The basic policy is unchanged from the originals. Minor changes were done as follows; Page 2 - • A. Primary operators and phone numbers updated due to new employees. • Zone 8 has been added due to new snow plow to be delivered by mid-December, 1993. • The old Wastewater Treatment Plan site is the snow disposal site until an alternative is secured. Page 6 - • Life Threatening Emergency - Revised to eliminate reference to on-call pager. The Street and Utility Foreman, Jerry Bauer is to be called first. Bill Weierke has been assigned the alternative duty if Jerry Bauer is unavailable. • Updated map with new zones. It is my recommendation that the Council approve the updated policy. Director of Public Works/City Engineer cc: file Larry Thompson Karen Finstuen TJK Jerry Bauer Dan Siebenaler • CITY OF FARMINGTON PUBLIC WORKS DEPARTMENT SNOW REMOVAL POLICIES Revised 10/93 The removal of snow and ice from streets, public parking lots and other areas is an emergency operation that takes precedence over all other work for the Public Works Department, except other emergency situations such as sewer backups, water main breaks and so on. Snow plowing and sanding will begin as soon as practical after it starts snowing. These times will vary due to the uncertainty of when a snowfall begins and how much accumulates. If snowfall begins late in the evening and is forecast to continue through the night, the plows and sanders will begin at 5:00 A.M. and plow until the City is cleared. All other times, the City will sand and plow as the situation warrants. For reasons of public safety, all City snow removal equipment will be put into use during each snowfall. It is in the City's best interest to have a snow plowing policy, but because of variability in the weather, it must remain flexible. Area Assignments The City is divided into zones with a plow and operator assigned to each. Each zone has been assigned priority routes which will be plowed first to provide access within 1 to 2 blocks of most residences. This should allow essential workers to leave for work if they are willing to do any work necessary to reach the plowed access route. These routes will be plowed to provide 2 traffic lanes in the event of snow falls greater than 6". When snow is less than 6", curb to curb plowing will be done. Primary operators and equipment have been assigned to each zone as outlined in the attached schedule. During absences of the primary operators (for vacation, sick leave, other job assign- ments) alternate operators will be assigned as required to keep all fleet vehicles available. It is important that zone and route assignments be carried out as planned, but assignments are not inflexible. Suggestions for improvements are welcomed and encouraged and should be brought to the attention of the supervisor. Zones - Equipment/Operator Schedule (See attached map for zones.) If a primary operator is not available, for whatever reason, an alternate operator will be called in for duty. Primary operators have the option of returning from vacation by notifying the supervi- 1 sor prior to taking leave. A Class C license is required to drive vehicles under 26,000 GWR. A Class A license is required to drive vehicles over 26,000 GWR pulling a trailer. Some priorities are performed simultaneously depending on existing conditions, situations and available equipment. 1. Downtown Zone 2. Parking Lots (Due to Public Safety factor, the following list is NOT flexible) A. Fire/Ambulance Exit Zone B. Police Department Exit Zone C. Downtown Public Parking Lots D. Liquor Store Lot E. Complete Fire Hall 3. Access routes through zones 4. Through streets in all zones. 5. Cul-de-sacs 6. Alleys 7. Hauling snow (when necessary) 8. Overland drainage ways (when necessary) 9. Fire hydrants (when necessary) 10. School crossings (when necessary) There are approximately 25 cul-de-sacs and dead ends in the City which take special techniques to plow efficiently. The Department has established a pattern of plowing toward the end of the cul- de-sac with a final sweep around the perimeter. Because cul-de-sacs do not provide through traffic, they are a lower priority than through streets. In the event of heavy snowfall, the Public Works crew will remove snow piles as soon as practical during the normal working hours follow- ing other clearing activities. Responsibilities Call outs: It is the responsibility of the Street and Utility Foreman to order call outs upon consultation with the Public Works Director, or inform the Public Works Director as soon as practical after 7:00 A.M. if the decision is made in the early morning. The Street and Utility Foreman has full au- thority on call outs in the absence of the Public Works Director. After the decision to plow has been made, the typical call out will be at 5:00 A.M.. The Street and Utility Foreman will contact the Police Department of the call out immediately. The Admin- istration Office will be notified by leaving a message on the answering machine. The Public Works Director will monitor all snow plowing operations to the greatest extent pos- sible. City employees will be able to make contact during operations by phone, radio and/or pager. 