MEMO TO: MAYOR AND COUNCILMEMBERS
SUBJECT: AGENDA ITEMS - DECEMBER 5, 1983

5(a) . I have reviewed the proposed ordinance with Jerry Gorgos and Stan Whittingham
and have eliminated much of the language relating to application forms and
language taken straight from State Statutes. The revised copy ispresently
being typed and will be presented at the meeting. Based on the discussion
at the last meeting and comment received during the past week, staff is sub-
mitting for consideration the following language to be substituted for the
last sentence under the definition of restaurant:
"Such establishment shall designate a specific area for dining which shall
have facilities for seating not less than 50 guests at one time. Tables
in said dining area shall be set with appropriate silverware or flatware,
dishes, glassware, condiments , and the like to accomodate guests of the
establishement. No intoxicating beverage shall be served or consumed at
tables in the dining area except in conjunction with and as an accompani-
ment to meals ordered and served. No cover charge, entry fee, admission
charge or similar monetary cost shall be collected by or paid to the esta-
blishment for guests who utilize the dining area."
6(a) 1 ,2,3, Glenn Cook informed me that these three payments should be placed on
the Agenda. I have not received copies of the request at this time, but will
place them in your packet if they arrive in time.

(b) Stan Whittingham will present additional quotes at the meeting. Also, Stan
has been informed of a new leasing program which may be beneficial to the City.
Staff is investigating it and will report at the meeting.

(b) I had intended to have the 1984 Liquor License fees approved along with all other
fees during the first meeting in January, but because of the timing of issuance
of the license, action should be moved up to this meeting. I have contacted the
liquor licensees that this would be discussed some time after the public hearing.
The budget proposed a $500 increase.
10(a) Enclosed is a list of the seats to be filled on the various boards and com-
missions. Each person has been notified that their term will expire and will
have to apply if they want to be reappointed.
