The 1993 Budget also shows $5000 for playground equipment at the ballfields. I suggest that this money be transferred to the Park Improvement Fund to repay the pool heater loan. REFERENCE MATERIAL/RESPONSIBILITY: Document/Comment - Larry Thompson REFERRED TO: (NAME) DEPARTMENT: Larry Thompson Administration Development Committee SIGNATURE MEMO TO: MAYOR AND COUNCIL SUBJECT: ALTERNATIVE EIS SCOPING DOCUMENT - REGIONAL AIRPORT DATE: MAY 27, 1992 The FAA and MAC are soliciting public input on the First Phase Scoping Report for the Regional Airport Alternative Environmental Impact Statement (EIS) . As you may recall, the City's major concern with the airport selection process was the proposed "alternate" EIS, which analyzes environmental impact in incremental stages rather than in one comprehensive document following State development guidelines. The scoping report is to determine what factors will be considered and the thresholds for the first phase. While it is not expressly stated, it has been implied that once a phase has been completed, the review process will close for that phase. Therefore, it is "speak now or forever hold your peace" for this phase. I have reviewed the document and discussed it extensively with the County's consultant and County Review Task Force. Based on these discussions and review, the County has developed the attached memo. I agree with the contents of the memo and would recommend the Council adopt similar findings to pass along to the FAA and MAC. The major issues identified in the memo are: 1) Objective thresholds should be established (e.g. 100 acres vs. "significant") 2) Socioeconomic and social impacts be given more weight. 3) The entire airport must be contained within the search area and the noise thresholds must not impact outside the threshold. 4) Vermillion and Coates should be identified as urban areas. (I would add the subdivisions in Empire Township.) 5) Infrastructure costs and governance questions must be addressed. 6) "Issues and concerns" should be identical when evaluating a new airport or MSP expansion. 7) All alternatives should be analyzed. 8) All potential EIS's should be identified. 9) Citizen concerns should be incorporated. In order to more fully involve the cities and townships of Dakota County, we believe it is necessary to have a sixty day review and comment period for each Alternative Environmental DocurTent(AED) or Scoping Decision Document(SDD) completed throughout the Dual Track Airport Planning Process. In reviewing the First Phase Scoping Report, Dakota County finds the document generally thoughtful and complete. However, there are inconsistencies in the balance of Its approach to the Dual Track process. Specifically, the Scoping Report develops criteria to be used during Site Selection, but does not do the same for any other part of the Dual Track process. Still further, Dakota County believes any Site Selection criteria list Is incomplete without impact thresholds. For example, would 100 or 1,000 acres of wetlands exclude a potential airport site from consideration. The First Phase Scoping Report should more closely relate to the document previously published by the Metropolitan Airports Commission entitled, "Study AN EQUAL OPPORTUNITY EMPLOYER TM ..•,.r. unru.r i n Luui v i t-wca i w v .3tfV. LIN. 011.] 9 Page 2 Design for the Dual Track Airport Planning Process." it is unclear whether or not this work program would be utilized within the framework of the First Phase Scoping Report. it should be specifically-mentioned and attached for reference and comment. Dakota County believes the socioeconomic and social bnpacts of any new airport development must be given mare substantial status in the Dual Track Airport Planning Process. In order to accomplish that objective, there needs to be a more explicit statement of how the role of the Metropolitan Council will be factored into the overall process. Specifically, there needs to be both a description and a discussion of how (1(Community and Regional Impacts, and I2)Airport Economic Analysis and impacts, two volumes In the previously referred to "Study Design," which have been subcontracted by the Metropolitan Airports Commission to the Metropolitan Council, will be included In the process. Dakota County is encouraged by the Scoping Document's expedited process which Indicates a March, 1995, goal for completion of the Airport Decision Document and submission to the State Legislature. Dakota County agrees with the Scoping Report that runways, taxiways, and other airport facilities must be contained within the Search Area boundary, and supports that at a minimum, State safety zones and the 65 LDN noise contour must not impact urban areas outside the Search Area. Dakota County would further urge that the 60 LDN noise contour must not penetrate current or anticipated urban areas outside the Search Area. Dakota County identifies the cities of Vermilion and Coates as urban areas and insists they must be considered urban areas throughout the Site Selection process, Dakota County is concerned that the Scoping Report does not adequately address an approach to assess direct and Indirect infrastructure costs, traffic impacts, or governance issues. The list of issues and Concerns on pages 11-13 in the Scoping Report should be used In common when either evaluating potential new airport sites, or during the subsequent rewriting of the MSP Long Term Comprehensive Plan. Issues and Concerns that do not apply to one of the Dual Tracks (rebuild MSP or relocate) should be noted and explained. Dakota County believes that all alternatives should be included and analyzed within the appropriate component of the Dual Track Airport Planning Process. Specifically, the re-use of MSP should be included as part of the relocate alternative Track and the Rochester option should be included within the rebuild MSP alternative Track. For example, major river crossings) bridges, new or expanded principal arterials/ major highways, as well as County and City projects. Finally, Dakota County recognizes the tremendous responsibility to select and make recommendations regarding a potential new airport location. However, both the Federal Aviation Administration and the Metropolitan Airports Commission should redouble their efforts and take every opportunity to completely incorporate the legitimate concerns of affected citizens and jurisdictions into the Dual Track Airport Planning Process. In order to get more useable space, the Department plans to dispose of the following items: 1) a number of used street corner signs, 2) old manhole/catch basin castings and covers, 3) old clay sewer pipe, 4) small amount of old chain link fence and gates, 5) used grader blades, and 6) miscellaneous traffic signs. These items are considered junk and will most likely be disposed of as scrap metal to a dealer. All proceeds will be turned over to the Finance Department.
