It has been the past policy of the Council to delay major capital outlay purchases until the second half of the fiscal year for cash flow reasons, but because of the problems Bill Hince has had with the Garbage Truck, I am recommending that the City Council consider approving the enclosed specifications and order the advertisement of bids. Wayne is preparing a memo regarding the impact of a squad car purchase on the City's cash flow as per council directive. I have requested that Wayne expand the study to include all capital outlay items as they relate to the 1984 budget and projected cash flow.
