DATE: MARCH 1, 1995
The 1995 Budget has set aside $125,000 for the purchase of a Motor Grader for the
Public Works Department. Attached you will fmd a Resolution which authorizes the
Advertisement for Bids. Also attached is a copy of the Advertisement for Bids for the
Council to review. The specifications have been prepared and are available in my
office. Contact me if you wish to review them.
It is my recommendation that the City Council accept the attached Resolution
approving the Advertisement for Bids for a Motor Grader.

APPROVE SPECIFICATIONS AND
AUTHORIZE ADVERTISEMENT FOR BIDS
1995 DIESEL MOTOR GRADER WITH
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Farmington, Minnesota, was held in the Civic Center of said City on the 6th day of March,
1995 at 7:00 P.M.

WHEREAS, the City Engineer has prepared plans and specifications for the following
proposed equipment:
1995 Diesel Motor Grader with Wing and various alternative bids.
WHEREAS, such plans and specifications are now before the Council for its consideration.
NOW THEREFORE, BE IT RESOLVED that:
1. Said plans and specifications are hereby approved.
2. The Public Works Director shall cause to be inserted in the Farmington Independent,
the Dakota County Tribune and the Construction Bulletin an advertisement for bids for
such equipment and that bids shall be received by the City until 2:00 P.M. on
Thursday, Mary 30, 1995 at which time they will be read aloud and considered by the
Council at its April 3, 1995 meeting. No bid shall be considered unless accompanies
by a bid bond, certified check or cash deposit equal to at least 5% of the amount of
the bid.
This resolution adopted by recorded vote of the Farmington City Council in open session on
the 6th day of March, 1995.

ADVERTISEMENT FOR BIDS
Sealed bids will be received by the City of Farmington, Minnesota, in the City Hall at
325 Oak Street until 2:00 P.M. on Thursday, March 30, 1995 at which time they will
be publicly opened and read aloud for the furnishing of all labor and materials and all
else necessary for the following:
1995 DIESEL MOTOR GRADER
WITH WING
The City will consider various alternative bids in deciding the City's best options.
Plans and specifications, proposal forms and contract documents may be seen at the
office of the City Clerk, 325 Oak Street, Farmington, Minnesota, 55024.
Each bid shall be accompanied by a bidders bond naming the City of Farmington as
obligee, certified check payable to the Clerk of the City of Farmington or a cash
deposit equal to at least five percent (5%0 of the amount of the bid, which shall be
forfeited to the City in the event that the bidder fails to enter into a contract.
The City Council reserves the right to retain the deposits of the three lowest bidders for
a period not to exceed ninety (90) days after the date and time set for the opening of the
bids. No bids may be withdrawn for a period of ninety (90) days after the date and
time set for the opening of bids.
Payment of the work will be by cash or check.
Contractors desiring a copy of the plans and specifications and proposal forms may
obtain them from the office of the City of Farmington Engineering Department, upon
payment of a deposit of %50.00, all of which will be refunded to all bona fide bidders,
providing said plans and specifications are returned in good condition within fifteen
(15) days after the date set for the opening of the bids. a bona fide bidder is one who
actually signs and submits a bid. No money will be refunded to any person who
obtains plans and specifications and does not submit a bid to the Owner.
The City Council reserves the right to reject any and all bids, to waive irregularities
and informalities therein and further reserves the right to award the contract to the best
interest of the City.

Re : Municipal Services Bill -Drop Boxes
The City has been approached by American Payment Centers. They are installing a drop
box site at More 4 and is asking if the City would like to have a drop box at that site.
Frontier Communications is very interested and Peoples Natural Gas,Marcus Cable, and
Dakota Electric are checking into it. The monthly cost for a drop box is $26 billed • .
monthly or quarterly. The service agreement includes:
* Identified steel drop-box receptacle
* Consistent maintenance and renovation as required
* Payment Management and special service options
* Liability protection& indemnity policy for cash loss
At this time,I am not interested in payment management and special services options.
City staff can go to the drop box location and get the payments out of the box.
At$26/month,the total annual cost is $312. It is recommended to charge this amount to
the Water Fund, Sewer Fund, Solid Waste Fund, and Storm Water Utility Fund as shown
below:
Water Fund - $ 61.94
Sewer Fund - 117.89
Solid Waste Fund - 120.68
Storm Water Util. - 11.49
Total $312.00
This issue will be brought before the City Council at their March 6, 1995 for approval of
expending Sewer, Solid Waste, and Storm Water Utility funds for their share of the drop
box.

