Attachment#1 is a copy of the City's annual "Survey of Sewer Use Data for 1995", which has been submitted to the Metropolitan Council Wastewater Services (MCWS, formerly MWCC). The City added 3.61 miles to the sanitary sewer system in 1995, bringing the total miles of sanitary sewer to 32.39 miles (a 10% growth). It is estimated that the City provides sanitary sewer service to 8,000 citizens as of January 1, 1996. Attachment#2 shows the growth in the sanitary sewers since 1986. Attachment #3 shows the annual sewer flow since 1971. The City's MCWS metered sewer flow for 1994 was 364,000,000 gallons, which compares to 445,700,000 in 1993. The 1995 average daily sewer flow was 1,997,000 gpd, which compares to an average 1994 water use of 1,200,000 gpd (20% reduction in sewer flow). Attachment#4 is a graph which shows the monthly flow for the City as recorded by the MCWS. Note the significant drop in August of 1996 which is a result of the Prairie Waterway construction and abandonment of the Henderson lift station. The MCWS and MPCA have noted the City's success. 1995 was the second time in ten or more years that the City did not have to bypass sewage following significant rainfalls. This attests to the success of the Sump Pump Program. The City completed its Sump Pump Inspection Program in 1995. Attachment #6 is my update letter which outlines the benefits the City is receiving from its I/I reduction program. Another significant sewer project that was undertaken in 1994 was the Pine Knoll improvement project which will eventually provide sanitary sewer service to an estimated 100 homes that had previously utilized on-site disposal systems, and will help reduce the potential pollution of ground water due to failing systems. Currently, the City has 155 on-site septic systems. The Pine Knoll project has helped reduce this to an estimated 117 systems located in the rural areas of Farmington. The City won two 1995 League of Minnesota Cities awards for the Sump Pump Discharge Elimination Program and the Prairie Waterway. The trend for lower sewage flows should continue into 1996 as the City continues its work plan outlined in the 1993 Facilities Plan. I will be presenting-a detailed report on sanitary sewer flows in 1995 at the next Council meeting (3/4/96), however, I wanted to share the good news! • Attached is a letter I received from Don Bluhm at Metropolitan Council Wastewater Services. This letter indicates the City's 1995 sewer flows around 364 million gallons. The City's wastewater treatment billings for 1995 were based upon an estimated flow of 450 million gallons. This means that the City has received great benefits from it's I/I programs. A deduction of sewer flows of 86,000,000 gallons was the result. This represents an estimated credit of$103,200 for 1995 flows. Attached is a graph showing the City sewer flows from 1992 through 1995. This graph indicates the high sewage flows in 1992/1993 with significant reductions in 1994 and 1995, during which the added over 600 homes. The sewer flows in 1994 represented a drop of an estimated 100 million gallons of sewage flow from 1994. This was largely due to Phase I and II of the Sump Pump Discharge Elimination Program. This represents a savings in avoided costs of$120,000. The MCWS provided the City with a credit of approximately $60,000 for 1994 flows. In 1995, the City has seen an additional reduction of 86,000,000 gallons of sewage flow. This will result in a credit of approximately $103,000.00 If the total avoided cost for 1995 is reviewed, the City has received a benefit of up to $223,000.00 in avoided costs from a reduction of I/I in 1995. The reductions in 1995 are associated with the completion of Phase III of the Sump Pump Discharge Elimination Program, the construction of the Prairie Waterway Phase I and it's effects on stabilizing ground water levels and the S.E. Sanitary Sewer Trunk System including the elimination of the Henderson Lift Station. The City outlined an aggressive I/I reduction program in it's 1993 Facilities Plan shown in the attached table. To date, it is estimated that the City has avoided sewage treatment costs of approximately $343,000.00 through the implementation of these programs. The City of Farmington will continue to receive these types of benefits in years to come due to the success of these programs; 1) Sump Pump Discharge Elimination Program 2) S.E. This RFP was sent to various local solid waste haulers by invitation only. It was sent to the following: 1. Dick's Sanitation 2. Mendota Heights Rubbish 3. Knutson Services Attached you will find the tabulation of RFP's received and the RFP submitted by Dick's Sanitation. The City council had decided to revise the commercial recycling program in 1995. The City was ready to stop providing the commercial recycling services in December 1995 due to the cost of replacing a rear load packer(est. $85,000+/-) and the apparent fmancial support of commercial recycling programs through the residential solid waste operations. This implementation was stopped due to information provided by Dakota County Department of Environmental Services. Local regulations require that the mixed municipal solid waste (MSW)hauler must provide recycling opportunities to its customers. It is the City's intent to continue providing MSW service to these commercial customers, as outlined in the City Code. Therefore, it is necessary for the City to provide recycling opportunities to the customers. Part I - Commercial Recycling the City will be able to meet the intent of the local regulations by entering into the agreement with Dick's Sanitation for commercial recycling services as outlined in the RFP-Part I. The commercial customers will have the option of utilizing the City Contract and/or deciding whether or not recycling is affordable and the right thing to do. I would anticipate that some commercial customers may elect to stop recycling and place their waste materials in their 300 gallon MSW containers. This option is available for the commercial customers. I believe this may occur due to the fact that currently the commercial customers receive their recycling services at no cost. This will change as outlined in the RFP-Part I,with costs ranging from $14.00 up to $212.50/month . Commercial recycling will cost$15,370.80/yr. in the future under Part I of the RFP. It is my recommendation that the City Council accept the RFP and direct staff to prepare a contract with Dick's Sanitation for commercial