3 Vehicle Removal: Upon notification from the Public Works Department that snow removal operations will com- mence at 5:00 A.M., the Police Department is responsible for having all vehicles removed and towed in the following areas by 5:00 A.M.: - 3rd Street from Elm to Spruce Streets - Both City Hall Parking Lots - Post Office - Oak Street from 2nd to 4th Streets - Liquor Store Parking Lot - Senior Center Citizen Concerns/Responsibilities One of the most frequent and irritable problems in snow removal from the public's viewpoint is the snow that is deposited in driveways. It is safe to say that snow is not pushed into the driveway intentionally. There is no known way to keep snow from filling in the end of driveways as the plows pass. The cost to the City of maintaining enough personnel and equipment to clear drive- ways is prohibitive. The City crew will attempt to plow the full width of the street during the initial plowing operation. In order to accomplish this, it is necessary to receive the cooperation of all City residents to eliminate "snow birds". The Police Department will provide a list of snow birds. The Public Works Department will plow snow bird locations promptly after towing. (Towed in 48 hours.) The snow from the streets must go on the boulevard, therefore, the building of obstructions on the boulevard causes increases in costs to the taxpayers due to breakage of equipment and added time needed to complete snow removal. It is necessary that the City maintain a minimum 6-8 feet of clear zone behind the curb for snow storage. It is recognized that residents must be allowed a mailbox within this area. All mailboxes must be located just behind the curb line and/or shoulder of the road and must be of sufficient strength to withstand normal maintenance operations. It is the resident's responsibility to maintain their mailbox. The City is not responsible for repairing mailboxes unless they have actually been struck by the plow. It is also recognized that sod behind the curb may be disturbed during maintenance operations. The City will provide sod for repairs to boulevards damaged by snow plows during snow re- moval. These repairs will be made by the residents in the Spring. The homeowner is responsible for contacting the City to request sod replacement. A list will be kept in City Hall. The City is not responsible for sod damage due to the application of sand/salt. The practice of depositing snow from driveways and walks in the street is prohibited by City ordinance. 4 Accidents During Snow Removal Operations Any employee having an accident of any type during snow removal operations shall immediately notify his supervisor, indicating location and type of accident. If the accident involves personal injury or a vehicle accident, the operator shall remain at the scene of the accident until police arrive. Normally, it shall be the supervisor's responsibility to notify the police. Failure to report accidents can be cause of disciplinary action. In the event of a very minor accident which does not involve a vehicle or personal injury, the supervisor shall determine if the accident warrants notifying the Police Department. This is desired to ensure that the Police Department is not bothered for insignificant things such as bent sign posts, damaged mail boxes and so on. This also allows equipment to continue without unnec- essary delay. A list of all damage must be submitted to the Department Head as soon as possible. Sanding Policy Sanding is started whenever there is a need for it. Sanding typically occurs at intersections, curves, hills and the downtown area. The City must use sand/salt sparingly as it ends up in the storm sewer system and it has to be removed, which is an expensive process. However, the City will sand all that is necessary for safety. The City of Farmington does not have a dry pavement policy so drivers will always have to be careful during winter. The City's budget cannot provide the same level of service as agencies such as MnDOT and Dakota County. The City will attempt to clear snow and ice to the best of its ability. There is only a limited amount of scraping that can be done without damage to the street. The Police Department will assist the Public Works Department in monitoring street conditions. They are to notify the Street and Utility Foreman by phone and/or "on call" personnel via the 24 hour pager (640-0667) of snow and ice conditions needing attention. The Foreman shall be notified by the Police during normal working hours. After hours calls will be via the pager to the "on call" personnel. The "on call" personnel are to contact the Police Department after being paged to discuss the road conditions. If a request for sanding is made (except between 11:00 P.M. and 5:00 A.M.) the "on call" personnel will respond by sanding areas noted previously. This will generally take 2 hours or more. The "on call" personnel can request additional personnel and equipment if the conditions warrant. Only in extreme ice conditions will sanding occur between 11:00 P.M. and 5:00 A.M.. 5 Life Threatening Emergency In the event of a life threatening emergency (such as medical and/or fire response) the Police Department can request that a snow plow escort the emergency response vehicles. The request will be made by calling the Street and Utility Foreman. The Foreman will respond in the fastest possible