In reviewing the proposal to rent the Marschall building for storage,
concern was expressed as to whether this would be a long term solution
and how it would relate to the vacating of the old Fire Hall .
Iwould like to stress that the Marschall building would only be an
interim solution, but at present the City's need for storage is urgent.
At this time, the demand for storage exceeds City owned space, even
after taking into consideration the old fire hall .
I would recommend that the City Council approve the lease agreement-for
the Marschall building and direct staff to complete an inventory of
storage needs, and to begin identifying possible alternatives.

MEMO TO: Mayor and Council
SUBJECT: Storage Garages for Various City Departments

At the November 5th Council Meeting, the Council tabled this
item until November 19, 1984, Regular Meeting. Reason for
the tabling was to check further regarding rental of the
property.
This writer has been in contact with Bernard Marschall , owner
of the property and a revised rental figure of $360 . per month
less utilities was presented to the City. The $360. rental
fee represents the taxes paid on this property.
Mr. Marschall further stated that he did not have a problem
with a short term lease with the City on the property.
It is the feeling of the department heads involved in this
memo, that this is a temporary solution to a long term prob-
lem.
The problem as outlined in the memo presented to the Council
on November 5th , is that of space needs for equipment , material ,
and supplies by the various departments . Since the last Council
Meeting, a referendum has passed approving the building of a new
fire station for the City, and even though this will provide
some space in the near future for the Police and Park and Rec
departments , it still does not address the problem long term.
A possible solution to the problem in the long run would be to
look at or into the feasibility of constructing a municipal
garage facility to house the needs of the Street and Park and
Rec Departments .

SUBJECT: Rental of Garage Space for Park and Rec , Liquor,
Police , Fire and Street Departments

BACKGROUND
Over the last several years , need for space by the above departments
has escalated to such a point that a facility is needed to house
material and equipment.
Currently the city is renting a building on Second and Oak Streets ,
which was originally used by the Street Department to house various
pieces of equipment , such as the street cleaner in the winter months
and other equipment used by the street department .
Today that same building is being used to house a fire truck, Park
and Rec equipment , police department equipment and some of the smaller 1
items for the street department.
NEEDS
The following is a department by department breakdown of space needs
to house various pieces of equipment .
Park and Rec Department
With the addition of several new pieces of equipment and the
need to do work on park equipment during the winter months ,
the Park Department could use a two bay garage in order to
facilitate their needs at this time.
Liquor Store
The liquor store is in need of storage space to store items
which are used seasonally in order to free up liquor storage
- - space to buy at a better volume rate .
Police
The police department , for the last fifteen years has not had
garage space for its police vehicles , when not in operation.
This has created some undue stress to the police vehicles when
not in operation, as a result of the severe weather associated
with Minnesota . The storage of large evidence items , such as
recovered bicycles , has created a space need to the department .
The police department could very easily use a two bay garage
for its equipment.

Fire
The fire department is currently storing a vehicle in the
garage originally used by the street department . This piece
of equipment could use a one bay garage .
Street
As a result of the street department storing several pieces
of equipment , i .e. such as hotpot and other city departments
taking over the space which is currently used by the city
garage rental building, the street department is forced to
leave equipment outside during the winter months .
SPACE AVAILABILITY
In trying to find space at a reasonable cost to alleviate the
above department problems , several alternatives were looked at.
A;'building has become available for rent from George Marschall,
owner/operator of Marschall Bus Lines of Farmington. Mr. Marschall
is building a new bus garage on Hwy 3 and Willow Street and the
facilities at 6th and Walnut will become available, the first of
November, 1984.
The building which was looked at by various department heads is
a six stall heated garage building, which is felt would accommodate
the needs of the various departments , except the street department.
The rental of the building would be $400 . per month , less utilities .
In checking the utility records , the expense was found to run $20.
per month to $100. per month depending on the time of the year.
RECOMMENDATION
It is the recommendation of the department heads that the city
look in to entering into a short time contract with George Marschall
-to rent the building located at 6th and Walnut Streets for the
Park and Rec , Liquor , Police, and Fire Departments , space needs
except the street department.
Because of the amount of equipment needing storage there would not
be enough room in the Marschall building to house all of the
departments listed above.

It would be recommended that the city retain the building at
2nd and Oak Streets for the purpose of housing the street
department equipment.

Tom Dunwell and the Fire Department Building Committee will be present
to discuss the proposed fire hall and to request direction from the
City Council . Attached is a tentative work schedule for your review.
Also, Mr. Dunwell has submitted a contract for architectural services
for Council consideration. Jerry Gorgos is presently reviewing the
agreement, and will give his opinion at the meeting.
It has come to my attention that there have been no soil borings done
on the proposed fire hall site. I would recommend that the Council
order soil borings at some time before the plans and specifications
are completed. Glenn Cook will submit cost estimates for the soil
borings.

SUBJECT: AMBULANCE SERVICE AGREEMENT

Attached, please find a copy of the proposed ambulance service agreement. The
major provisions of the agreement are as follows:
1. Divine Redeemer will provide one fully staffed ambulance to be stationed in
Apple Valley, Fire Station #1 or a location designated in writing by the
cities and agreeable to Divine Redeemer.
2. The per capita rate will initially be set at $3.32 per capita, but this
rate will be adjusted quarterly according to actual revenues and expenditures.
3. The agreement terminates on December 31, 1985, however it may be terminated at
any time with 90 days written notice.
4. There is no provision prohibiting Divine Redeemer from responding to any calls
within its primary service territory on a first responder basis.
5. The cities agree to pay for serviceprovided from October 1, 1984 to December 31,
1984 under the same provisions that the rate will be adjusted according to
actual revenues and expenditures.
6. Divine Redeemer will 'provide dispatching services.
The agreement is not exactly what Farmington had hoped for. The cities did, however,
get some language which is favorable to the cities. First, it has been the conten-
tion of the cities that the $3.32/capita is a result of very conservative estimates,
and that the actual per capita figure should be in the $2.50 to $2.60 range. There
is language in the contract which allows for an adjustment if the cities assumptions
are correct.
Second, Divine Redeemer's legal staff indicated that it was legally obligated to
respond with the closest vehicle in its service territory. This allows Divine
Redeemer to respond to Rosemount with the Apple Valley unit, even though Rosemount
will be paying a subsidy rate of $1.25/capita.
Third, the cities offered to provide dispatch services to mitigate the cost. Divine
Redeemer rejected this offer on the basis that it was necessary to have one central
dispatcher for coordination.
The contract did allow an opening for Farmington to continue negotiations for moving
the unit to the south. This I felt'. was very important.
Presently the City is under no legal obligation to pay Divine Redeemer for the ser-
vices provided from October 1, 1984 to November 30, 1984. However, since Divine
Redeemer was willing to take the chance and provide services to the City without
a contract and because there was no negative response from the cities with the offer,
I would recommend that the City allow these costs to be built into the contract.
In conclusion, I do not believe that the contract is the most favorable for Farmington,
but given our options at this time, we do not have a very strong negotiating position.
I would recommend that the City Council approve the agreement, and direct staff to t
continue reviewing Farmington's ambulance alternatives.

This is a request by the police department to the City Council
to authorize the department to conduct it 's Cops Who Care
Program between the periods of December 7, 1984 through
January 1 , 1985.
The program originated by Officer Dan Siebenaler , would be
operated the same as it was in 1983, with a report submitted
to the Council at its first meeting in January, 1985, as to
the success of the program.
The reason the request is being made at this time , if approved
by the council, is to get local coverage in the newspaper prior
to the start date of the Cops Who Care Program.
