MEMORANDUM CF UNDERSTANDING
THE STATE CF MINNESOTA, BY
THE DEPARTMENT OF ENERGY AND ECONOMIC DEVELOPMENT
AN) THE MUNICIPALITY CF FARMINGTON
This Memorandum of Understanding, entered into this day
of 1986, by and between the State of Minnesota acting through its
Department of Energy and Economic Development, hereinafter referred to as
the State and the Municipality of Farmington, hereinafter referred to as
the Municipality;
WHEREAS, the Municipality wishes to advance its local economic
development capacity and address specific economic development needs; and
WHEREAS, the State has the capacity to provide economic development
technical assistance to Minnesota municipalities which have documented an
interest and economic development need; and
WHEREAS, the Municipality has documented significant interest in
participating in a technical assistance project with the State and has
documented economic development needs.
THEREFORE, it is mutually agreed between the parties that:
ARTICLE 1 RESPONSIBILITIES CF DEPARTMENT CF ENERGY AN) ECOIii4IC
DEVELOPMENT
1. Agency responsible for the provision of economic development
technical assistance to the Municipality.
2. Agency shall assure that a minimum of 24 hours of technical
assistance is provided to the municipality.
3. Agency shall provide assistance to the municipality in the
development of a Labor Market Survey for the City of Farmington.
4. The Agency shall assist the City of Farmington in the following
areas:
A. The Agency shall assist the city in developing the survey
instrument.
B. The Agency shall provide computer analysis of the survey.
C. The Agency shall assist in the intrepretation of the
computer analysis and structure of the written documents.
ARTICLE II RESPONSIBILITIES CF MUNICIPALITY
1. Responsible for establishment by Resolution the program for which
technical assistance is being requested.
2. Responsible for provision of a local contribution in the form of
staff or volunteer participation in the technical assistance
program.
3. Responsible for the reporting the impact of the technical
assistance on the economic development needs of the Municipality.
4. Responsible for the production, distribution, collection and final
analysis of the survey.
IN WITNESS WBERECF, the parties have caused this Memorandum of Understanding to
be signed the day and year first written above.

MEMO TO: MAYOR AND COUNCIL
SUBJECT: APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN THE
CITY OF FARMINGTON AND THE STATE OF MINNESOTA DEPARTMENT
OF ENERGY AND ECONOMIC DEVELOPMENT
DATE: APRIL 30, 1986
The City of Farmington, through the Farmington Economic Development
Commission has been awarded a Technical Assistance Grant by the State
of Minnesota Department of Energy and Economic Development. The
purpose of the grant is to provide technical assistance to the EDC so
that its Labor Market Survey Project can be completed in a timely and
professional manner. The purpose of the Labor Market Survey is to assemble,
evaluate and promulgate economic data that will aid developers, business
people, City officials and concerned citizens in their evaluations of the
economic status and economic potential of the City of Farmington.
A copy of the Memorandum of Understanding is attached to this memo.