recycling services -Part I. The Council should also direct staff to conduct an informational meeting with the affected commercial customers. The agreement with Dick's would be presented to the Council at a future meeting. I would like to implement this change by April 1, 1996. Part II - Future Accounts Part II of the RFP outlines the unit prices that will be utilized to offer recycling services to new commercial accounts. These unit prices will be incorporated into the agreement with Dick's Sanitation for commercial recycling. Part III - Cardboard Recycling The City Council will need to review the commercial cardboard recycling services utilizing the centralized system- Part III of the RFP. Attached you will find my memo dated November 16, 1995,which outlines my recommendation for the City to continue providing these cardboard recycling services utilizing the existing cardboard cages and the multi-tech hooklift truck. The City can provide these existing services at no cost to the customers. The sale of cardboard will provide enough revenue to cover the City's current manpower and equipment costs. • If the City Council chooses to enter into an agreement with Dick's Sanitation for these cardboard recycling services,the commercial customers will be billed$2496.00/yr. for Part III. I do not believe that the customers would be happy to pay this additional cost when the City can continue to provide this service at no cost. This directive was intended to do the following; 1) Secure bids for contracting with a private hauler to do residential recycling collections. 2) Eliminate commercial recycling done by the City. 3) Eliminate commercial accounts that can't be serviced by the automated trucks. To date, the City has contracted with Lakeville Sanitary, Inc. for residential recycling collections. This contract was implemented on October 1, 1995 and will be in effect for three years. This completed the first part of the Council's directive. There was an attempt to eliminate the City's commercial recycling services prior to October 1, 1995, however, the project did not get implemented. The City's commercial customers were notified that changes to the commercial recycling would be implemented soon. The City is now in the process of eliminating the commercial recycling services. The attached meeting notice was sent to various commercial customers advising them of a meeting scheduled for November 16, 1995, at 10:00 a.m. at City Hall. Also attached is the mailing list of customers which may be affected by eliminating the City's commercial recycling services. It is my recommendation that the City Council approve discontinuing these commercial recycling services effective after December 1, 1995. Commercial customers can secure these services on the open market through private vendors. The type of services that will be discontinued by the City are as follows; 1) Collection of hazardous wastes. 2) Collection of waste lumber in 8-10 cubic yard dumpsters. 3) Office paper collection. 4) Collection of large quantities (containers 30 gallons or larger) of glass, plastic and aluminum/tin containers from restaurants and food services. 5) Cardboard collections utilizing the rear load packer. (see attached list) It is my recommendation that the City Council approve the continued cardboard recycling by utilizing the cardboard cages and the multi-tech truck. This method of service is more cost-effective than the rear load packer and it should be continued as it currently exists. It also provides a method of recycling that helps keep the downtown and Benedict Plaza area clean. I am recommending that the Council approve the continuation of this method of cardboard recycling because it is cost effective. The City has made arrangements to receive revenue from the sale of cardboard. Currently, 6000 pounds of cardboard per week is being recycled with the cages. The price for cardboard has ranged from $30/ton to $100/ton in 1995. This has the potential of providing $90 to $300 per week • in revenue to fund the service. The cost of providing this service with cardboard cages has been estimated at $77 per week by Wayne Henneke, Finance Director. This service is clean and cost effective and it is in the City's best interest to continue it. The current solid waste staff has been providing this service since October 1, 1995 without problems. It is my recommendation to allow the exemption to the City code for the collection of recyclable materials as allowed in Section 7-1-2 (E), which is attached. This recommendation only applies to commercial recycling collections in containers 30 gallons in size or larger. The City will continue to provide recycling services for all other customers through it's recycling contract with Lakeville Sanitary. The bank currently provides this service to its customers through a clearing house and their is a charge for this service. Currently, the Bank is checking into providing this service in-house instead of using the clearing house. If they decide to provide this service, Mr. Thom stated it would be at no fee to the City. The problem the City has in participating in this type of payment arrangement is the City must provide the Bank a 3 1/2 inch diskette with the accounts and the amounts to pay after each billing. LOGIS does not have this capability in their present system but plan on providing it late 1997 or early 1998. I will keep you informed when I receive more information. Broadcasting Council Meetings on Cable I contacted Lisa Washa, Marcus Cable, about broadcasting the Council Meetings. She stated the channel capacity is full therefore currently the City can not have its own dedicated channel and Council Meetings cannot be broadcasted live. What the City can do is video tape its meeting and broadcast it on the public access channel several time between the meeting date and the next meeting date. Before the City could broadcast the Council Meetings the City would need to: * Check out the esthetics of the background. Making sure that its not to dark or to light. * Buy video equipment, lighting, audio mixer Marcus Cable will allow the City to check out equipment when it is available but the person checking it out must be trained to operate the equipment. They will provide basic training in operation of equipment. They will also train people to edit the video. Lisa Washa stated the City would be looking at a minimum of$30,000 to $50,000 to start broadcasting its meeting on the public access channel. Wayne E.
