when it is on sale and can get a good price for it. Paul and I discussed the matter of partitioning off part of a stall for security purposes . Paul was going to check with the insurance company regarding coverage . The other concern that Paul had was , the moving of the beverages from the fire hall to the liquor store. The police department is currently using two stalls at the Marschall garage to store vehicles and equipment. The police department would also be housing the ALF ambulance in one of the stalls . OPTIONS The police department , ambulance , and liquor store could use the old fire hall for its space needs . The street department could move into the space occupied by the police now at the Marschall garage , thus eliminating the rental cost of the building that they are in. Depending on the 1986 budget requests , it may be advisable to maintain the street department building on 2nd and Oak as well as the Marschall building with the addition of other vehicles requested by the park and recreation department . To : Mayor and Council August 13 , 1985 Page 3 SUMMARY • It would appear by the history of growth in the city, that a long range building plan be studied to facilitate the needs of the park and recreation department and street department as well as a mechanical shop area. The needs of the liquor store operation are currently under study to ascertain whether or not to move locations to handle the larger volume of stock. The old fire hall for use by the police and ambulance service would be adequate for some time to come. When remodeling the fire hall for use by the police and ambulance services, there is some federal money available to pay for 50% of the remodeling costs . Respectfully submitted , Stan V. Whittingham, Chief of Police SVW/mw cc : Karen Jerry Bauer Jim Bell Paul Asher file MEMO TO: MAYOR AND COUNCIL SUBJECT: PROPOSED USE OF FIRE HALL ' DATE AUGUST 15, 1985 I have reviewed the memo from Stan Whittingham regarding the proposed use of the Fire Hall and have discussed the matter with the various Department Heads and have the following comments: 1. I agree that there is not enough space to house the Police Department along with General Services or Park and Recreation. 2. I feel that the most appropriate use of the Fire Hall would be as recommended by the Police Chief, mainly based on logistics and intended use. 3. The City should re-evaluate the future use of the Marschall building. A quick fix solution would be to move the Street Department equipment from the 2nd Street site to the Marschall building. The major drawback to that proposal is the street equipment would be moved to warm storage, when only cold storage is required. Jim Bell is presently looking at either reducing the leased space at Marschall's or finding a small facility to lease. Recommendation - Authorize staff to prepare a layout with necessary im- provements to accommodate the Police, Ambulance and Liquor store for council consideration. Also, the council should direct staff to reevaluate the Marschall buildings future use. Finally, it is recommended that additional emphasis be placed on studying the City's overall facilities needs, as outlined under agenda item 8b AMOIMME • City Goals and Priorities. Only minimal improvements should be made to the old Fire Hall until the City's future facility needs are determined. °7:1171 Larry Thompson City Administrator LT/kf cc: Department Heads File MEMO TO: MAYOR AND COUNCIL SUBJECT: PRESENT FIRE HALL USE DATE: AUGUST 30, 1985 This memo regarding City facility needs is submitted as per Council directive issued August 19, 1985. General Services Based on information received from Acting General Services Superintendent Jerry Bauer, the General Services Department's equipment/work area needs exceed existing space. The City garage houses equipment to the point that equipment must be moved out of the building to provide a work area. Pre- sently, the brush truck, wood chipper and pickup truck are stored outside. The Hunter building (unheated) houses the sweeper, sewer bucket machine, air compressor, blacktop tar tank, cub tractor, lawn mowers and concrete mixer. Park and Recreation Park and Recreation Director Jim Bell has indicated that he requires approxi- mately 1000 square feet of heated space and 1000 square feet of cold storage. This would be more than adequately met by the Marschall building (2,640 square feet heated) once the Fire Department vacates and if the Police Department moves to City Hall. Police Department Police Chief Stan Whittingham has indicated that he presently requires approxi- mately 1000 square feet which would adequately be served by two bays at the present fire hall (1,073 square feet) . Ambulance It has not been determined where the ambulance will be housed. Fire Chief Dave Pietsch has indicated that he would prefer to see the ambulance housed at the present fire facility due to the number of keys which would need to be distributed. I prefer the downtown location because of the central location. Liquor Store Liquor Store Manager Paul Asher has indicated that he has no minimum storage requirements. He presently can store his inventory, but must buy at a higher price because of low volume. The first order of business should be to determine where the ambulance is to be housed. If the ambulance would be housed at the new fire hall, Park and Recreation could use two bays at the old fire hall and construct a balcony to house miscellaneous equipment. The two bays and balcony would allow approxi- mately 1,600 square feet. This would allow the Marschall building to be dropped. from the City facilities inventory, but Park and Rec would have to store certain equipment outside. If the ambulance is to be housed at the present fire hall, Park and Rec could utilize one bay and continue to lease 3 bays at Marschalls at a cost of $180/month (present lease is $365/month) . This would adequately store all Park and Recreation equipment. It would be my recommendation that the City continue to lease the Hunter building and three bays at the Marschall building. The present fire hall would be split as follows: Police 2 bays Ambulance 3/4 bay Park and Rec 1 bay Liquor Store 1/4 bay This matter will be discussed during the September 3, 1985 regular meeting. Each of the space figures listed includes a minimal access or clearance area. The figures shown indicate the average space occuppied during the past two years . It should be noted that these figures do not include maximum quantities or short term, high occupancy (i .e. The total area of the garage is 2146 square feet. Three stalls cover 1609 .5 square feet. Two stalls cover 1073 square feet. If we occuppy two stalls of the garage as it currently exists we will have an excess of 67 square feet. This equals a walkway slightly less than 2 feet wide the depth of the garage . As per the Joint Powers Agreement must be ratified by the cities. A summary of the budget has been enclosed. It should be noted that while the budget calls for a $3.25/capita subsidy, which is approximately the same amount paid to Divine Redeemer, only $2.05/capita is to be used for operating purposes. The balance is to be used for capital costs and to fund start up cash flow deficits. The projected per capita cost falls to $2.58/capita during 1985.
