SUBJECT : AGENDA ITEMS - 5/2/83

The following is a brief explanation of the agenda items for the May 2, 1983 meeting:
3. This item was placed on the agenda before the joint meeting with the Planning
Commission in anticipation that the Council might wish to set a public hearing for
manufactured housing. Since the matter was referred to the Planning Commission,
the item may be withdrawn.
4. Memo enclosed.
5. Application enclosed. As you will note, the assessor has recommended that the
assessed value be reduced from $74,500 to $63,400.
6. Jerry has not received the Attorney General 's opinion yet. If he receives it
on Monday, he will bring it to the meeting.
7. Memo enclosed. I spoke with Dick Turner from Bonestroo, Rosene, Anderlik and
Associates today, and he recommended that the City, Council not assure that the
project will eliminate sewer backups by resolution, but to indicate by motion that
the project is designed to reduce the potential for backups, and to direct me to
write a letter to the MPCA stating the City's position.
8. Copy enclosed. As you may note, I have left the calculation of the contribution
open for discussion. I should receive information from the City Engineer on
Monday as to proposed wording for the formula. Also, I would recommend that the
wording "future storm sewer trunkline construction" in Section 11-9-1 be amended
to "future surface water management activities".
The purpose for adopting the ordinance is that surface water management fees are
presently only Council policy, which provides no mandate or basis for action or
review by the Planning Commission during the platting process. The ordinance
will incorporate it into the review process.
9. Memo sent on 4/22/83. As mentioned in the memo, I will be meeting with the
Union on Tuesday, and anticipate that the mediator will certify items to impasse.
I would appreciate it if we could meet in executive session sometime during the
week of May 2, 1983 to discuss the arbitration.

Note: As you will recall , the Council indicated last week that it wished to continue
with the consent agenda. There is no consent agenda this week, however, because
the only item fitting into the consent agenda category would be number 11, unless
the Council also wished to approve the minutes and bills , and set public hearings by
consent agenda.
