The memo is self explanatory. The HRA has approved the transfer of operations and has agreed to enter into a six month lease for the north half of the Senior Center. Building through June 30, 1985. It is my recommendation that the City Council adopt a resolution accepting the operations - and entering into said lease. ! The City Council has included the operations for 1985 within its operating budget. Therefore, I would recommend that the HRA adopt a resolution transfering the operations of the Senior Center to the City of Farmington. Also, it was anticipated that the City would acquire the Senior Center before December 31, 1984 through the pledge drive. As was noted earlier, it is anticipated that the City will acquire the property in April . Therefore, I would recommend that the HRA enter into a six month lease with the City at a cost of $1:00, thereby effect- ively transferring all operations of the Senior Center to the City. Amend Fire Contract Formula EXPLANATION: Amend present formula to include the previous years assessed valuations as per meeting of December 5, 1984. The formula states the assessed valuation will be computed on even collectible years only. This has caused a problem for the City because staff cannot get the necessary information from the County until the middle to latter part of February and it creates a hardship on the townships because they want to set their budgets the first week of March. The Townships and the City discussed this problem at the joint meeting held December 5, 1984. It was the consensus of everyone present that the fire formula be amended and the assessed valuation to be used be the assessed valuation of the previous collectible year. For example, the 1985 fire costs billed and collectible 1986 will use the 1985 collectible assessed valuation. It is recommended to authorize the amendment to the formula. We are providing this information at this time so that it is available for review prior to the beginning of the new year. In reviewing our costs of doing business, we find that constantly increasing wages and operating costs make it essential that we revise our rates at this time in order to maintain our high level of service to our clients. Even though our costs have risen substantially higher during 1984, we have limited the increase in our rates to approximately 5%. The increase is approximately 5%. Based upon the in- crease in consumer price index, I do not believe this amount is out of line.
