MEMO TO: MAYOR AND COUNCIL SUBJECT: DOWNTOWN SNOW REMOVAL DATE: JANUARY 16, 1986 Staff has contacted eight communities regarding their sidewalk snow removal policy, and with the exception of Lakeville, the owner is responsible for removing the snow. If the owner does not remove the snow within a predetermined time, the city removes it. All cities reported that they did not have a problem with snow removal. I am planning to meet with the downtown businessmen later this month to discuss this matter. I have since discussed the matter with Jim Bell and Tom Kaldunski and offer the following recommendations. The major problem in the downtown area lies with snow removal from vacant buildings, which hinders pedestrian traffic during heavy snowfalls (6"+) . It is not necessary to clean the sidewalks completely but to clear a path so pedestrians can get from store to store. Once a path has been cleared, the City can follow present policy for clearing the remainder of the snow. Therefore, it is recommended that when the plows are called out after a heavy snowfall that the Toro be used to open a path on the sidewalks in the downtown area before the trucks begin windrowing. This would allow more City control over the snow removal, and remove most of the snow from the sidewalks before the snow is moved to the center of the street and traffic begins arriving in the area. REFERENCE MATERIALS/RESPONSIBILITY: I REFERRED TO: (NAME) DEPARTMENT: Larry Thompson Admintstration Tom Kaldunski General Services James Bell Park and Recreation SIGNATOR MEMO TO: MAYOR AND COUNCIL SUBJECT: SNOW REMOVAL IN DOWNTOWN AREA DATE: DECEMBER 12, 1985 During the last snowstorm, the City hired two individuals to remove snow from unshovelled walks in the downtown area as per the City Code. The cost of the snow removal was billed back to the property owners. After reviewing the procedure and discussing the matter with Department Heads and owners of some downtown businesses, it was decided that the City should consider con- tracting snow removal from sidewalks in the downtown area. Presently, the Liquor Store has budgeted $500.00 for the purchase of a snow- blower. For an additional $400 - $600 the City could purchase an 8 to 10 HP snowblower to remove snow from the sidewalks. The City would hire a part time person to run the snowblower. The City could contract the snow removal on an annual or "per time" basis. Individuals not wishing to contract the snow removal with the City would have a certain amount of time to remove the snow from the sidewalk, after which time the snow would be removed from the side- walk and billed back on a per hour basis. Advantages of the arrangement would be more efficient and better coordination of snow removal in the downtown area. Also, with the number of properties owned by the City in the downtown area (Liquor Store, City Hall, Senior Center, Fischer property) it has become necessary to have equipment available after heavy snowfalls. It is recommended that the Council direct staff to begin discussion with downtown businessmen regarding the possibility of contracting snow removal. Whittingham PP MEMO TO: Mayor and Council THRU : Larry Thompson, City Administrator SUBJECT : Police Training Center DATE: December 27, 1985 As President of the Dakota County Chiefs Association, I have asked Justin Moritz , Dakota County Police Training Coordinator to prepare the attached memorandum regarding the feasibility of a joint Dakota County Law Enforcement Training Center. The document was prepared for all the chiefs in Dakota County to discuss with their Mayors and Council as to the feasibility of such a project. I would appreciate greatly your input as to any concerns or questions that you may have regarding the memorandum, either as a council agenda item or feed-back individually by each of the Mayor or council members . The Chiefs Association is brain-storming, at this time , with their respective councils to compile questions and concerns that need to be answered prior to the possibility of under taking such a project . Whittingham, Chief of Police SVW/mw MEMORANDUM DAKOTA COUNTY COURT HOUSE 4TH AND VERMILLION HASTINGS, MINNESOTA 55033 DATE: December 17, 1985 TO: All Dakota County Law Enforcement Administrators FROM: r Justin J. Moritz, Police Training Coordinator RE : Dakota County Law Enforcement Training Center On December 4 , 1985, Dakota County Commissioner John Voss addressed members of the Training Committee and inquired if there was interest in building a Dakota County Law Enforcement Training Center. He indicated that if there was interest, Dakota County may provide some initial support in getting the project off the ground. Also at this meeting, the Police Training Coordinator was directed to develop information for the exploration of possible options. Need for a Training Center: 1. The Dakota County Police Training Program has no classroom or range of its own. 2 . As the County grows, so will the Police Training Program, and the need for a training site. 3. At present our program relies on the use of facilities owned by other institutions and agencies. We are, naturally, a second priority to the needs of the host agency and will remain so. 4.. The demand on classroom space at other institutions and agencies is increasing as continuing education needs expand to many other professions and occupations. This trend is predicted to continue and will increase competition for training sites. PP Law Enforcement Administrators -2- December 17 , 1985 5. Training requires long range planning and other institutions cannot guarantee a classroom several months in advance. This makes long range planning impossible or haphazard knowing that the classroom may not be available when the course comes. 6. Finally, both the classroom and range would be available to Dakota County Law Enforcement agencies when County training is not scheduled. In other words, you would have use of both an indoor range and a classroom for a fraction of the cost of construction. Cost Projections: Attached are two charts with estimated cost figures. The charts are self-explanatory. Options and Correspondence : Correspondence has been sent to the following institutions or organizations explaining that the Dakota County Police Training Program is exploring the possibility of building a law enforcement training center. Responses were requested to only acknowledge further interest in pursuing the concept with no commitments on either part at this time. Dakota County Fire Chiefs' Association President Brian Holzer, Chief, Burnsville Fire Department Option: To build a joint-use police and fire training facility and share costs. Inver Hills Community College Jerry Issacs, Dean of Instruction Option: To build a law enforcement training center in conjunc- tion with Inver Hills Community College. Minnesota National Guard, Adjutant General James Sieben Option: To build a joint use facility in conjunction with a National Guard Amory in Dakota County. Dakota County Area Vocational Technical Institute Superintendent Donald McGuire Option: To build a law enforcement training center in conjunction with the AVTI . University of Minnesota, Real Estate Division Option: To pursue a land grant from the University for land in Rosemount. However, all costs and other planning must be completed prior to approaching a founda- tion for grant monies.
