AGENDA REQUEST FORM ITEM NO. 5(�• NAME: Larry Thompson DEPARTMENT: Administration DATE: June 5, 1984 MEETING DATE: June 18, 1984 CATEGORY: Unfinished Business SUBJECT: Ambulance Service Agreement EXPLANATION: Update on the progress of the Ambulance Service Agreement REFERENCE MATERIALS/RESPONSIBILITY: Update Larry Thompson REFERRED TO: (NAME) DEPARTMENT: Stan Whittingham Police Dave Pietsch Fire Larry Thompson Administration SIGNATUR, MEMO TO: MAYOR AND COUNCIL SUBJECT: AMBULANCE SERVICE AGREEMENT DATE : JUNE 15, 1984 The following is an update on the Ambulance Service Agreement between the various communities in Dakota County and Divine Redeemer: BACKGROUND Until recently, ambulance service was provided to most communities within Dakota County under the following separate service agreements: Southern Cities - Burnsville, Lakeville, Apple Valley and Farmington - $1.95/capita - expiration date 9/30/84; Northern Cities - Eagan, Inver Grove Heights, Lilydale, Mendota Heights, Mendota, Rosemount, South St. Paul , Sunfish Lake, and West St. Paul - $1.13/capita - 12/31/84. Because of the approaching deadlines of the Service Agreements, and Burnsville's decision to opt out of the Southern City Agreement and provide its own service, meetings have taken place between, city, township and hospital officials to discuss the future of ambulance service in Dakota County. ISSUES: Service Agreements There has been movements over the past several years in Dakota County to have a unified ambulance service, but has not achieved much success. The major stumbling block is the lower per capita rate paid by the northern cities as compared to the southern. This is a result of a greater number of runs per thousand population in the north, which produces a greater amount of "non subsidy revenue". It was reported that the northern cities had negotiated a new contract at $1.25/capita. The southern cities have received no formal proposal , but is as projected to be $2.35 to $2.65/capita. A proposal was made to enter into one contract with all cities, and that rates be adjusted over a four year period to eventually equalize all rates based upon a per capita service availability charge and on usage. (As mentioned previously, the main argument by the north cities that their high usage subsidizes the ambulance. The formula would reduce the city's subsidy as its use increased. ) This proposal was not unanimously accepted, but it was agreed that the concept had some merit. Therefore, it was agreed that the cities would attempt to negotiate a one year contract, and attempt to iron out the differences during that year. Quality of Service On a local level , city staff has been looking at the possibility of improving the quality of service in Farmington as well as surrounding townships. Presently, the ambulance is dispatched out of Apple Valley Fire Station #1, which results in response times of over 15 minutes to certain parts of the city. The two areas being researched are alternative services, or supplementing the present service with a city run "first responder service" to assist the patients until the ambulance arrives. Memo 6/15/84 During the course of the research and discussions, several issues were raised which merit additional investigation. At this time staff is researching the following: 1) Responsibility of Divine Redeemer with or without a service agreement. 2) Responsibility of City for providing services. 3) Alternative services (types, costs, impact on service, pros, cons, etc. ) 4) The short and long term ambulance needs of Farmington. Because of the complexity of some of the issues, I have not completed all of the information I need to file a full report. Unfortunately, the issues are intrinsically related, and without having answers to one issue leaves the other incomplete. Because of the length of the process necessary to obtain an ambulance license and obtain an alternate service, and the deadline of the service contract, I am not recommending any alternate proposals at this time. I would advocate that the city continue negotiating with Divine Redeemer for a new ambulance contract, and also to continue researching the issues identified above. The pledge of allegiance to the flag was given. Roll call was taken. Present: Councilmembers Nelson, Zaun, Sindt, Enright and Mayor Jensen. Also present: Roger Knutson, City Attorney; James Robinette, Public Works Director; Keith Nelson, Consulting City Engineer; Richard Radermacher, Chief of Police; Patrick McGarvey, City Administrator/Clerk. Staff announcements: The City Engineer recommended that the City Council accept the improvements in the Niakwa Village 3rd Addition subject to receipt of a maintenance bond for one year. 82.433 Motion was made by Zaun, seconded by Sindt to accept the Naikwa Village 3rd Addition improvements subject to receipt of a maintenance bond for one year effective October 4, 1982. Roll call was taken on the motion. Ayes, Nelson, Jensen, Zaun, Sindt, Enright. The City Administrator advised the council that he had received a call from Barbara Kelly requesting council approval for the city attorney's office to defend the property owners in their request to get compensation for access to their property for soil borings on the proposed sludge ash sites in Lakeville. The administrator stated that an agreement with:Mrs. Kelly concerning the costs would be proposed as follows. The city attorney's office would represent the City and property owners in this request, and the cost would be billed to the City. The property owners would be responsible for reimbursing the City for these legal costs from any payments they receive from the Metropolitan Council for access to their land. If the payments are greater than the City's legal cost, the property owners could keep the difference. If the payments are less than the City's cost, the City would absorb of the costs. Mrs. Kelly was present and said she agreed to these terms. 82.434 Motion was made by Zaun, seconded by Nelson to authorize Grannis, .Grannis, Campbell & Farrell law firm to represent the property owners in their request for compensation for access to their property, subject to the following conditions between the City and property owners. Roll call was taken on the motion. Ayes, Jensen, Zaun, Sindt, Enright, Nelson. The City Administrator stated that the engineering firm had recommended that the Robert Grimm property, parcel #22-01210-050-33,' be:assessed at this time for one unit assessment on the Kodiak Avenue, Project 81-12, project, with the understanding that in the future a second unit would be assessed if the property is split into two parcels. 82.435 Motion was made by Zaun, seconded by Enright to adopt the assessment of one unit on the Robert Grimm property as per the recommendation of the city engineer on project 81-12, Resolution No. 82-75(a) . Roll call was taken on the motion. Ayes, Zaun, Sindt, Enright, Nelson, Jensen. Citizen Comments; Robert Kelly asked the council what his position is regarding the proposed hazardous waste collection site identified to be in the Airlake Industrial Park. The- mayor explained that the council and staff were aware of the designation, and that the staff would be attending upcoming meetings to gain further knowledge on the matter. 82.436 Motion was made by Zaun, seconded by Enright to approve Items 4(a) thru 4(f) on the consent agenda.
