This matter was discussed last year, but was deferred until the Task Force had completed its report. One of the recommendations of the Task Force for immediate action wascstrict parking limitations. Also, one of the concerns expressed last time parking limitations were ex- pressed was-the need for off street parking. At this time the Council is con- sidering the possibility of leasing railroad property for off street parking. This action, combined with the Dakota County Tribune moving will alleviate the problem somewhat. I have not contacted all of the downtown businessmen, but it appears that this restriction would be looked upon favorably. I would poll the businessmen if requested by the Council . It was indicated however, that the Trustee will not allow the Milwaukee Road to enter into lease agreements longer than 3 years. Bill Hince had indicated that the property could be improved at minimal expense by removing the black dirt and adding crushed rock. This matter will be on the June 4, 1984 meeting for discussion. The terms of the lease would be $500 through December 1,1984. The offer was rejected at that time because the City did not wish to improve the property with such a short term lease. As you may recall , one of the activities recommended by the Redevelopment Task Force was the improvement of the Right of Way property for parking. I contacted the railroad once again regarding the lease, and was given the following verbal offer. 1) City assumes delinquent payments on the lease ($400) through December 1, 1984. 2) Railroad will enter into a long term lease (length not specified) for $200/year. I would like direction from the Council as to whether this proposal should be pursued by Staff or not. This money was received from the State as additional local government aids back payments. At the 1984 Budget meetings, the Park and Recreation tractor was turned down, but the Council indicated that if these funds did become available the tractor could be purchased with them. The 1984 Park Budget shows $1,800 for a tractor and loader. This money was intended to -be a payment for a tractor which would be paid for out of the Capital Improvement fund. Finance has indicated that Park Department Capital Outlay purchases can not be legally funded without an election or being funded in the Budget. I therefore feel that it is essential that the Council consider the tractor out of contingency at this time. As I indicated at the 1984 Budget sessions, the purchase of a tractor and loader is crucial to the maintenance of the parks. Just a few of the reasons are as follows: A. The ballfield area must be graded in many places due to recent construction and uneveness of the playing fields. Ag lime has to be added to the infields. B. A drainage ditch must be constructed to get water off the playing areas. C. The fields must be dragged and maintained at least twice a week. D. All heavy work has to be done by hand, requiring shovelling and lifting. E. Snow removal from rinks, trails and parking lots would be done by staff thereby saving at least $1,000 per year. F. Dakota County Estates and Fair Hills can be completely landscaped and seeded by Staff saving many dollars. G. The public works tractor is being used most of the time which does not allow us use of it. As you can see it is absolutely necessary that we get a tractor and loader in order to maintain our park system in the fashion that I feel it should be main- tained.
