MEMO TO: MAYOR AND COUNCIL
SUBJECT: MINERAL EXTRACTION PERMIT FOR MIDDLE SCHOOL SITE
DATE: DECEMBER 16, 1992
The City received an application fee for a mineral extraction permit on the new
middle school site from Leonard Wangerin, Inc. dated September 4, 1992. The City
Council is aware of numerous discussions and correspondence between the City, contractors
and School District regarding this permit. The application was completed when
the City received a certified abstractor's list from Kraus/Anderson dated December 7,
1992. A public hearing has been scheduled for the December 21st Council meeting.
Generally speaking, the City would be granting this permit after the fact. The
contractor has removed the sand borrow material from 3 different borrow pits during
the Middle School project. The City Council had expressed concern over the ground
water that was left exposed in the bottom of these pits.
I inspected the site today and the 3 borrow pit areas have been filled. These
areas are rough graded and appear to be somewhat low. Proper grading for drainage
has not been completed. The pit south of the building needs topsoil. All areas
need to be revegetated. All of these items must be addressed with this permit.
Attached is a memo dated October 1, 1992 which outlines my initial review of the
application. The main points are:
1. $100 permit fee which was received with the application.
2. $20,000 surety bond required.
3. A contractor's certificate of insurance is required.
Most of the items outlined above will be handled within the scope of the School
District's contract. I do not expect final closure on these permits until revegetation
is completed in 1993. I would recommend that this permit, if approved, be in effect
until De emb= * *3 to allow time for revegetation.
The Council ave to decide how surety is to be posted. The options are:

I would recommend that the Council approve the permit when all conditions have-
been met.

The process continues. At the last Council meeting, Council approved the lease
agreement for the Abe's Autobody site contingent upon the approval of the Castle
Rock Town Board. That approval was not received. The Township has scheduled a
public hearing to discuss this matter at their next planning commission meeting
on Monday, December 21st. The Town Board has scheduled a special meeting at the
conclusion of the planning meeting on the same night. At that time, they will
give their final decision regarding the proposed use of the facility by the City.
Hopefully, the Township will give the City its blessings.
Regardless of the Township's decision, a facility for the Solid Waste operations
is necessary. The Council has stated this very clearly. At the last Council meeting
the option of leasing the Wenzel Building was presented. This option is still
available. Although it is not the preferred choice of the two building sites,
it does offer some benefits and will meet the needs of the Solid Waste operations
on a temporary basis.
I proposed that the Council approve one of the two lease agreements for the Wenzel
Building, contingent upon the failure of the Township to approve the use of Abe's
Autobody. The difference between the two agreements is the storage of Mr. Wenzel's
"classic" automobiles in the building. I believe it is in the City's best interest
to have the cars out of the building because of the operation of vehicles in the
building.
I will be attending the Township meetings and will return to the Council meeting
with the results. Please contact me with any questions before the meeting.

The Farmington HRA requests the City Council to approve the library concept and to
authorize the HRA Director to make application for the 1993 Minnesota Department of
Education Library Development Services grant funds in the amount of $200,000. This
request by the HRA was made at the December 16, 1992 HRA board meeting after review
of the enclosed library material. The board requests the HRA Director to pursue
funding assistance from the following organizations with help from available volunteers:
1. Erickson's IGA
2. Dakota County
3. Friends of the Library
4. Charitable Gambling Organizations
5. Local and Surrounding Corporations
6. City Council
7. Dakota County HRA
8. Farmington HRA
9. Elm Park Developers
10. Additional Grants Opportunities
The pursuit of the financial assistance is intended to assist in meeting the financial
gap ($100,000) to complete this project. The architect, Wayne Hilbert of CNH Architects,
and the HRA Director will be present to review the project with the City Council.

