Instructing engineer for plans and specifications. o) Feasibility report on sanitary sewer, storm sewer and water on the joint county project at Willow Street and the extension of same down 5th Street. ( see letter from county engineer). d) Plans and specifications on partial widening of Oak Street in front of Auto Parts Store, at owners' expense. e) Plans and specifications for street improvement in Henderson. Set date for calling of bids. Public hearing was held at time of sewer and water hearing. 7. Correspondence a) Letter of thanks from Mrs.. R. F. Nelson b) Letter and material from Dept. of Health on pest control c) Letter and material from Dakota County Planner on vermillion River problem. d) Letter from Minnesota Highway depc,rtment in the matter of a long term lease on a parcel they own in Farmington. e) Copy of audit from Farmington auditors sent to the department of education along with final request for payment of library grant. 8. OTHER: a) Mr. Cook - Farmington Post Master b) Mr. Tillges - Developer c) First Presbyterian Church d) Fredrick Willys e) TCNP f) Auto Parts Store g) Farmington Agency h) Dakota County Planner MEMO TO THE COUNCIL May 28, 1969 ADMINISTRATOR'S REPORT 1. )IGESTER PLANT PROJECT The contractor ( Orvedahl) has not been back on the job for some time. We in— tend to make no further payments to him until the job is completed. The project consulting engineers ( Banister ) concurs in this. 2. HENDERSON PROJECT The sewer is in and operable. We have issued one sewer hook-jup permit only. The water table is too high for most residents and it is expected that they will hold off until about the middle or end of June. We have been getting some citizen complaints in the area of one or more residents pumping their cesspools out on the ground. We are checking into it and think we have it zeroed in. Suitable warnings will be issued. 3. CITIZEN COMPLAINTS We have received complaints from citizens covering such matters as non-snowing of privately-owned vacant lots in the residential district, milk dust from the milk plant, debris and junk in certain areas of the village, lack of motor vehicle and drivers licensing facilities in town, over-assessment of property, inability to connect to village municipal services. We will try to reconcile each of these matters through existing ordinances and good public relations practices. Those we cannot handle we will refer to the council for action. 4, PERMANENT IMPROVEMENTS AND MUNICIPAL BONDING The bond market is stil extremely unfavorable with many issues going begging. We should move ahead very rapidly in compiling needed projects and exploring the possibility of consolidating our bond issues. The separate study we are putting together for a five-year program of capital improvements is nearing completion but should not interfer with a decision on the immediate projects that have been suggested. 5. WAGE SURVEY We have just completed a comprehensive wage survey which is being submitted to the LIM. This survey includes every individual who receives any remuneration from the village on a regular basis and will be incorporated into the wage and salary administration plan we are compiling for the co#ncil. 6. BUILDING REMOVAL AND/OR DEMOLITION PERMIT I am suggesting to the council that an ordinance be enacted to require a permit to move or demolish a building in Farmington. This would enable us to insure that all utilities have been disconnected, that outstanding village accounts for services be settled and closed and that the debris be disposed of in a satisfactory manner. This should include, specific sewer and water closure requirements and rodent control procedures. 7. EMPLOYEE PAY PERIODS It is my intention to allow for a one week lag between the close of a pay period and the dote on which the chock is issued. Employees will be informed of the change well ahead of time to allow for it.