time. Bill Weierke is designated as the alternate for these responses. The service for these phones is under contract with U.S. West Cellular under the State of Minnesota bid. As a part of that bid, employees of the local government unit are entitled to the same bid prices as their employer. Until now, this has not been an issue. No employee has participated in the program. With recent low prices for cellular equipment there has been interest in employee participation. I have been contacted by a representative of U.S. West regarding financial protection for the City in such cases . As of now an employee may participate with approval of the employer. The employer actually guarantees payment if the employee defaults . In the wake of the recent "Phonegate" , I believe the City should take steps to protect itself from financial liability. U.S . West has provided a sample employee agreement . While this agreement may be further amended, it does provide protection to the City in payment of bills and termination of service. I would recommend adoption of this agreement prior to authorization of employee participation in the Government pricing of cellular phone service. I will give an overview of the weight-based experience since April of this year. The months of May and June were very exciting based upon the success which we experienced with the scale system. The revised scale system that we began to test in March gained our respect and encouraged us to combine the identification system with the scale. Coincidentally, this begin- ning of our attempt to have a fully automated weight based collection system may have foreshad- owed the beginning of the end. Within the week after we added the Lanex antennae/reader to the garbage truck for the identifica- tion system we noticed some inconsistencies in the weight data being generated by the scale. We had not seen such inconsistencies in the three previous months and investigated this with the guidance of the scale manufacturer. After narrowing the problem down to only one of the two load cells in the scale system, we returned both load cells to the manufacturer. The manufacturer concurred with our test results indicating only one erroneous load cell. The manufacturer spent nearly two months testing and repairing the one load cell at a cost to the City of$2,550.00. A result of their stated conclusion to their analysis was the removal of the Lanex antennae from the truck's gripper arms. There was some question regarding possible damage to the load cell due to the placement of the antennae on the truck's arm. Through the assistance of a local welder/ designer, a hydraulic device was constructed to allow the use of the Lanex antennae in close proximity to the garbage containers without being connected to the gripper arms. This was done at a cost of$1,200.00 which was covered by a $2,000.00 increase in the Metropolitan Council Grant. Within a week after receiving the load cells back from the manufacturer, City staff visibly recog- nized a deficiency with the repaired load cell. Testing of the scale system indicated inconsistent weight data. Upon returning the one load cell to the manufacturer with some concerned inquiries, I was notified that a significant change in the structural components of the load cell had been made to help combat concerns with corrosion. The manufacturer returned the load cell in one week after discovering an error in reassembling the load cell. Unfortunately, in the manufacturer's rush to return the load cell, they did not retest it. Just when we felt we had cleared the last hurdle, the inconsistencies with the weight data returned. Now the load cell that had tested accurate, two to three months earlier was proving to be errone- ous as well as the recently repaired load cell. Realizing that a repair to one of the load cells would most likely cost another $2,500.00, I sought repair guidance from the manufacturer's repair technician. Through an enlightening discussion with the technician, I began to realize the high maintenance, short life expectancy that would be a reality of the scale system we had. This type of system being uneconomical, and thus unfeasible for the City, I decided to make a last ditch effort to resuscitate the weight-based system through the use of City staff. City staff took one load cell apart and visually inspected it. Upon analysis we discovered metal slivers and abrasions, apparently from the slivers, on the two moving parts within the load cell. Due to the preciseness of the load cell, we decided to have a local specialty machine shop refine the shaft and cylindrical walls of the load cell we had disassembled. After determining that the change to the structural components had been a step backwards, I asked the machine shop to disassemble the second load cell and replace the components with ones equal to the originals. I also had them refine the shaft and cylindrical walls as well. Although concern for the disassembling of the load cell was carefully expressed, the return of the load cells from the machine shop indicated some rough disassembly of the one load cell. The refining of the shaft and walls was completed as detailed and resulted in the successful operation of the load cell disassembled by staff. A majority of the wires in