( have contacted the Dakota County Assessors office and they are agreeable to conducting a staff review of property values during the Council meeting and to review their recommendation with the City Council later in the Council meeting. 4. Information packet sent earlier. Ward Anderson, Vice President of Finance for Marigold Foods will be present to answer any questions you may have re- garding Bond sale. 5. Memo from Charles Tooker enclosed. The developers have requested that the City Council consider approval of a privately funded developers agree- ment during the hearing. I have enclosed a copy of an agreement previously used by the City for your review. 6. The Planning Commission recommended that the Zoning Ordinance not permit manufactured homes in any district except R-4. The Planning Commission fur- ther recommended that the Zoning Ordinance be amended to define rural manu- factured homes (memo from Charles Tooker enclosed and Planning Minutes from May 17, 1983, sent earlier. ) 7. Memo enclosed. As stated in the surface water management memo, I feel that this item should be addressed during the Terra Plat public hearing. 8. Memos and resolutions enclosed. 9. Stan is currently reviewing the license application. 10. Memo sent earlier. I am requesting that the City Council approve staff recommendation regarding Roger Micheals. Because of the delicate nature of this matter it would be appreciated if comments and discussion would be limited. If anyone has any concerns regarding this matter please contact me before the meeting. 11 . Scott Dobesh is planning to sell ice cream from a wagon this summer and would like to see the license fee reduced. He will be at the meeting to dis- cuss the matter. The current fee is $100/year. 12. DATE : JUNE 1 , 1983 As was mentioned during the Council meeting of May 31 , 1983, City representatives recently met with the County Board to discuss the turnback of County roads #64 and #74. Much of the discussion was directed toward the heavy use of #74 (Ash St) and the repercussions of turning the road back. Because of the attention now being directed towards #74 by the County Board, the investigation of surface water management now being conducted by staff, and the problems the City has encountered with surface water runoff this spring, I feel the timing is right to once again look into the possibility of upgrading Ash St. from a rural section to an urban section, and to resolve the drainage problems in the sou- thern part of the City. Reviewing City records, the following information was compiled: 1 . The County would possibly pay for all costs associated with upgrading the road except surface water drainage. 2. The State Highway Dept. will pay for some of the drainage costs if the project is designed to eliminate surface water problems on a permanent basis. 3. Two Drainage reports were submitted to the Council (November, 1966 and February, 1976) but both were rejected because of cost. 4. Very little, if any, outside financing would be available to the City for such a project. I would like to point out that I have only completed a superficial rewiew of this matter, and am submitting it for general discussion.