2. PUBLIC HEARINGS
a. 7:00 P.M. - Rezoning request from Susan Poirot to rezone the east
side of Trunk Highway 3, immediately north of the
Budget Mart from R-3 to B-1
The Draft Comprehensive Plan prepared in 1990 indicated that an ex-
pansion of the Budget Mart facility would be appropriate. The proposed
land use map prepared at the time shows this site as part of a small
business node on the east side of Highway 3. The concept anticipated
expansion of the existing facility rather than an unrelated use proposed
by a different owner. In order for the two uses to compliment one
another, and to produce the least amount of traffic conflict along the ,
east frontage road, the two owners are encouraged to work together on
a site layout and to share building plans. This may be difficult if
Budget Mart has not started to anticipate what its expansion will
entail.
Development of the East Farmington neighborhood and accompanying
population growth will assure that business development along Trunk
Highway 3 will serve neighborhood convenience shopping needs rather
than become a continuous strip of unrelated commercial uses oriented
to through traffic from one end of town to the other.
Recommendation
Forward a recommendation of approval to the City Council expanding the
business node created by Budget Mart. Advise the applicant that a
site plan with fully developed landscape treatment will be required
as part of the permitting process.
b. 7:15 P.M. - Variance request from the First National Bank to
reduce existing off street parking ratio to accommodate
a 2700 square foot expansion
The proposed expansion of the First National Bank will shift some
existing on-site parking spaces but will not actually expand the
amount of parking to accommodate the addition. Currently, the Zoning
Code requires one off-street parking space for each 250 square feet of
floor space, except in the B-2 Business District. This would mean that
25 off-street parking spaces would be required for any bank not located
within the downtown. Because the bank is within the downtown, no
off-street parking spaces are required. This was not recognizedwhen
the variance application was received, as there was some discussion about
the possibility of using unused space within the Premier Bank parking
lot. The ordinance does allow for parking spaces on lots other than
those containing the principal use.

FEBRUARY 14, 1995
1. Chair Schlawin called the meeting to order at 7:00 P.M. .
Members Present: Gramentz, Schlawin, Strachan, Thelen.
Members Absent: Harmelink (arrived at 7:05 P.M.)
Also Present: City Planner Tooker.
2. Chair Schlawin asked for comments on the minutes January 10th. MOTION by
Thelen, second by Gramentz to approve the minutes of January 10, 1995 as
distributed. APIF, MOTION CARRIED.
4 3. Chair Schlawin opened the public hearing advertised for 7:00 P.M. as
requested by Susan Poirot to rezone the lot immediately north of Budget Mart on
the east side of Highway 3 approximately 700 feet north of Maple Street from
R-3 to B-i to accommodate an animal clinic. The request conforms with the
Draft Comprehensive Plan of 1990 which indicated an expansion of Budget Mart.
This is a different request in that there will be two different uses at this
development node. However, it would be the objective of the staff to provide
enough input on site planning to minimize traffic confusion and facilitate
landscaping. (Member Harmelink arrived.) There were a series of questions
from the Commission members regarding adjoining land use, hours of operation
and the design of the proposed building. Ms. Poirot indicated that she has
done little to narrow down the architectural options, however, she does believe
that the long side of the proposed building should be perpendicular rather than
parallel with Trunk Highway 3. MOTION by Gramentz, second by Thelen to close
the public hearing. APIF, MOTION CARRIED. MOTION by Strachan, second by
Harmelink to recommend to the City Council the approval of the rezoning of the
vacant parcel immediately north of Budget Mart from R-3 to B-1. APIF, MOTION
CARRIED.
4. The Chair opened the public hearing advertised for 7:15 P.M. as requested
by the First National Bank for a variance to the parking requirements of the
zoning ordinance. As the ordinance is currently written, the existing building
and the proposed addition would need 25 off street parking spaces if it were
located in any business district but the downtown. The downtown was exempted
from parking requirements in anticipation of public parking facilities. The
bank, in providing 19 spaces, is very close to the number that would be
required elsewhere. The City staff has suggested a reorientation of two spaces
on the west side of the lot to allow better maneuverability in a relatively
tight area of the site and to eliminate 9' feet from a curbing designed to
protect the drive up teller lanes but which contributes to an unnecessarily
restricted access to the west end of the parking lot. Members were interested
in knowing if the bank could accommodate the requested changes, including
improved landscaping, in the site plan. City Planner Tooker indicated that
these items have not been discussed but that he would negotiate the issue if
the Commission agreed in general with the objectives outlined. MOTION by
Harmelink, second by Thelen to close the public hearing. APIF, MOTION CARRIED.
MOTION by Strachan, second by Harmelink to approve, in concept, the
improvements to the bank and for the City Planner to work with the applicant on
improved landscaping and a modified parking layout. APIF, MOTION CARRIED.
