Volunteer Minnesota Valley ABE Project serves adults in five Dakota County school districts Organizer who wish to complete high school, brush-up on reading, writing, math skills or Sharon Heikkila learn English as a Second Language(ESL). During the last year,from May 1, Diploma 1992-May 1, 1993, the project served 1,500 adults at 13 class sites located Lead Teacher throughout northwestern Dakota County. Randolph Rosemount - Sincerely, Apple Valley - Eagan C� � 4c&t` Claudia Kinville Public Relations 7800 WEST COUNTY ROAD 42 • APPLE VALLEY, MN 55124 . 431-8316 PROCLAMATION MINNESOTA VALLEY ABE PROJECT ADULT LITERACY WEEK SEPTEMBER 27 - OCTOBER 3, 1993 WHEREAS: One in five Minnesotans cannot read; more than 15,000 adults over the age of 25 in Dakota County have not finished high school; many more are functionally illiterate--or functioning below a ninth grade level in math, reading, writing skills and require English Literacy Training; and WHEREAS: Many new Dakota County residents are immigrants from China, Iran, Laos, Vietnam, Cambodia, Thailand, Afghanistan, Japan, Yugoslavia, Russia, Venezuela, India, Honduras, Korea, Brazil, Hong Kong, Palestine, France and other countries, and need to learn English as their second language; and WHEREAS: The future requires a work force that has learned how to learn: by the year 2000, 65% of jobs will require education beyond high school, and only 4% of new jobs can be filled by people with the lowest skills; and WHEREAS: Education takes place within communities whether at home, at work or at school, beginning in infancy, fostered by literate parents, and continuous throughout a lifetime of change and growth; and WHEREAS: Adult learners bring with them life experiences, needs for childcare, easy access to sites, free or low cost classes, and a yearning for success within their communities; and WHEREAS: Minnesota Valley ABE Project is a consortium of Community Education Departments of school districts 191, 192, 194, 195 and 196 which provides free classes to adults, 16 and older, who are not currently enrolled in school; and WHEREAS: Minnesota Valley Adult Basic Education Project educates adults for success in jobs, families, and personal lives. The School for Adults offers classes for adults wishing to finish high school; improve English language skills, to' enhance skills in reading, writing and math; and to provide family learning opportunities; NOW THEREFORE, I, Eugene Kuchera , Mayor of City of Farmington___ do hereby proclaim September 27 - October 3 as ADULT LITERACY WEEK and urge all citizens of Farmington _N to promote literacy in their area by either attending classes themselves, or referring individuals to classes; and by eliminating barriers which may prevent adults in this community from achieving their learning goals. At the August 24, 1993 Dakota County Board meeting, Ordinance 110 was passed including the following sections regarding compostable yard waste bags, effective January 1, 1994 - 1) Dakota County residents may only place yard waste for collection in compostable bags or in reusable containers; and 2) Solid Waste haulers shall only accept for collection in Dakota County yard waste which has been placed in compostable bag or reusable container. Materials shall be placed in the proper containers unless otherwise specifically exempted by the Public Works Director. Because of the variation in volumes, the Public Works Director shall determine the size and style of containers. 4. The following items are determined as recyclable materials: a. Newspaper b. Colored glass c. Clear glass d. Office Paper e. Computer paper f. Food/beverage cans g. Corrugated cardboard 5. Recyclable Materials shall be prepared in the following manner: a. Newspaper - Bundle with twin or place in paper bag. b. Glass - Caps removed, rinsed, drained and separated by color. c. Beverage/Food Cans - Rinsed and drained. d. Office/Computer Paper/Corrugated Cardboard - Because of the variation of volume and density of these materials, the Public Works Director shall determine the method of preparation. 6. Placement of containers shall be determined by the Public Works Director. 7. Because of the limited volume of recyclable materials produced by certain commercial accounts, the Public Works Director may refuse to collect certain recyclable materials. The Director shall report all refusals to the City Council. 