SUBJECT: ADMINISTRATOR'S EVALUATION
DATE: AUGUST 16, 1984
Attached, please find the Administrative Performance Evaluation Form
used by the City Council during previous evaluations. The procedure
used by the Council was as follows:
1) Individual Councilmembers completed forms and submitted to
Jerry Gorgos.
2) Mr. Gorgos tabulated the results and issued a summary report,
without identifying the individual Councilmembers scores or
comments.
3) The summary report was reviewed and commented on by the full
Council .
If this procedure is approved by the City Council , it would be appreciated
if the Council consider approving a parallel evaluationprocess whereby
each Councilmember meets with\me on an individual. basis to discuss my per-
formance.
This matter has been placed on the August 20, 1984 agenda for discussion.

SUBJECT: 1985 CDBG Program
DATE: AUGUST 16, 1984
I have been notified that the Dakota County HRA will be accepting
applications for the 1985 CDBG program. Deadline for the application
is December 1, 1984. As mentioned in a previous memo, the goal of
the selection committee is to recommend approval of grants that are
targeted for commercial or mixed use districts.
Because the Farmington HRA has direct interest in the .grant program
as it relates to their Tax Increment Finance Plan, I would recommend
the Council solicit input from the HRA regarding the 1985 grant
application.
