SUBJECT: JOINT MEETING AGENDA
DATE: MAY 12, 1992
The following is a very brief summary of the topics listed on the proposed May 12th .
joint meeting agenda. I do not think it would be possible to cover all of the topics
in depth. Therefore, it should be decided if you wish to superficially address
all topics or select 3-4 issues that should be discussed in depth.
Low Density Housing
This topic addresses "estate" platting of 3+ acres and, if agreeable, which areas
of the City would be acceptable for such development. "Ghost platting", whereby
future layout of streets, utilities, lots and so on are planned for in conjunction
with the estate plat, should also be discussed along with this topic.
High Density Residential
It was indicated the Council should set aside specific areas for high density residential.
Architectural Standards
This topic has been discussed off and on during my tenure with the City. In essence,
the standards would relate to style (roof overhang, roof pitch, etc.) , size (square
footage and bulk) , siding, stories, facade, etc. The issue is especially pertinent
in light of the request by Francis Blaha to move a metal building into the central
business district.
Garage/Storage Facilities
This issue is becoming extremely critical due to increased rent for storage, coupled
with families acquiring boats, additional vehicles and so on. I believe this issue
receives the most comment and concern from neighbors and applicants.
PUD - Permitted/Conditional Use
PUDs presently allow a number of housing types within a single district. Rather
than delineating between single family, townhouses, duplexes, quads, apartments,
and so on, the process focuses on land use densities. This apparently runs counter
to the feelings of some members, whereby it is felt specific areas should be set
aside beforehand for high density residential.
Notification Requirements
The City presently requires an abstractor's certificate of owners within 350' for
conditional use permits, rezones and subdivisions. The list is optional for variances.
Jerry Ristow recently questioned the requirement of an abstractor's certificate
($250 to $350) and suggested staff prepare the list.
Growth Issues
This issue deals mainly with the coordination of growth between the City and surrounding
jurisdictions.
Overall Land Use
This is a continuation of our discussion on the overall land use plan to be included
in the revised City's Comprehensive Plan.
Goals and Objectives
This is a continuation of the City's goals and objectives process, including the
goals and objectives to be included in the Comprehensive Plan.
Permit Process
The City constantly tries to balance code requirements with individual construction
timelines. While the legal requirements are not compromised, individuals are allowed
to begin the permitting process without all of the information available. While
this policy works most of the time, it has lead to some hard feelings when it is
determined that a permit is not allowed once all of the information has been obtained.
In addition, it has been suggested that the City's overall sidewalk plan be considered.
Again, it is not realistic that all of the above issues be resolved at this meeting,
it is hoped that the issues that are most important to the Council and the Planning
Commission can be addressed and direction given to staff to begin working on them.