8. Exemption: Upon recommendation of the Public Works Director, the City Council may license a private hauler, public agency, service organization, or individual to collect or convey recyclable materials within the City. V. YARD WASTE COLLECTION A. Residential collection is provided by the City on a 1 time per week basis on the same day as MSW/Recyclable collection. B. Containers shall be provided by the owner and may only be compostable bags (effective 1/1/94), 39 gallon maximum. C. The City will only collect compostable bags (effective 1/1/94) with daily stickers. This area serves as a route for children walking to the school. The City Council would have to initiate an improvement project to install this one block segment of boulevard walks. These improvements would be assessed to benefited properties. I do not feel that the City would have time to initiate an improvement project for the 1993 con- struction season at this time. It is my recommendation that no action be taken by the City at this time. This improvement project should be added to the 1994-1999 Capital Improvement Project list in the 1994 budget. The City will be reimbursing Landfill Recovery Systems Inc. for the following miscellaneous expenses; 1) $7.00 per appliance 2) $15.00 for microwaves and appliances These expenses amounted to $401.00 at the Spring Clean Up Day. Landfill Recovery Systems Inc. will be providing the City with the following; 1) Hazardous Waste Generators License 2) Hazardous Waste Transporters License 3) Documents and Invoices identifying the number and weight of appliances, metal and automobile batteries collected, and where the materials were disposed of. 4) Certificate of automobile insurance.iNgo uncil action is required on this matter. It is recommended the Council set a workshop date, preferably in late September or at the next regular Council meeting. Tom Kaldunski will contact Water Board members for open dates on their schedules. I have attached a memo from Tom relating to recent Water Board actions. It should be noted that under this rate an average bill (2. 83 person household at 80 gallons per day per capita) would be approximately $30. 12, which is a slight increase in rates. As noted in Tom' s memo, the rates were set before the study was completed. I feel the 80 gpd is extremely conservative, but without any past history of meter use in Farmington, it is difficult to estimate usage until residents have had the time to adjust to metered rates. Tom, Glenn Cook, Wayne and I met to finalize the water rate study and will meet on September 16th to complete the sewer study. The draft report should be available towards the end of the month. i, _ ,iii-, i ; 47.1 Larry Thompson City Administrator cc: file Wayne Henneke Tom Kaldunski Water Board MEMO TO: LARRY THOMPSON SUBJECT: WATER RATES AND METER INSPECTIONS DATE: AUGUST 26, 1993 This memo is intended to inform you that the Water Board has established it's new rates for water use. The Board reviewed the Draft Study prepared by B.R.A.. I had recommended that the Board wait until the study was completed. A meeting to discuss the rate study was scheduled for today with you, Wayne Henneke, Glenn Cook of B.R.A. and myself. The Water Board passed a motion to establish the following rates; 1) Basic fee - $8.50/quarter 2) State Testing - $2.00/quarter 3) Metered Water Usage a) $ 0.95/1000 gallons up to 25,000 gpd b) $1.10/1000 gallons 25,000 + gpd The higher rate was established to correspond to the MPCA definition of a "Wet Industrial User". The effective date was not mentioned in the motion. The discussion indicated that the rates would be effective when the City wide metering is implemented. The deadline for meter installation is October 1, 1993. It could be assumed that the new rate would be effective for the last quarter of 1993, which is billed 1/1/93. In addition, the Water Board has established a rate for customers that have not installed water meters by the 10/1/93 deadline as follows: a) Base fee - $8.50/quarter b) State testing fee - $2.00/quarter c) $75/quarter for water consumption TOTAL OF $85.50/quarter This was done to encourage customers to install the meters before the deadline. In addition, the Water Board has determined that customers that have not install the meters by 10/ 1/93 will be required to pay for the meter ($69 ±) in addition to the $35.00 fee for meter horn and inspection. The Water Board has taken these actions by motion and they are part of their record. I have been instructed to inform the residents that have not collected the meter for installation of these terms. A letter will be drafted soon. • It is estimated that 525 customers have not received their meters to date. The City has inspected approximately 600 meter installations to date. I do not know how many inspections have been done by the plumbers via the agreement. It is estimated that there are 2100 customers. The Water Board has decided to hire Mark Williams to assist in water meter inspections. He is to be a temporary worker (to 10/1/93) for the Water Board. I am preparing an implementation plan.
