SUBJECT: MnDOT STORAGE/MAINTENANCE FACILITY

I spoke with MnDOT staff about the possibility of purchasing their facility
for $30,000, and was told that they would consider any offer as long as it
could be substantiated.
I also discussed the matter with the various department heads. Jim Bell has
been on vacation the past two weeks so I have not received any comments from
him. Based on the comments from the other department heads it appears that
from a short term perspective, it would solve some of the City's storage
problems, but would not serve the needs of the City on a long term basis.
Based on the lowest substantiated offer ($30,000) plus estimated repairs and
improvements ($8,000) , I would recommend that the City does not offer to
purchase the property. It is my opinion that if the Council wants to pur-
chase additional storage/maintenance space, that you wait until the Fire Hall
matter has been settled, and then assess the short and long term needs of the
City, and make a decision accordingly.

Regarding: Mn Dot Storage/Maintenance Facility
Date : February 27, 1984
The City definately needs additional garage and yard space for
General Services, Park & Recreation, and Police use. Currently,
the City is paying $2,700 a year rental on garage space and
equipment such as the Toro is still sitting out during the Winter.
The Short term answer to this delimma is to purchase •the Mn Dot
Facility for $30,000. The pay back period on the original invest-
ment is approximately 10 years, making it a feasible alternative.
As another alternative, the fire department will be moving to the
new fire site in the near future. The space left vacant at the
City Hall site would be enough to meet the needs of the Police
Department and Park and Recreation. Instead of spending $30,000
for the Mn Dot Facility plus the amount needed to make it useable,.
this amount could be used to make an addition to the present
garage facility. All of General Services equipment would then
be at one location.

The City received the appraisal of the MnDOT property which set the
value at $30,000. Would you please offer your written comments and
recommendations to me regarding your potential use of the building
in relation to the appraised value.

SUBJECT: BENEFITS
DATE: FEBRUARY 27, 1984
A few weeks ago at a staff meeting, Larry asked us to come up with a list
of benefits we would like to see implemented. This would include benefits
for all employees and benefits for just department heads.
Submit your recommendations to me prior to Monday, March 5, 1984. I will
tabulate them and prepare a report for the next department head meeting.