the other load cell had been severed at sensitive connection points. Staff reconnected the wires to the best of their assumptions at the end of October. At the date of this memo, this load cell is not operating properly and staff plans to disassemble it again in order to attempt to redo the proper connections. Busy schedules at this time of year for the engineering staff have kept me tied up in the past few weeks. Through all of our trials and struggles we have discovered that an accurate weight based system is a possibility. My intent is to see that through to its completion, by April, if budgets allow. Both the Metropolitan Council and MITE Grant periods come to a close in April of 1994. I feel obli- gated to continue our efforts at a staff level until this time. The Metropolitan Council has the option to request the return of all or a portion of their funds if they feel that an incomplete effort was made. I do not honestly feel that the City can feasibly pursue a permanent weight based system due to economic reasons, though I do recommend to continue the use of the Trovan/Lanex identification system, or an equal system, on a permanent basis, in conjunction with a 30 gallon incremental volume based system. I am open to the use of a weight based system, but only after thorough successful use by another municipal garbage hauler. The technology needs to be im- proved to the point that an economically feasible system may be developed. I have requested a time extension regarding the County's mandated volume/weight based refuse collection deadline. County staff led me to believe that a one year extension to the January, 1994 deadline would be probable. In his search for this additional space, the only building he found available for rent was the building owned by P & M Storage located west of 3rd Street between Main and Elm. It is the smaller of the two metal buildings but it best fits the needs. This building provides 1920 sf with no outside storage. It is slightly larger than the Finnegan building was (note - Finnegan building is not available at this time). Attached is a proposed lease with P & M Storage in the amount of$375/ month ($4,500/year). I have asked the City Attorney to review the lease and prepare a lease that would suit the City best. In reviewing this request, I have toured the two buildings currently used by Public Works (i.e. shop and Abe's) as they related to storage. The situation is not much different than it was, during the February, 1993 tour. The buildings are full of equipment. Some space is available. The major change in the Department's needs at this time are related to the new snow plowing vehicle which is scheduled to arrive in mid-December, 1993. This vehicle will need inside storage (est. 20' x 30' area). In reviewing the funding of this request, Wayne Henneke, Finance Director, has indicated that a budget adjustment would be necessary. Potential sources of funding would be the City's space needs fund or 1994 contingency funds or reductions in various street and utility line items. I would not recommend utilizing these sources. The Public Works Department has definite space needs which need to be addressed. That is why the Council has established the space needs file. I would place a higher priority on a new facility (long term planning) vs. a short term solution by renting this building. I would concur with the Councils conclusion in February, 1993 - "use current space as well as possible". I feel that equipment can be shuffled to accommodate the plow. Mayor Kuchera called the meeting to order at 3:30 P.M. Members Present: Kuchera, Orr, Rotty. Members Absent: Ristow, Galler. Also Present: Public Works Director Kaldunski, Ben Klotz, Russ Matthys, Bob Hanson, Jerry Bauer, Bill Weierke, Nola Profant, Ken Hanson, Jr. 2. The purpose of the meeting was to conduct a tour of the City's buildings to review space needs. 3. Councilmember Ristow and City Administrator Thompson arrived at 3:40 P.M. . 4. Ken Hanson, Jr. gave the group a tour of the buildings noting items such as: a. Building size - 100 x 150 = 15,000 square feet. b. 12' wide and 14' high doors. c. Special room for tool storage with heavy duty ceiling to provide heavy duty storage above room (33' x 25') . d. Additional storage space above office area (33' x 50') . e. Ventilation system to remove diesel fumes and adequate heating system. f. Male and Female bathrooms, lunch room, large offices and flexibility to modify reception area if necessary. 5. Public Works Director Kaldunski gave a brief review of the Department's old space needs report which 4..ndicates a need for 15,000 square feet of building with 3 to 4 acres of yard space. The Department hopes to move to this building in the Fall of 1993. It was the general consensus of the group that this building would be an improvement for the Public Works Department and it would fulfill the Department's needs as proposed. 