b. List of applicants enclosed. Last August, some concerned citizens
expressed concerns regarding the hauling of gravel out of the Jensen
pit. At that time the City Council indicated that it would review
the application requirements before renewing the 1986 permits. I
have enclosed a copy of the present requirements. Please note that
the requirements for "grandfathered" permits are much less stringent
than new applicants.

c. Newspaper articles enclosed. Wayne Henneke informed you by memo dated
September 21,1985 that the City's $2,000,000 umbrella liability insurance
policy had been cancelled. Since then, the City has received a series
of notifications cancelling the balance of the City's policies effective
January 1, 1986. The cancellation was not due to previous City claims,
which has been excellent, but due to a number of factors in the insurance
industry. Brian Lundquist will be at the meeting to give an overview
of the situation and answer any questions you may have.
10a. The Council previously indicated that the senior citizen program should
be evaluated. Staff is seeking direction as to how the evaluation should
be undertaken.

Dear Sir:
Transmitted herewith are revised hourly Engineering Rates which are to be ef-
fective January 1, 1986. We are providing this information at this time so
that it is available for review prior to the beginning of the new year.
In reviewing our costs of doing business, we find that constantly increasing
wages and operating costs make it essential that we revise our rates at this
time in order to maintain our high level of service to our clients. Even
though our costs have risen substantially higher during 1985, we have limited
the increase in our rates to approximately 5%.
We have appreciated our long and pleasant relationship with the City and are
looking forward to serving you in 1986. If there are any questions on this
matter, please call.

This memo is to serve as a request to allow the police
department to sell equipment which is owned by the city
at this time.
1 . VHF Radio System currently being used by the
Farmington Street Department .
2. To sell a 1981 Ford LTD, 4 door , Crown Victoria ,
which is currently in the possession of the
Farmington Police Department .

3. Other items include bicycles , snowmobiles , motorcycles ,
and motor vehicles which have come into the possession
of the police department as a result of found property,
recovered stolen property, or impoundment.
The auction would be held on November 23, 1985 , at 11 : 00 AM.
Inspection of the items would be between 9 :00 AM and 11 : 00 AM.
