Note : The public hearing on Manufactured Home and the Bid
Consideration were inadvertantly scheduled for the same time.
Because of the situation described in the memo, I would
recommend that the Bids be considered before the Public Hear-
ing and action be tabled until a future meeting.

10. Upon direction of the City Council , the Park and Recreation
Commission considered that Parkland dedication or cash equi-
valent be required for industrial or business development .
As noted in the June 1 , 1983 minutes , it was the recommen-
dation that the City should not require it, as it would be a
burden to any new business or industry. It was also indica-
ted that the matter would be reviewed after the Downtown Re-
development Task Force had completed its study. I have
placed this matter on the agenda for your comment.

MEMO TO: MAYOR AND COUNCILMEMBERS

SUBJECT: SURFACE WATER MANAGEMENT - ASH ST. /HENDERSON ADDN.
DATE : JUNE 17 , 1983
Glen Cook and myself have reviewed the storm water runoff files ,
and have met with representatives of MDOT to discuss the problem.
There appears to be three basic alternatives to resolving the
problem, and all are costly. The first would be to run the water
directly north on #3 to the Vermillion River. The second would
be to drain the water east along #50 and to the ditch system east
of the City. The third would be to pond the water in the gravel
pits east of #3 on the south part of the City.
MDOT representatives indicated that the State would participate
in its share of the project if the design meets State specifi-
cations . It was also indicated that they would not proceed with
any further studies until the City Council has adopted a resolu-
tion indicating the City' s willingness to proceed with the pro-
ject .
I would recommend that the City, as the next step , call for a
special meeting involving representatives from the Fair Board,
County and affected Townships to further discuss the matter.
