MEMO TO: MAYOR AND COUNCI1M 4BERS SUBJECT: AGENDA, AUGUST 1 ,1983 DATE: JULY 29, 1983 3. Memo frau Springsted and resolution enclosed. As you will note the pro- posed sale would be for $700,000. I would emphasize that this figure is an estimate of the amount necessary to fund a $555,000 fire hall plus $32,000 for equipment. If the Council feels that the issue would be ex- cessive and reduces the amount of authorization, the construction costs would in all probability have to be reduced accordingly. 4. Copy of bids enclosed. As you will note the low bid is $9,690.00 which is approximately $4,000 under budget. This amount will be reduced somewhat by the inclusion of an additional street as mentioned by Bill Hince at the July 5, 1983 meeting, see memo from Bill Hince. 5. Memo from engineer enclosed. This matter should be tabled until August 15, 1983. Dick Turner from Bonestroo indicated that the Federal EPA is having some problems with the certification of the City and requested that the City delay the bid opening. Jerry Gorgos has indicated that it is all right to do so. 6 & 7. The bids will be opened and tabulated on Monday before the meeting. Ron Langness from Springsted, Inc. will be present to discuss the matter. 8. Glenn Cook and Bill Maurer are presently working on the estimated costs of the project. I did not include estimated costs for gas, electrical, and cable T.V. because those organizations require cash up front before work begins. Also, because this project requires very little staff involvement other than the engineers fees, I have included provisions for the developer reimbursing the City for appropriate consulting fees. Also, I have included a provision for no development of the F-1 area other than for erosion con- trol purposes. The concrete spillways and drainage pipes for the wet pond have been included in the plans and specifications to be approved by the City Engineer. If I get the figures in on time, I will enclose a copy of the proposed developers agreement. 9. Copy of proposal enclosed. 10. a. Mem enclosed. b. Mem enclosed. c. Memo enclosed. 11. Copy enclosed. 12. Copy enclosed. This action would normally be done by resolution of the Council, but the law specifically states that, it must be done by ordinance. 13. Copy enclosed. I have redrafted the by-laws with the changes discussed during the special meeting. 14. a. Request enclosed. Jim wil 1 not be using the entire amount budgeted for repairing the lights, and would like to use the money for a club skating roam and game room. b. Request enclosed. c. Application and m io enclosed. d. Copy enclosed. 15. This matter was placed on the agenda as requested during the last meeting. I have just been notified that the arbitration date has been set for Sep- tember 8, 1983.
