The City received four Minnesota Twins tickets to the game with the
Cleveland Indians, May 28, 1993 . The tickets were received from
Budget Oil Company for our loyal patronage in 1992 .
It is recommended to authorize a drawing. Two city employees would
be selected to receive two tickets each for the game.

DATE: APRIL 28, 1993
Attached is an Appliance Recycling Agreement with Landfill Recovery Systems, Inc.
for Spring Clean Up Day. Landfill Recovery Systems has successfully handled the
appliance recycling in the past.
It is recommended the agreement be approved.

APPLIANCE RECYCLING AGREEMENT
between
CITY OF FARMINGTON and
LANDFILL RECOVERY SYSTEMS, INC.
This agreement between the City of Farmington (Owner) and Landfill Recovery Systems. Inc.
shall establish a mechanism for the collection and processing of household appliances collected at
Dakota Electric Association, 4300 220th Street W., Farmington, Minnesota on Saturday, May 15,
1993, and processed at Landfill Recovery Systems. Inc..
The household appliances to be collected and processed will include, but not be limited to,
washers, dryers, stoves, refrigerators, freezers, microwaves, furnaces, water heaters, air
conditioners, trash compactors, garbage disposals, dishwashers, humidifiers, and dehumidifiers.
The appliances shall be collected in a "square" (non-compacted) condition.
Landfill Recovery Systems Inc., shall be responsible for the collection of household appliances from
the designated location upon receipt of a notice from Owner.
Landfill Recovery Systems Inc., shall be responsible for the safe removal of the PCBs and CFCs in
accordance with the regulation of the Minnesota Pollution Control Agency. Landfill Recovery
Systems Inc., shall secure and maintain all permits and approvals required to process appliances.
Landfill Recovery Systems Inc.,will provide to the Owner prior to the execution of this
agreement, certificates of insurance (including hazardous waste coverage) and Hazardous Waste
Licenses.
Owner shall pay Landfill Recovery Systems Inc.,the amount of $7.00* for each household
appliance collected and processed. Landfill Recovery Systems Inc. shall complete and return
Attachment A to the City of Farmington no later than June 15, 1993.
Landfill Recovery Systems Inc.,shall invoice the Owner. Owner shall pay Landfill Recovery
Systems Inc.,within thirty (30) days of the invoice date.
Landfill Recovery Systems Inc.. shall indemnify and hold the Owner and its employees harmless
from all claims, demands and causes of action of any kind of character, including the cost of
defense thereof, resulting from the acts or omissions of Landfill Recovery Systems Inc.. or other
organization's receiving benefit from the funds or items exchanged relating to the activities
conducted under this agreement.

SUBJECT: PUBLIC WORKS PERSONNEL
DATE: APRIL 28, 1993
The Public Works Department has an unfilled position on the Street and Utility
Crew. This position is funded in the 1993 Budget at the midpoint level. Wages
for the position range from $23,940.80 (entry level) to $28,662.40 at midpoint.
This position has been unfilled since Mardell Halstead left the City's employment.
Attached is a job description for this Maintenance Worker I position. It should
be noted that the Department is stressing the need for strong mechanical aptitude
in this position as outlined in Item #4 of the Job Description. The primary objective
of this position is to perform preventative maintenance and minor repairs on all
Department owned vehicles, machinery and mechanical equipment. This position
will also provide manual labor as required to provide timely and efficient general
maintenance services to all phases of the entire Department's operations (i.e.
streets, sewer, water, etc.) .
Attached is a copy of the advertisement for this position. This ad will be posted
at various locations within the City's department's to seek applicants from existing
City staff per the union contract. After the required posting, the job will be
opened to the public if no qualified applicants are found on City staff. I am
asking for Council authorization to advertise for this position.
It should be noted that this position has been funded for the entire year. Since
I do not anticipate hiring before June 1, 1993, the Department has some funding
available which has not been utilized from January through May. I would request
that the Council authorize a budget adjustment of these funds from regular salaries
to part time salaries to give the Department the option of hiring additional help
as needed. If approved, the budget adjustment will be brought to the Council
at the May 17th meeting for approval.
Hiring this full time position will bring the Street and Utility crew to it's
budgeted staffing level, excluding part time help which will be hired soon.

POSITION DESCRIPTION
POSITION: MAINTENANCE WORKER I
PURPOSE AND SCOPE:
Operates equipment and performs labor in the maintenance of streets, water
lines, sewer lines and City properties .
RELATIONSHIPS:
Reports to: Street and Utility Foreman
SPECIFIC RESPONSIBILITIES:
1 . Operates light and heavy equipment in the removal of snow from City
streets and roads .
2 . Operates light and heavy equipment or performs manual labor in the
repair of water distribution or sewer collection systems.
3 . Operates equipment or performs manual labor in the repair of streets,
removal or planting of trees, or a variety of other general service
tasks .
4 . Performs routine maintenance and service on departmental equipment, and
makes other repairs as assigned.
5 . Works on the sanitation crew as assigned.
The above statements describe the principal functions of the job identified
but shall not be construed as an exclusive listing of all the work
requirements that may be inherent in the job.
Minimum Qualifications
High School Diploma. Class "A" Driver' s License. Strong mechanical
aptitude.
MAINTENANCE WORKER
City of Farmington (pop. 6500) a growing southern metro city, located 25 minutes
south of Mpls/St. Paul, is accepting applications for the position of Maintenance
Worker in the Public Works department. Position is responsible for general main-
tenance duties as they relate to streets, sewer and water utilities. Salary range
is $23,927 to $28,655.
Minimum Qualifications: Class "A" driver's license and high school diploma or
GED. Previous experience with municipal public work is desired. Good mechanical
skills are required for preventative maintenance and minor mechanical repairs
to the department's equipment.

SUBJECT: CULVERT REPAIRS - T.H. 50 AND 10th STREET
DATE: APRIL 28, 1993
Following the heavy rain in September, 1992 and the spring thaw of
1993, concern was raised over the poor drainage of the T.H. 50 ditch
(north side) in the area between 9th and 10th Streets. In response
to the concerns, I contacted MnDOT. MnDOT agreed to complete a
survey of the north ditch. Attached is a plan/profile of the area.
You will note that the drainage problem is attributable to the culverts
under 10th Street and the driveway to 1001 Ash Street, owned by
Mr. Robert Nerud. I have discussed the culvert with Mr. Nerud. I am
proposing to delay the culvert under this driveway to improve the
drainage. It is proposed to do this work in the Summer of 1993,
utilizing the City Crew. The bituminous driveway will be sawcut
to provide access to the culvert. The existing culvert will be salvaged
and/or replaced if needed through the Public Works Department budget.
The final grades for this culvert will be as shown on the plan. This
will improve the drainage. It is proposed that the cost of this work
will be through the Public Works Operating Budget. No costs will be
incurred by Mr. Nerud.
No Council action is needed. The intent of this memo is to inform you
of the plan.

Council Meeting.
Modifications made to the labor agreement included:

Attached is a suggestion for an arrangement of chairs for the Council
room. This plan would seat 60 people in the audience. We feel we
could add one more row of chairs which would bring it to 70 chairs.
I also suggest that a free standing lectern be placed near the Council
table so that audience members may address the Council from a specified
location with a microphone. This would improve the quality of .the
recorded tapes.
The sofas, tables and lamps could be sold in the upcoming auction,
or used in other areas.
