SUBJECT: VENTILATION AT PUBLIC WORKS SHOP
DATE: OCTOBER 1, 1993
The City will be receiving bids for this project on October 4, 1993 at 2:00 P.M. .
Upon receipt of the bids, I will prepare a tabulation and recommendation to be
presented to the Council at the Monday night meeting. It is my recommendation
that this item be pulled from the Consent Agenda for discussion.
A financial review of the funding is being prepared by Wayne Henneke, Finance
Director. Wayne was unable to complete the review at this time due to illness.
It will be presented to the Council at the October 4th meeting.
The rest of this memo is intended to provide background information to the Council.
In the Spring of 1992, I received a complaint from Jerry Bauer, Street and Utility
Foreman, regarding the ventilation at the shop. This occurred while work was
being done on a solid waste truck. It was noted that the concentration of fumes
did not meet OSHA standards and open doors provided inadequate ventilation. Attached
is a policy that was prepared to address the shop ventilation until improvements
to the shop were complete. Hoses were to be placed on exhaust pipes to direct
fumes outside and the air was to be monitored with gas detecting meters.
A preliminary quote for a ventilation system was received in May of 1992 with
an estimated cost of $5000. This amount was placed in the 1993 budget to do
the installations.
Because of the Union's concern with the OSHA standards, the City decided to hire
an architect to ensure compliance. This contract was made in March of 1993 and
the architect gave the proposal to the City in April. It became apparent at that
time that the $5,000 budget was not adequate for the ventilation improvement.
It would cost the City $2,400 for architectural services. Several CIP items were
placed on hold to help fund the ventilation project because of the high priority
given to it. The architect was given the go ahead to prepare plans and specifications
and secure quotations for the work in August. The architect held several meetings
with the City staff at the shop.
The architect supplied the City with a costestimate on September 9, 1993 indicating
the ventilation upgrade would cost $22,500.00.
I prepared a preliminary budget for funding this project in my September 15th
memo. Wayne will present his funding proposal at the meeting.
Attached is a list of contractors that the plans and specifications were sent
to requesting bids. -

SUBJECT: FUMES IN SHOP
DATE; AUGUST 6, 1992
On July 30th, I received a call from the Union Business Agent, Nola Profant, regarding
a complaint on fumes from engines running in the shop. I am requesting that an Initial
Incident Report form be completed for documentation as soon as possible. The complaint
revolves around the use of the new power washer and garbage trucks. Prolonged operation
of these types of engines in confined areas of the shop can lead to safety and health
hazards. Common sense-must be utilized.
On August 3rd, a meeting to discuss this topic was held between Jerry Bauer, Ben Klotz,
Russ Matthys and me. As a result of that meeting, the following guidelines are to
be followed:
1. The new pressure washer shall be properly vented and/or used outside when in use.
2. All vehicles that are left running for an extended length of time while in the
shop area shall be property vented, through the hoses provided, to the outside
in a manner which prevents the build up of fumes within the building. Jerry Bauer
is making arrangements for the hose purchase.
3. Air tanks on vehicles equipped with air systems are to be filled with the compressor,
rather than allowing the vehicles to idle in the building to fill the tank.
This topic will be discussed in more detail at the next Department meeting. Contact
your Foreman or Supervisor if you have questions.
I have requested that a shop ventilation system be included in the 1993 Budget.

MEMO TO: JERRY BAUER
SUBJECT: MONITORING OF FUMES
DATE: AUGUST 26, 1992
I am aware that you had set up the Department's new gas monitoring unit on August 25,
1992 in the City shop. This was apparently done to continually monitor fumes at the
shop while the Solid Waste Foreman was working on the Rapid Rail truck in conjunction
with the weight based system. Solid Waste was following the new City policy.
I am directing you to submit a written report of your findings during this monitoring.
I want the report submitted by Friday, August 28, 1992. The monitoring was initiated
for the safety of the Department's personnel.
Since you initiated this monitoring while vehicles are being run in the shop, I am
requiring that you submit a written report to me whenever this monitoring is done.
I must point out to you that several instances of vehicles (such as the skid steer
and trucks) running in the shop have been reported, without the monitoring of fumes.
I feel that it could be perceived that you monitored fumes on August 25th to harass
Solid Waste operations. That would not be considered acceptable behavior. I am directing
you to be consistent in your monitoring.

