SUBJECT: 1993 PENSION REQUEST - FARMINGTON FIRE DEPARTMENT CATARACT
DATE: AUGUST 12, 1992
Attached please find a request from the Fire Department Cataract to increase
the pension by $200/person/year. As noted a plan was adopted which stated the
City would strive to increase the pension by $200/person/year for three years.
The Council rduced that amount to $100 last year because of levy constriants.
The following is the impact on the City's levy given various levels:

SUBJECT: Farmington Fire Department Cataract Relief
Association Pension Request for 1993
Date: 5 Aug 92
This year our pension was to increase from $1300. 00 per year to1500.00
per year. The increase is what was agreed upon as a three year plan
that was put together two years ago by the Council and the Releif Associ-
ation. It ' s purpose was to bring the Farmington Fire Department retire-
ment in linevwith other "like" departments.
The Relief Association realizes that there would not have been a financ-
ial problem proceeding with our three year plan had not the Legisature
taken away the special levywhich left us at $1200.00 per year for 1992
instead of $1300. 00.
We would like to keep our three year plan intact, butrealize this puts
a strain on the Council to come up with the monies. We therefore, pro-
pose to you that we beallowed a $200.00 increase. This increase would
not be as large of a strain on the City as a $300. 00 increase, but
would still allow us to move forward on our three year plan and put
us at $1400. 00 per year.

Note: Deficits are generally retired in less than 10 years,because of Increase in state aid,
turnover gain and earned interest greater than 5%. If desired, the amount in column 2
may be increased so that the total of column 3 is equal to line 3(a). It more than one
deficit is being amortized(the law requires each deficit to be retired separately), adjust
column 2 for the oldest deficit first. When column 2 equals column 1 for any.deficit, that
deficit has been retired and may be removed from the amortization schedule. Whenever
a new deficit appears in line 5, the original amount of such deficit must be added to the
amortization schedule the following year.

I have again reviewed the City Administrator Evaluation
Forms as prepared by the Council. I assigned a numerical value
to each answer with the numerical value of 1 being given to each
answer on the left and with a 5 to an answer on the right side of
the page. Thus the higher the number, the higher the average
evaluation. The following listing is the average evaluation by
the Council:

Section 2 of the evaluation appears to show that the Council
is very aware of the fine resource that the City has in
Mr. Thompson. The comments were all very favorable. Several of
the comments lead me to believe that the Council believes Larry
may be taking on too many responsibilities and may need to allow

department heads to handle more matters as his job becomes more
complex. There is also some worry about Mr. Thompson's health as
it seems he may need to take more time off in order to ensure his
physical health.

October 1, 1992 is the date for our next City survey to be sent to the public with
their utility bills. To meet this date, we will need to begin putting information
together.
I need direction from the Council as to the nature of the questions you would like
to ask in this survey. The only suggestion I have is a topic brought up by Chris
Galler of changing the day of Council meetings from Monday. Chris' memo on that
subject is attached.
Upon recommendations from Council, staff will prepare a proposed survey and bring
it back for your approval.

SUBJECT: CONSIDER TIME AND LOCATION OF
FUTURE COUNCIL MEETINGS
In some past meeting we've had with the community and during the recent
interviewing process of Commission Members, a frequent comment was
that the Council should consider some meetings in the Northern Section of
the City.
Another factor that has become apparent to myself is that we frequently
must alter Council action or are limited in our ability to review
information, because of Monday Meetings. Frequently we have
information waiting for us at the Council Table relating to an item we will
vote on that night. If the meeting was conducted on a Tuesday,
Wednesday, or Thursday that step could be eliminated. In addition to the
information situation, Legal Holidays have postponed 2 meetings thus far
this year and will always interrupt our normal schedule. A change to an
interior week day would eliminate this.
Changing the day and location the City Council meets would be an
adjustment for the community, but through our mailings and newspaper
articles it should not be an insurmountable obstacle. it would allow us to
reach out to the Northern neighborhoods, a goal we've established for the
community. It would also allow us to handle the Work related fires that
generally crop up on Mondays and it would allow us time to review any •
additional information that was not available before the Agenda's are
delivered. Starting the week with a 16 hour day is not beneficial to
anyone, Councilmembers, Staff, our Families or the Public.

COMMUNITY CONSORTIUM
FARMINGTON AREA
Purpose
The interrelationship of the city of Farmington, the townships of Castle Rock, Empire and
Eureka, the public education system and the business community suggests that
opportunities, problems and the future of the area go beyond boundaries of legal
jurisdiction. As the"community"faces growth as an expanse of the Twin City metropolitan
area, the ability for community leaders to focus in a cooperative arena becomes paramount.
For proposes of this consortium community means a group of people who are socially
interdependent, who participate together in discussion and decision making, use common
resourses and who share certain practices that both define the group and are nutured by
it.
A organization structured to provide access from each entity,as well as individuals uniquely
qualified to provide insight,can be a vehicle to initiate dialogue where concerns affect two
or more entities. The focus of this organization shall be to provide for a free flow of
communications, vision for the future of what could be, discuss and aid in resolution of
area issues and become a catalyst for community activities and events.
The organization will serve as a communication link and also may serve as an action group
to administer events or activities or determine who may be the most appropriate to carryout
an activity or event.
The mission of the organization shall be "Making the Farmington Area a Better Place to
Live".
Membership
The organization shall include one representative each from the city of Farmington,
Townships of Castle Rock, Empire and Eureka, the Farmington School Board and the
Farmington Area Chamber of Commerce to be selected each by their own body. In
addition there shall be three members at large who bring unique input to the organization
and are selected by the other six members. The membership shall determine their own
leadership. The Farmington.City Administrator and the Superintendent of District 192, if
not selected as the representative of their entity, shall serve as ex-offido members of the
organization.
Staffing
The organization shall be staffed by the office of the Farmington Area Chamber of
Commerce for purposes of recording meeting,sending notices,phoning,printing and other
appropriate staffing functions. Each separate entity shall from time to time be expected to
provide staff expertise that they have unique skill to accomplish.
Funding
It is the understanding that at the inception of this organization financial contributions
Brom each of the entities is not an underlying requirement to fulfill its purpose. The
organization may maintain a treasury and conduct activities that require funds.. Financing
the organization shall be a result of willingness for joint cooperation.

The organization shall function out of a by-laws establish by the organization and supported
by each entity by a memorandum of understanding.
Name
The name of this org rn tion should assist in defining to residents of the area the purpose
of the organization. Geographically the term "Farmington Area" best defines the
relationship of the area. People who relate to the organization may not share a common
address,school or trading area but are identified within the definition of community stated
under the purpose above. Suggested names for the organization include:

City Council, the replacement library concept at the September 8, 1992 City
COuncil meeting. The purpose is two fold, first to inform the Council of the
actions of the HRA relating to the replacement library, and secondly, to request
the Council to authorize the Mayor and/or City Administrator to attend the County
Library Board meeting on September 10, 1992 at 4:30 P.M. , as the Councils rep-
resentative.
I request the replacement library subject be placed in the City COuncil agenda
as an Add-On for the September 8, 1992 meeting.
