6a. Petition enclosed. Stan Whittingham and I met with Mr. and Mrs. Quehl
and Pat Murphy to discuss specific concerns regarding the Tom Thumb
gas pumps. I have enclosed a list of those concerns. Stan and I will
draft a memo regarding those concerns.
8a. Memo from Jim. I have met with Ruth Kuchera and Babe Kuchera regarding
the disposition of the "Island". Ruth Kuchera has indicated that she
will meet with Babe to discuss the matter. I would recommend that you
visit the island if you get the chance.
b. This item was inadvertantly placed on the agenda. A review of the minutes
indicate that the item was to be placed on the November 5, 1984 agenda.
Therefore, it can be removed.

MEMO TO: MAYOR AND COUNCILMEMBERS
SUBJECT: 1985 POLICE OFFICERS LABOR AGREEMENT
DATE: OCTOBER 11, 1984
Attached please find a copy of a memo previously submitted to you from Mayor Akin
regarding his meeting with Steward Wacker. It was indicated by Robert Weisenburger
during the September 17, 1984 Council meeting that 320 requests listed in the memo
could be used as the Union's position. The City has not taken an official position
yet.
Steward Wacker has requested that the City adopt an official position in response
to 320 requests. The Council may meet in executive session to discuss this matter
or it may be discussed in open meeting. In order to expedite the negotiations,
I would recommend that the City Council adopt an official position during the
October 15, 1984 regular meeting.

SUBJECT: Contract Meeting between Teamsters 320 Steward Jerry Wacker
and Mayor Akin
The meeting was opened at 1455 hours with Steward Wacker and Mayor Akin present
in the council office room of city hall . Conditions set forth by the council that
the absence of a designated negotiator have been fulfilled. It was agreeded by
both parties that as well as being a 1985 contract negotiation meeting , that there
was a desire by both sides to establish an avenue of communication at the local
level . The following summary is a result of that meeting. One other condition
was established , and that was that the council has authorized this as an ONLY
meeting-_" of this type to be held, and that future sessions --_ will probably be in
open session _ of the council during regular meetings.

SEVERANCE PAY Change section 19.3 of No firm offer made. I stated
present contract by deleting the I would present this to the

It was also requested that the council consider for all employees including 320, the

It was expressed to Mr. Wacker that this was to be a meeting that was designated to
"Meaningful Negotiations" and that the opinion I gave was a composite of the city
council members who had expressed there concerns to me either in writing or verbal .
I stated that I had no authority to make any decisions without returning to the
council for their approval . This was understood, and Mr. Wacker stated that he would
be returning to members of 320. Additionally, it was stated by myself that this in
no way concluded the council request for the business agent to send final request to
the Septermber 4th regular meeting.
