and has indicated they would like to hold a joint meeting with
the Council to discuss the matter. The Chamber of Commerce and
School District have received copies.

Kinship is a volunteer friendship program for children needing stable
adult companionship.
The National Advisory Board declared September 23-29 as National
Kinship Week to help promote the program.
Our Governor has signed a proclamation proclaiming September 23-29
as Minnesota Kinship Week.
Kids-'N-Kinship, serving the youth of Apple Valley , Burnsville, Eagan,
Farmington, Lakeville, and Rosemount, would like to have the Mayor
sign our local proclamation declaring Kinship week in the City of
FARMINGTON .
We would like about 5 minutes time at the SEPTEMBER 17, 1984 Council
meeting to present the proclamation to the Mayor to sign.

SUBJECT: PROPOSED USE OF FIRE HALL
DATE: SEPTEMBER 13, 1984
Enclosed, please find three proposals by Department Heads for the use of
the Fire Hall if vacated by the Fire Department. Bill Hince has indicated
that he could also use additional storage space, but did not submit a pro-
posal because the other departments require space more urgently.
It was my interpretation of the Council directive that the proposals were
to be submitted to demonstrate an actual need by Departments of storage
space, and not that the hall would be left vacant or utilized by "make
space" ideas. Therefore, I am making no determination as to what the best
use of the hall would be. I am demonstrating that the need does exist and
the hall could be converted to departmental use at minimal cost.

SUBJECT: Proposed Use of Fire Hall by Police Department
DATE: September 10, 1984
In reference to your memo on September 5 , 1984 , regarding plans
for the proposed use of the existing fire hall , pending construction
of a new fire hall , the following is a recommendation from the
Farmington Police Department .
It would be the intent of the police department to acquire the
full fire station for its use.
The building would be divided as follows :
Two and one-half bays of the current fire hall would be used
for squad storage , light vehicle maintenance , evidence storage ,
recovered property storage as well as a secure bay to bring
prisoners to the booking area .
The second part of the building, one and one-half bays would
be used as a combined emergency operating center , training
room facility, physical fitness workout area , and combined
city hall lunchroom area .
If the police department was able to get the entire fire hall ,
and based on the above criteria outlined in this memo , the police
department is eligible for 50% funding to do the refurbishing of
the fire hall . The funding would include architect ' s fees , con-
struction cost , office equipment , etc .

MEMO TO: LARRY THOMPSON
SUBJECT: PROPOSED USE OF FIRE HALL
DATE: SEPTEMBER 11, 1984
In regard to your memo on proposed use of the existing Fire Hall
building, if the Fire Department moves to another building, the
Liquor Store could use some storage space for the following:
1. If in the winter, we could store keg coolers and cold plates,
it would allow us to purchase and rent the same out during the
summer months. We only have one keg cooler and that is about
all our space will allow us to have. This would require
approximately 40 square feet.
2. If we purchased a snowblower, we could store it at a reasonable
distance from the store. This would require approximately
8 square feet_
3. If we were to purchase a beer tap wagon to rent out, and loan -
to the Fire Department and Park and Recreation Department, we
could have a place to store it. This would require approximately
150 square feet.
4. We could use a storage area for beer requiring approximately
100 to 150 square feet of space. This would enable us to buy
more beer during the brewery specials and therefore hold our
specials longer or make a higher gross on the beer. This would
also allow us to have more selling area, and more lines of product,
of approximately 70 square feet more than we have now, because
we have to use it as beer storage.

SUBJECT: EXISTING FIRE HALL
DATE: SEPTEMBER 11, 1984
The Park and Recreation Department is in need of heated garage
space. The garage space will be used for equipment maintenance
(painting summer equipment, picnic tables, playground equipment)
and housing various equipment. The following equipment and
supplies must be stored in the garage:
Tractor Outdoor Resurfacer
Cub & Sprayers (2) Flooding Truck
Pick-up Truck Ballfield Drags
Flail Mower Fertilizer & Weed Killers
With all of the above items needing storage and having a need for
work space, I have a need for 2 stalls in the Fire Hall . This
should provide adequate space for 5 years.

The Burnsville EMS Committee met on Thursday, September 13, 1984
to discuss the Apple Valley proposal of Burnsville servicing
West Lakeville. Several questions were raised, but no action
or recommendations were officially adopted by the committee.
The committee will meet on Thursday, September 21 , 1984 to
further discuss the matter. Therefore, no action is necessary
by the Council at this time .

be attending the meeting Monday night to discuss the 1985
Police Officers Contract.

This information should -be used as reference materials for- ,
determining City Council bargaining strategy. Thearbitration
awards should give you a feel as to how arbitrators rule on
final positions . The salary/benefits summaries should be used
to help place demands in proper perspective. -
I would like to add that if any council member wishes to make a
statement for council ' s "ears only" or the council wishes to
caucus on certain issues or to formulate bargaining positions
an executive session can be called at any time, and the council
can discuss the matter in private in my office.

SUBJECT: BANNER FOR FIRE HALL REFERENDUM
DATE SEPTEMBER 14 , 1984
The City of Farmington has received a request to post a banner
across Third Street at the intersection of Third and Oak Streets .
The banner would urge citizens to vote in the upcoming fire hall
referendum.
The City Code states "All signs of political nature may be posted
on public and private places with the consent of the owners
thereof". If the banner is considered a political sign, permission
should be granted by the City before the sign may be installed.
If it is not considered a political sign, then a waiver would have
to be granted from the temporary sign restrictions which state
"No temporary sign shall extend over into any street. . . . " , before
the banner could be installed.
This matter will be on the agenda for discussion.