The 1993 Budget has set aside funds for improvements to the ventilation at
the City shop on First Street. In order to ensure that these improvements
meet all applicable codes, I have contacted Bob Russek, an architect from Bonestroo,
Rosene and Anderlik.
Attached is a copy of the proposal for Mr. Russek's services. The billing
rate is $60.00 per hour at 40 hours = $2,400. I recommend that the City Council
authorize this work. I have discussed this with Administrator Thompson and
he concurs. Mr. Russek will be working closely with staff to determine the
needs upon receipt of authorization to proceed. I will present his recommendations
upon completion.

Dear Mr. Kaldunski:
It has been almost one year since the union first brought to the City's
attention the problem of no ventilation system in the Public Works
Garage. I understand there was money set aside for this project in
the 1993 city budget. During my last conversation with you I was
told an architect was hired for purposes of a recommendation on the
ventilation system for the city garage. I want to stress my concern
to you, this needs to be acted on now it can wait no longer. The
employees are complaining and with very good reason this is
unhealthy for them. We have been patient but we are now in the
second half of 1993 and this should have been one of the City's top
priorities when it was first brought to your attention. I would
appreciate a written response updating the union on how this
problem is being addressed by the City of Farmington.

Dear Ms. Profant,
This letter is a follow up to your letter dated June 15, 1993 regarding the
status of the above project. Attached you will find a copy of my memo to the
Council recommending that an architect be hired following Council approval at
the June 21st Council meeting.
In anticipation of Council approval, I scheduled a meeting with the architect
for June 24, 1993 at 9:30 A.M. . This meeting will take place at the City shop.
The Street and Utility c==w has been invited. I have also asked Ben Klotz to
attend because the solid waste crew may be using this facility when other facilities
become available. The crews will be involved in providing input on the project.

Dear Tom:
We have completed a Schematic Design for the addition of a ventilation system for the above
referenced project. We have prepared the enclosed floor plan which outlines the scope of.the
work. The work will include the following:
I. Addition of a direct—fued gas make—up air unit for the maintenance shop.
2. Addition of a general exhaust system for the mainteaaec a shop.
43. Addition of a. Addition of an exhaust systemt for the vehiclestem for the storaicege
alta.in�maintenance shop.
Supplemental heat was not added for the vehicle maintenance area other than to heat the
make—up air to 6SF.It is asawned that the existing heaters would be adequate to heat the
space. No heat has been included in the vehicle storage area. Operation of the required
exhaust system in this area would bring untempered outside air into the room.
A gas fired unit heater could be installed in the vehicle storage area to heat the space to 45F
as requested. In addition,the existing heaters in the vehicle maintenance area could be
replaced with new equipment. These items are included below as options. It should be noted
that the existing building has no wall insulation and poor roof insulation. The operation of
heating systems will produce relatively high operating costs without upgrades in the building
envelope. You may want to review the code implications of adding heat to an uninsulated
building.
We estimate the constructive costs as follows:
Ventilation Upgrades $22,500.00

The City has agreed to pay B.R.A. "not to exceed" $2, 400 to prepare
plans and specifications for the ventilation project. I had requested
that the plans and specifications and quotes for the work be completed,
however, that has not occurred to date. I have been informed that
the plans and specifications will be completed by Friday, September 17th.
Quotes will be solicited for the ventilation only with a submittal
date of September 28th. The quotes will be brought to the October 4th
Council meeting for award of the work. This item can be pulled from
the September 20th agenda.
I have reviewed the funding for the project with ventilation being
the #1 priority. I reviewed the following funding sources with Wayne.
Wayne will review the budget to finalize the funding for the October 4th
meeting.

Subject.: Casey's 'General Store on CSAH 74
Dear Mr. Thompson: •
I view of comments apparently matte to the Farmington Planning '
Commission, T am writing to clarify Dakota County's position'
regarding the proposed 'Casey's •development. The County. Highway
Department recommend that the City require (1) elimination of '
the access to CSAH 74 and (2) 50 feet of highway right of way •
north of the CSAR 74. centerline. See the attached copy 'of my
September 29, 1993 latter. •
The lot frontage along CSAH 74 is: too short to allow for any
driveway opening. The proposed. use change with a driveway onto '
CSAH 74 will produce unacceptable traffic. hazards because of. the
close proximity of the' Third ,Street intersection.
The County has no jurisdiction over .a building permit and ,zoning •
issue. We believe the City can require the developer to provide
needed right of way for the joint City/County upgrading of CSAH '
74 proposed fox' 1994 construction and eliminate the access to
CSAR 74' when granting conditional use permits or zoning changes..
If the City allows development. without providing for adequate
right of way and access control, the City and County Will need to
' consider joint purchase ,of the needed right .of way and the
prospect of paying damages to close the existing driveway,
rpxovidinq. direct access .to CSAH 74.
