MEMO TO: MAYOR AND COUNCIL/HRA/PLANNING COMMISSION SUBJECT: JOINT MEETING - OCTOBER 26, 1992 DATE: OCTOBER 23, 1992 Attached please find an outline of issues to be addressed at the October 26, 1992 joint meeting. The outline is intended to raise potential issues and perhaps stimulate additional questions/concerns which need to be addressed. Staff will be providing additional back- ground information at the meeting. It should be noted that some of the issues may be new to you because they have not been addressed by the board on which you serve. Again, the purpose of the outline is to raise possible questions, not explain or answer them. Also, you may note that the first issue of each topic is "Do you want. . . . " . This does not imply that there has been any outright opposition to the project or that the Council and Commission should give blanket approval to the project. The purpose of the question is to solicit a "I support the project, but with these reservations. . . " response and determine if the reservations or concerns are sufficient that, if not addressed satisfactorily, would cause you to drop support. A parallel can be drawn to the Farmington Ford issues when the Council, EDC, HRA and Planning Commission stated "Yes we support Farmington Ford remaining in Farmington, but not at the intersection of Flagstaff and Hwy 50 . Rosebrier Apartments ISSUE ONE - Do you want the project and how committed? ISSUE TWO - Adult vs. Elderly vs. Family 1. Will the City require the project be designated as elderly? 2. Two bedroom with den - acceptable? 3. Assurances that the project will not rent to families or young adults. ISSUE THREE - Zoning 1. Rezone Lots 8 and 9, Block 17 from R2 to B2. 2. Variances a. Parking b. Front Yard Setback c. Density d. Driveway Width 3. Conditional Use Permits ISSUE FOUR - Ostlie Property 1. Future Use - immediate and long term. 2. Eventual Ownership 3.
