1. Information enclosed.

5. Memo from Carol Schulz enclosed. This is another step in the
process to receive authority to issue $10 million in Housing
Revenue Bonds in conjunction with the City of Rosemount, which
has been discussed during previous meetings . As mentioned in
Carol's memo, the Housing Plan is basically the same as the
Housing Chapter of the Comprehensive Plan, with updated census
figures and inclusion of the Mortgage Revenue Bond program.
Since it is a fairly lengthy document, I have not copied it to
you but it is available for your inspection if you so desire.
I have included a copy of the Dakota County HRA Single Family
Mortgage Revenue Bond Program.
6. Letter from Felix Tillges and resolution enclosed. Mr. Tillges
would like to see the utilities installed as soon as possible.
Because it is already late in the construction season and Jim
Seed has submitted a check to cover engineering costs , I have
taken the liberty of directing Glenn Cook to begin work on the
feasibility report. I have not received a petition for the
project at this time. If no petition is received before the
meeting, the council could order the feasibility report and
project by its own motion, which would require a 4/5 vote.
7. Letter from Michael A. Jacobs and application enclosed. The
total fee for forty machines under the present fee schedule
would be $5,550.
8. Glenn will submit the request for payment at the meeting.
9. Request from Jim Bell enclosed.
10. Jerry Gorgos will review a new law which allows liquor establish-
ments to remain open during elections .

c) This matter was inadvertently placed on the agenda and should
be treated as "information only". Council action is not
necessary for this order by the Building Inspector.

16. You should have received a copy of the letter from the attorney
concerning this matter. Because the matter involves potential
litigation, Jerry Gorgos has requested an executive session.
Also, I have been advised by Jerry not to forward any written
communication on this matter until it has been discussed by the
council.
18. Planning Commission agenda report enclosed. Discussion on the
matter can be found in the minutes of the last Planning Commis-
sion meeting.
19 . Letter from Bonestroo enclosed. Bob Rosene indicated that they
offer similar donations to all of their municipal clients each
year. Jim Bell has recommended that if the council accept the
donation, it should be dedicated to tree replacement.