The library design team has completed their work associated with the exterior
renovation of the Erickson's Building for use as a library. They will present their
completed design design proposal to the HRA board on December 16, 1992. The cost
estimate id $590,000. There are areas in the proposal for cost savings such as;
carpet and shelving. This cost does not include the architect fees.
It is projected that the work on the library would not be started until November/
December 1993, with the work being completed April/May 1994. The work schedule
projection is as follows:
1. December 16, 1992 - HRA approves and forwards to the City Council, the
proposed library design/schematic.
December 21, 1992 - City Council approves and forwards to the Minnesota
Department of Education Library Development Services
for grant application.
January 4, 1993 - Library grant application completed and delivered to
MDE for approval.
April 1, 1993 - MDE awards grant to the City of Farmington.
April 15, 1993 - City of Farmington sells Tax Increment bonds for the
Elm Park Retail Project.
November/ - Erickson's vacate their existing IGA store.
December, 1993
December, 1993 - Construction work starts on the Erickson's building
for a library facility.
May, 1994 - Construction work completed on the library facility.
June, 1994 - Library facility has its opening ceremonies.
I will be meeting with Jerry Shannon this week to go over the financial projections
to determine if there is sufficient revenue to meet the debt service on this project.
Also, there appears to be a shortage in necessary revenues to cover the costs for
renovation, however, some of those shortages could be met with interest revenues
generated by the bond proceeds deposited in the bank. Nor has the project been
presented to the community to determine if they would be interested in contributing
to the library renovation. I will plan to have further information available for the
board at the December 16, 1992 meeting.

Development and Services Grant Application
Pursuant to due call and notice thereof, a regular meeting of the City Council of
the City of Farmington, Minnesota, was held in the Civic Center of said City on
the 21st day of December, 1992 at 7:00 P.M.

Member introduced and Member seconded the following resolution:
WHEREAS, the Minnesota Department of Education, Office of Library Development and Services
and Construction Act (PL98-480) in amounts not to exceed $200,000 for building, renovation
and expansion of public library facilities; and
WHEREAS, the City of Farmington plans to renovate an existing grocery store building for
future use as the public library. This library building will have as its service area
the Farmington School District.
NOW THEREFORE BE IT RESOLVED, by the Farmington City Council of the City of Farmington,
Minnesota, that the City Council does hereby acknowledge the required compliance of
Assurances as noted in Number 14 of the Grant Application (see attachment A) and in
accordance with all applicable State and Federal laws and rules, including those as
specified in the application; and
BE IT FURTHER RESOLVED, that the City Council does hereby authorize the submittal of a
Library Services and Construction Grant Application with the State of Minnesota Department
of Education, Office of Library Development and Services for the Farmington Library.

Under Number 14 of the Minnesota Department of Education grant program, a community
must provide assurance that the grant funds are available to complete the project.
The City would not be able to make that assurance at this time due to the library
project being dependent upon the construction of the Elm Park Retail Project. There-
fore, after discussion with MDE and Cindy Schaedig, Dakota County representative,
the resolve of the concern for Number 14 will be a letter of intent by the developer
to construct the Elm Park Retail facility. The letter of intent will be submitted
to MDE with the grant application.

APPROVING COMMUNITY DEVELOPMENT PROPOSAL FOR FISCAL YEAR 1993
Pursuant to due call and notice thereof, a regular meeting of the City Council of the
City of Farmington, Minnesota, was held in the Civic Center of said City on the 21st
day of December, 1992 at 7:00 P.M.

