MEMO TO: LARRY THOMPSON, CITY ADMINISTRATOR
SUBJECT: BUDGET REVIEW
DATE: DECEMBER 27, 1983
At your request, I have reviewed my department's operating budget for possible areas
to be cut. As you know, the 1984 operating budget is very tight, and leaves very
little room for unforseen expenditures. I am very reluctant to recommend any cuts so
early in the year, because a bad winter or Spring could deplete the budget. Based on
the way this winter has begun, coupled with the wet fall , I anticipate the budget
being very tight throughout the year, with the potential for budget adjustment re-
quests necessary to increase expenditures.
If you need additional information, please do not hesitate to contact me.

MEMO TO: LARRY THOMPSON
SUBJECT: 1984 OPERATING BUDGET
DATE: DECEMBER 29, 1983
I have reviewed my operating budget for 1984 and if we were to make any cuts, it
would have to be from the winter snow removal and rink maintenance, or from the
summer weed control and mowing portions of our budget.

As per Council action, I have directed to adjust the 1984 general fund operating
budget by $2,713.00 to make up for cost associated with the arbitration award.
Therefore, I would appreciate it if you would review your 1984 operating budget

MEMO TO: MAYOR AND COUNCIL
SUBJECT: BUDGET ADJUSTMENTS - POLICE OFFICERS LABOR AGREEMENT
DATE : DECEMBER 16, 1983
This item has been placed on the agenda as per directive of the City Council .
I previously sent you information regarding the impact of the award on the
1983 operating budget. Since the City is nearing the close of the 1983 fiscal
year there is very little which can be done to amend the budget. Because the
City's fiscal years are not separate, but flow from one year to the next and
are integrally related (i .e. the 1984 budget was set partially on the projected
1983 budget outcome and the actual 1982 fiscal year ending balances) , the
1984 budget could be adjusted accordingly.
If the council wishes to make adjustments, I would recommend that the City
Council set a dollar amount, and I will report back at the January 3, 1984
regular meeting with my recommendations as to the budget cuts.

MEMO TO: MAYOR AND COUNCILMEMBERS
SUBJECT: ARBITRATORS AWARD - POLICE OFFICER'S LABOR AGREEMENT
DATE: DECEMBER 2, 1983
Below is a summary of Arbitrator Gallagher's award regarding the Police Officer's
Labor Agreement:
1. Duration - 2 year Contract.
2. Wages - 1983 - 5% over 1982.
1984 - 5% over 1983.
3. Longevity - No change.
4. Group Insurance - 1983 - $124.40 (same as other employees)
1984 - $124.40 (if employees contribution is increased for
other employees, contribution for officers to increase
accordingly. )
5. Severance Pay - 25% of accumulated sick leave up to 30 days after 5 years con-
tinuous employment.
50% of accumulated sick leave up to 60 days after 10 years con-
tinuous employment. (Same as for other City employees. )
6. Working out of classification - No change. (Officers must work 40 continuous
hours in higher job classification to receive pay. )
7. Holiday Hours - No Change. (88 hours)
8. Criteria for Determining Layoffs - No change. (Based solely on seniority. )
9. Injury on Duty. - No change.
Karen Olsen is drafting a memo concerning the award, which will be presented Monday
night.
The revised contracts are presently being drafted and will be ready for execution
some time next week. The Council should take action approving the contract and imple-
menting the salary and benefits as per the arbitrator's award. (M.S. 179.68)
Below is a summary of costs associated with the award and their impact on the 1983 Budget.

Bob McAllister is proposing a rate increase as follows:

In comparing the proposed rate to five other communities in Dakota County, the
increase appears to be in line. The following is a synopsis of the dog catcher
fees charged in Burnsville, Eagan, Hastings, Inver Grove Heights and Lakeville:

The 1984 Budget allocated $1,000 for animal control . This amount was established
under the premise that 128 animals per year would be picked up and boarded one day.
If the Council approves the proposed increase the total cost for animal control for
1984 using the before mentioned premise would be $2 ,160. A budget adjustment for
$1,160 would be needed.
The $1,160 needed to fund the additional expense could come from contingency. Con-
tingency would be a proper source of funding due to the fact the increase in the rates
for animal control was not known until after the budget was set.
After reviewing how other cities provide animal control , the Finance Department
recommends approving the proposed rate increases. A budget adjustment is attached
for Council consideration.

Dear Sir:
I regret to take this time to give my 30 day notice of termination as
animal warden effective imediately. In seventeen years I have had one ten
dollar raise on the monthly retainer. In mid October I gave a perposal
for suggested changes on the charges in my contract to the City Administra—
tor. I have not recieved a reply in three and one-half months and can only
take this as a refusal to the increases. I can not continue to operate at
an obvious loss and therefor wish to terminate my services.

Attached, please find a memo from Wayne Henneke. I have discussed the
services provided by Mr. McAllister with Stan Whittingham, and he feels
the City is given excellent services. Since the proposed rate increase
was submitted before January 1, 1984, I would recommend that the increase
be made effective to January 1, 1984.

SUBJECT: ENGINEER PROPOSALS - FIRE HALL
DATE: FEBRUARY 16, 1984 .
I have discussed the requests for proposals by the City Council with Tom Dunwell
of Beutow and Associates and Bob Rosene of Bonestroo, Rosene, Anderlik and Assoc. ,
and both indicated that they did not wish to submit any proposalwhich would be
reviewed primarily on fees or the final cost of the building. Both indicated
that they did not wish to get into a bidding war, and stressed that the architect
should be selected on the merits and expertise, and the fees negotiated once the
firm has been selected.
Also, they felt if the cost of the building were a problem, it could be designed
within the budget established by the Council . The final test of the cost of the
building would be ultimately controlled by the contractor and not the architect.
Finally, it was indicated by both Mr. Dunwell and Mr. Rosene that they would
like to discuss this matter further with the Council .