6. The group next toured the current City shop. It was noted that the building has 4800 square feet (60 x 80) . Items discussed included: a. Ventilation system is in 1993 budget for improvement. Additional heating could be considered for the additional area. b. It would be possible to frame in a room for meetings, lunches and breaks if additional building space is secured by the Department (Hanson Building) . c. The yard area is to be paved in 1993 per the budget. It was noted that a certain area (50 x 50) had to be reserved for Well #3 by Minnesota Department of Health regulations. It was noted that the old gas tanks have been sucessfully removed and certified by MPCA, removing a potential well contamination source. It was also mentioned that continued use of this yard for salt storage may pose a potential well contamination source. In view of recent County committee discussion on well head protection, it may be necessary to review this use. 7. Councilmember Orr had to leave at this point. 8. The group toured the Finnegan Building next. The City has given 60 day notice to the owner of its intent to vacate the building by February 28, 1993. The Street Foreman, Jerry Bauer, wanted to continue renting this building because the Department needs more room. It was pointed out that a budget adjustment would be necessary to continue renting this building. It would also be necessary to renegotiate the lease. 24- Council Minutes - 2/18/93 - Page 2 * 9. The group toured the Thelen Building utilized by the Parks and Recreation Department. 10. The Councilmembers and Administrator then conducted a brief tour of the Liquor Store. 11. The Marschall Buildings were viewed next. It was noted that this rental space is utilized currently by the Police and Park Departments and also by the Soo Line Railroad. Some items currently stored inside could possibly be put outside (i.e. bricks, trailer and booth, etc.) . Councilmember Ristow noted that perhaps the old fire truck could be put on display at the Dakota County Fair building. (It was also apparent that this also applies to the City shop and Finnegan building.) 12. The final building toured was Abe's Auto Body, currently being used by the Public Works Solid Waste operation. The group's consensus was that the building is filling the Solid Waste needs quite well for the short term (proposed move in the Fall of 1993) . In reviewing the street and utility uses of the building, it was noted that space was available for more storage. The upper loft could be used for more and the Department should review the materials on the floor in the hoist room and utilize it better. 13. It was recommended that the Council review the City Hall garage before a Council meeting to complete the tour of City facilities. 14. The City Council's consensus was to direct staff to use its current space as well as possible. Some items may be stored in the outside area and to vacate the Finnegan Building prior to February 28, 1993 as originally planned. 15. The Development Committee reviewed the City's Comprehensive Thoroughfare Plan (attached) for potential M.S.A. designations. The Committee's recommendation was to designate 208th Street between CSAH 31 and future Pilot Knob Road (1.0 mile segment). The Committee ex- pressed interest in designating an M.S.A. route from future Pilot Knob at TH50 to the intersection of Ash Street and Denmark Avenue (a 1.52 mile segment), however the City is only eligible to designate 1.39 miles due to the current growth in miles. The potential exists to make this designa- tion in 1995 with added road construction in 1994. It is also possible to consider revising another segment of current M.S.A. designation (i.e. First Street, etc.). It is in the City's best interest to designate as much mileage as possible. The City allocation is based on the construction needs for the designated M.S.A. streets. The City's 1994 allocation is estimated at $270,000 for the 7.50 miles designated. An addition of one mile M.S.A. designation would be an estimated $36,000/ year in future allocations. It is recommended that the City Council approve a resolution designating more M.S.A. streets as outlined in this memo (attached). The City Council will also need to consider the possibility of conducting a special census, similar to the one done in the mid 1980's. The City receives a portion of its annual M.S.A. allocation based on population. Approximately $14 per capita is received. The City's 1990 population was 5940. When this population reaches 7000, the City could increase its M.S.A. allocation by an estimated $15,000/year. It costs approximately $10,000.00 to conduct the special census in the mid 1980's. The following members were present: The following members were absent: Member introduced and Member seconded the following resolution: WHEREAS, it appears to the City Council of the City of Farmington that the street hereinafter described should be designated municipal state aid street under the provisions of Minnesota Law. NOW THEREFORE,BE IT RESOLVED by the City Council of the City of Farmington that the road described as ''follows, to-wit: l r* 106-212-20 208th Street from Pilot Knob(103-212-04 to Akin Road(CSAH#31) I rte 4) , be,and hereby is,established,located,and designated a municipal state aid street of said City subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of transportation for his consideration,and that upon his approval of the designation of said road or portion thereof, that same be cosntructed,improved and maintained as a municipal state aid street of the City of Farmington,to be numbered and known as municipal state aid street 106-212-20.