WHEREAS, pursuant to Federal Housing and Community Development legislation, Dakota
County is eligible for HUD Community Development Block Grant (CDBG) entitlement funding
as an urban county; and
WHEREAS, local units of government within Dakota County are to receive CDBG funds for
eligible projects as defined by State and Federal laws; and
WHEREAS; one of the goals and objectives of the Farmington Housing and Redevelopment
Authority (HRA) under the Municipal Housing and Redevelopment Act is the Preservation
of Historic Buildings, restoration of Community Landmarks and the elimination of
blighted, deteriorated or deteriorating areas located within the City of Farmington,
Minnesota; and
WHEREAS, the HRA desires to undertake a program utilizing Community Development Block
Grant funds involving the elimination of blighted and deteriorated areas, including
the property legally described as:
See Attachments "A" and "B"
WHEREAS, such property is presently located within the City's redevelopment district.
NOW THEREFORE BE IT RESOLVED that:
1. The projects decribed above constitutes a blighted or deteriorated area in that such
properties include a building and bridge which, by reason of dilapidation, obsolescence,
faulty arrangement or design, obsolete layout, or a combination of these or other
factors, is detrimental to the safety, health, morals, or welfare of the City of
Farmington, Minnesota.
2. The expenditure of Community Development Block Grant funds to eliminate such blight
and deterioration for project #1, is beneficial to and in the best interest of the
residents of the City of Farmington, Minnesota. The expenditure of Community
Development Block Grant funds for project #2 will eliminate blighted and unsafe
conditions is beneficial to and in the best interest if the residents of the City
of Farmington, Minnesota.
3. The attached Community Development Block Grant proposal is hereby approved.
BE IT FURTHER RESOLVED that the Administrator is hereby authorized and directed to
execute the appropriate documents.
This resolution adopted by recorded vote of the Farmington City Council in open session
on the 21st day of December, 1992.

ATTACHMENT "A"
EXCHANGE BANK BUILDING PROJECT
The Exchange Bank Building (344 Third Street) was placed on the National Registry in
1987. This building is one of the last architectural structures relating to the
history of Farmington in the downtown business district. In the 1970's and 1980's,
this building suffered from a lack of maintenance attention thereby falling into a
state of deterioration. Recognizing this devastation to a historic building, the
Farmington HRA set a course of action to obtain and restore this historic building.
In 1989, the HRA acquired the Exchange Bank Building. Next, the HRA pursued cost
estimates for the exterior renovation of the Exchange Bank Building. With the 1993
Community Development Block Grant funds the exterior renovation of the Exchange Bank
Building will be possible. In conjunction with the renovation work, the CDBG funds
will be used to demolish two small substandard building immediately north of the
Exchange Bank building. These two buildings are highlighted on the attached map.
This building will eventually be private commercial use. These funds will be used
to preserve a historical building under 570.202(d) , Historic Preservation.
ATTACHMENT "B"
SECOND STREET PARKING AND RAMBLING RIVER BRIDGE
This is a two part project which addresses the elimination of blighting conditions
in a redevelopment district and the preservation of a community landmark made unsafe
for public use by the September 1992 flood.
Part One - Second Street Parking Project is one section of a redevelopment project
area. This area contained substandard houses and large land areas of abandoned rail
road property. On this obsolete designed railroad property were dilapidated buildings,
underground storage tanks with protruding pipes, abandoned tires, wiring and concrete
culverts. This land was situated between residential property and the downtown area
creating an "eye sore" for the community at its entrance. The City and the HRA's
plans were to eliminate the substandard houses and replace them with an elderly apart-
ment housing complex. Adjoining this complex would be a pathway joining the downtown
area, providing the necessary elderly services, with the elderly apartment complex.
This pathway is designed to encompass the east and west sides of the railroad tracks.
The west side of the pathway has been completed at an expense of $125,000 with community
volunteer help and funds raised in association with the Celebrate Minnesota 1990 program.
The adult housing project is set for construction in April 1993. The next step in this
redevelopment effort is to complete the pathway and parking lot on the east side of the
railroad tracks. Due to the odd land configuration the parking area is meant to make
this land usable for public purposes. The Redevelopment plans illustrate the need for
the parking with the continuation of the pathway theme of the Celebrate Minnesota 1990
project. When this project is completed, the City and HRA plans call for the elimination
of an additional substandard house and inappropriately located manufacturing facility
providing the opportunity to complete another large portion of the redevelopment plan.
Part Two - The restoration and preservation of a community landmark which was built in
1972 with community funds joint efforts. The Rambling River Bridge has become the
symbol which connects the "Proud Past" with the "Promising Future" of Farmington. This
bridge is presently the focal point on the Chamber of Commerce letterhead, Chamber of
Commerce logo, the City of Farmington flag, City of Farmington letterhead, Farmington's
Industrial Presentation folder, the Farmington Independents (local newspaper) letter-
head, the Farmington Housing and Redevelopment Authority logo and the City of Farmington
logo and community banners. The purpose behind this request for CDBG funds to be used on
the restoration and preservation of the Rambling River Bridge relates to the damage
created by the September 1992 flood in Farmington. This flood had rendered the bridge
unsafe for public use. The restoration and preservation of this community landmark is
important to the community. Attached, please find examples of the above referenced
uses of the landmark symbol.

for the Solid Waste operations are attached. Also included is the revised Public
Works organizational chart that corresponds with these personnel changes.
Staff has been very thorough in its efforts of writing these job descriptions based
upon the direction received from the Council. Any questions on these final job
descriptions and the organizational chart should be addressed to me before the
Council meeting.
It is staff recommendation that these job descriptions and organizational chart
be approved and that staff be directed to proceed with the posting and advertising

but has the responsibility of overseeing the day to day operations of the
Solid Waste Department.

Re Job Description Amendment - Public Works Director
When the City Planner was hired, he was given the duties of City
Forester and the job descriptions of the Park Maintenance Foreman
and the Maintenance Worker II were amended to include shade tree
activities as supervised by the City Forester. At this time shade
tree activities were eliminated from the job description of the
Street & Utilities Foreman. The job description of the Public
Works Director should have been modified at the same time taking
out the shade tree responsibilities . This was over-looked.
It is recommended to amend the job description for Public Works
Director by eliminating Task 7 .2 . This amendment will eliminate
shade tree responsibilities from the job description.

Re Employee Recognition
The past few years the Council has considered an employee
recognition line item when formulating the budget. In 1991, funds
were budgeted for employee recognition but due to State revenue
reductions the line item has been cut. In 1992, nothing was
budgeted for employee recognition. The Department Heads developed
an idea for individual employee recognition. Each employee will be
presented with a wood base/placque on their 1st year anniversary.
The wood base/placque would contain a slot for silver coins. On
each employee ' s anniversary date, the City would provide the
employee with a silver coin. Each coin in the slot would represent
1 year with the City. Every 10th coin would be gold plated to
indicate that milestone.
The initial cost to the City would be $4, 190.50 as shown below:
Gold Plating 27 @ $20 each $ 540 . 00
Coins 457 @ $6 .50 each 2, 970 .50
Wood Base 50 @ $10 . 00 each 500 . 00
Brass Plates 40 @ $4 .50 each 180 . 00
$4, 190 .50
The annual maintenance cost would be approximately $255 . 00 with a
periodic $20 additional cost to gold plate a coin when an employee
hits a 10 year milestone. This program would be funded from the
savings the City recognized from the unanticipated premium decrease
from Blue Cross Aware Gold. A budget adjustment is attached for
your consideration.

ACCEPTING DONATION OF DESK FOR SOLID WASTE OPERATIONS
Pursuant to due call and notice thereof, a regular meeting of the City Council of the
City of Farmington, Minnesota, was held in the Civic Center of said City on the 21st
day of December, 1992 at 7:00 P.M. .

Member introduced and Member seconded the following resolution:
WHEREAS, the City's Solid Waste Operations is in need of a desk to facilitate more
efficient management of the day to day paperwork of the Solid Waste Foreman; and
WHEREAS, Christopher Galler has offered to donate a desk for this purpose; and
WHEREAS, it is in the best interests of the City to accept this donation.
NOW THEREFORE, BE IT RESOLVED that the City of Farmington hereby accepts the donation
of a desk from Christopher Galler.
This resolution adopted by recorded vote of the Farmington City Council in open session
on the 21st day of December, 1992.
